are required (a) to be treated for the 
prevention of hog cholera, or (b) to be 
accompanied by a certificate showing 
that they have already been treated. The 
certificate of treatment may be signed by 
the farmer, himself, by the county agent, 
by a vocational teacher, or by any person 
who has been instructed in the use of 
hog cholera serum by the State Veterin- 
arian. The certificate may alsu be signed 
 
by a veterinarian. 
 
- Under the law the auction barn is 
required to have a veterinarian to in- 
spect all animals passing through the 
barn and to quarantine any infected, 
diseased animal or animals suspected of 
being infected or exposed. 
 
All trucks hauling livestock are re- 
 
quired to be cleaned and disinfected. 
 
After a- full hearing the committee 
was convinced that all these bonds were 
necessary and reasonable and that none 
of them could be eliminated without en- 
dangering the livestock industry.  
 
INTERSTATE MOVEMENT OF 
LIVESTOCK 
 
Under state and Federal law, state 
lines are made the dividing lines of live- 
stock areas. All livestock moving across 
state lines must (a) be accompanied with 
health certificate acceptable to the state 
into which the livestock are moving, (b) 
be consigned to recognized slaughtering 
establishments, or (c) they may be 
brought into the state by special permit 
under quarantine subject to test after ar- 
rival in this State. 
 
All of these laws, rules and regula- 
tions are for the purpose of preventing 
the bringing of infectious, contagious and 
communicable diseases from out-of-state 
into Georgia. 
 
The reason that livestock are per- 
mitted to be consigned directly to a 
 
recognized slaughtering establishment is 
 
that they will be immediately slaughter- 
ed, and should they be infected with 
tuberculosis in ag generalized state the 
lesion will be discovered on a postmor- 
tem examination im the slaughtering 
establishment, and the consuming public 
will still be protected against tubercular 
 
  
 
meat. At the same time these animals 
moving directly to recognized slaugh- 
 
tering establishments will not become 
mixed with farm animals or animals go- 
ing back to the farm, and therefore can- 
not spread disease. 
 
Some of the auction barn men felt 
that they were being mistreated by not 
being given the same opportunity of 
bringing in out-of-state cattle as recog- 
nized slaughtering establishments. How- 
ever, it was clear to the committee, and 
 
I believe will be clear to the reader, that 
 
it will be very dangerous to allow out- 
of-state cattle to be brought to auction 
 
barns except with satisfactury health  
' certificates or under quarantine for test 
 
after arrival. 
 
LETS ALL WORK TOGETHER 
 
Now that the Legislature has again 
placed its stamp of approval on the live- 
stock laws of the state and on the pro- 
gram we are trying to carry out, I hope 
that all parties will-combine in an effort 
to carry out these requirements. Live- 
 
stock farmers have had a. bad year.. 
 
Drought and low prices have caused 
heavy losses and the farmer today is 
working under very discouraging condi- 
tions and circumstances. The laws are 
binding on all citizens and the men who 
have the duty of carrying out the in- 
spection work are entitled to the respect 
and cooperation of all concerned. 
 
I have no desire nor intention of do- 
ing anything other than to continue te 
try to carry out the laws and to assist 
in every way that I can the farmer whe 
produces livestock, the men who operate 
the auction barns and who buy and sell 
livestock, and at the same time to proa- 
tect the health of the consuming public. 
All these are my job under the laws, and 
I ask the full cooperation of everybody 
 
- in getting this job done. 
 
I want te take this opportunity to 
thank and commend Agricultural Com- 
mittee No. 1 and the chairman, Honor- 
able Phil Campbell, for their patient 
hearing of all parties who desired to be 
heard, and for the interest they manifest 
in the welfare of the agriculture and live- 
stock industry of the state.
