This was done to palm off on innocent persons cattle that were known to be diseased. Certainly no one guilty of this is worthy of having a license to deal in livestock. : CLEAN HERDS The State is spending a good deal of money in an effort to help the farmers clean up their herds and maintain cleas herds. Freshest scheme of the lot: A big Mar- shall Plan for the non-European world. Since this would involve less direct economic aid for Europe itself (but much more every- where else), the Western European financial wizards whove dreamed it up think it ought to appeal to Americans. In addition to this, the Europeans are go- ing to ask for some sort of world commodity price support device, a systemyet to be de- tailedwhereby the U. S. would absorb sur- plus European labor, do more defense buying in Europe, lower its tariffs and ease its cus- toms regulations, among other things. Its not yet clear exactly when or how these proposals will be made. Some officials talk of a U. S. European economic get-to- gether in March, but that isnt definite yet. Nor is it definite whether there would be a formal conference or informal talks on a man-to-man basis. THE BIG MARSHALL PLAN The glorified Marshall Plan is perhaps the most intriguing scheme. Word of it was gleaned here in a series of private conversa- tions with financial representatives from most of the Western European countries; _ theyve been in Mexico City for the recent World Bank and International Monetary Fund conferences. The Europeans are getting this plan pok ished up now to present to Ike or Adlai. & plans go according to present thinkingand nothing has been decided officially as yet the Europeans will approach the U. S. on if with two very tempting offers: They'll propose that the U. S. should a to gradually cut down its economic ai Western Europe to nothing within the next two to threeor maybe fouryears. Theyll promise to clamp down hard on in- flation in Western Europe with tough monetary policiesheavy credit restrictions, x slowdown on unessential building, a heavy slap at luxury and non-essential industries. A TEMPTING OFFER This tough money policy is something American financial officials have been try- ing to get Europeans to agree to for four yearswithout results. U. Ss. officials hold that if the Europeans would take these tough steps, Europe could get on its feet and not need much more American economic aid; without these tough steps then no amounts of-U. S. aid will solve the problem. That U. S. reasoning will make this a very tempting offer to American officials. Then the Europeans will spring their big surprise. But the Europeans will admit frankly and openly that they have also another aim. _ They figure that if the U. S. pours large sums of money into Asia, the Middle East and Lat- in America, these peoples will step up. their buying in Europe as well as in the U. 8. So the Eur opeans figure they can earn their way _by selling exports to these under-developed | countries (which through U. S. aid would have.the dollars to spend that Europe needs). The men working on this world Marshall Plan proposal emphasize that U. S. aid should tie no strings on where the Latin Americans, Asiatics and Middle Easterners are to spend these gift and loan dollars. The Europeans want these countries free to spend In America, or in Europe, or in Asia, as thev please (according to where they can buy for the lowest prices). WILL CONGRESS BITE? The European financial men think this _ competitive angle will appeal to American of- ficials and congressmen even though the competition would be all for U. S.-supplied dollars. Says one of these European economists: Ii we Europeans hope to win any of these dollars we'll be forced to slash costs, im- prove our industries, cut inflation, and gen- erally do what you Americans have been urging us to do for four years. Adds another: Youll be in a position ta make us start earning our own way. These European financial experts havent gotten far enough along in their plans to make any estimate as to how much such a program would cost. They say only a part could be done through World Bank loans. Most of itas with the Marshall Plan for Europewould have to be gifts and low-~ interest direct U. S. Government loans.
