Georgia Farmers Syl Vom Linder Commissioner WEDNESDAY, APRIL 2, 1952 NUMBER 29 _ Editoral By TOM LINDER During the last ten years, the produc- Bion of livestock in Georgia has increased $430 percent. This is the greatest increase gf of livestock of any state in the Union. Vith the increase of livestock and poul- opulation, it is only natural that we increased problems of controlling stock diseases. NEW LAW H. B. 507 | Im recognition of the increased prob- -4\ems of controlling livestock diseases, the | Legislature, at its last session, enacted H. |B. No. 507. This legislation requires all op- ferators, dealers and brokers in livestock | to obtain a license from the Commissioner Joi Agriculture. ] The Legislature recognized the fact jthat, unless, the state makes progress in e Legislature also, in H. B. No. 507, ngthened existing laws and provided uarantines against the further spread estock. diseases and quarantines to ad of disease from these concentra- is administrative relief may be ob- aed simply by applying to the Com- sioner of Agriculture, setting up the or regulation which is believed to be r or unauthorized by law. Inder the laws of the State enacted 1874 to date, the Commissioner of ulture is charged with the duty and sibility of encouraging the im- ent and production of livestock with taking such measures as may be ed expedient for the control and cation of livestock diseases. conformity with these several acts of egislature, the Commissioner of Ag- ure has, from time to time, promul- certain rules and regulations. Since mactment of H. B. No. 507 at the last lon, it has become necessary to re- and enlarge somewhat the scope of eculations. to simplify and make easily ll these rules and regulations, sioner of Agriculture hag pre- NEW LIVESTOCK LAW ction barns so as to prevent the . pared the following brief outline of just what is required for the lawful operation of auction barns in the state. NOTICE TO AUCTION SALES BARN OPERATORS SIMPLE CONDENSATION OF RULES AND REGULATIONS AS APPLIED TO AUCTION SALES BARNS SWINE (1) All swine apparently healthy may be entered in sale. (2) Swine going to recognized slaugh- tering establishments must not be inocu- lated or reinoculated, (3) Swine accompanied by official cer- - tificate of inoculation need not be reinoc- ulated at barn for hog cholera. This is true whether going for immediate slaugh- ter or not. (4) Swine not going for immediate slaughter and not accompanied by official certificate of inoculation must be inocu- lated before leaving sale barn. (5) Inoculation for hog cholera may be made by veterinarian, county agent, vo- cational teacher or other person qualify- ing under Georgia Law. (6) No swine may be removed from auction barn premises except on official release signed by veterinarian who is au- thorized to release animals from quaran- tine. CATTLE (1) All cattle going to recognized slaughtering establishments for immedi- ate slaughter may be moved without test if apparently healthy. (2) All cattle not going for slaughter must be tested for brucellosis. (3) All reactors must be branded with the letter B as required by law and must go to recognized slaughtering estab- lishments for immediate slaughter. (4) All suspects may, at the option of the owner, be branded and go for immedi- ate slaughter or held in quarantine until suspicion is removed by further tests. No swine, cattle or other livestoek may be moved from quarantined premises ex- cept by authorization of the veterinarian in charge on official release signed by him in: triplicate, copy of which release must accompany all livestock to their destination. March 25, 1952 VETERINARIANS It is further required that each live- stock sales establishment shall obtain the services of a duly authorized veterinarian who is on the approved list of the Com- missioner of Agriculture; said veterinari- an to serve at the pleasure of the Com- missioner of Agriculture and to be pro- vided with a certificate of such appoint- ment which shall be in effect for one year unless sconer revoked by the Commis- sioner of Agriculture. This regulation does not in any way in- terfere or change the existing law which provides for the inoculation of hogs by county agents, vocational teachers or oth- er qualified persons trained to proficiency in the use of hog cholera serum and modt- fied virus. Neither does it change the law which permits a farmer to inoculate his own hogs. However, those provisions of law ap- ply only to the inoculation of hogs for hog cholera and do not apply to the treat- ment of any other swine diseases. Only a qualified veterinarian will be able to pass upon the health of swine and other livestock and it is therefore neces- sary to have a veterinarian to pass upon the fitness of each animal to be released from quarantine in the auction barns. It is also necessary to have a veterinari- an to make the required tests for brucel- lois or bangs disease of cattle going back to the farms. SANITATION The question of making sales barns and premises sanitary will of necessity re- quire progressive handling. This is made necessary by reason of the tact that many existing barns cannot be made satisiac+ torily sanitary on short notice. However, the vecessary improvements of existing barns will be required within a reasen- able time and all new barns will be re- quired to be built according to satisfac- tory specifications for the enforcement of sanitary practices. RIGID DISEASE CONTROL ESSENTIAL Not only is the dariger of disease in- creased by reason of increased livestock population in Georgia but the danger of the spread of infection from _ outside sources is tremendous, The Department of Agriculture m Washington has called a meeting in Wash- ington tomorrow (March 27) Because of an outbreak of anthrax which was im- ported into this country:in bone meal from Europe. The old countries of Eu- rope are a constant threat of inf>ction be- cause of imports into this country. Anthrax is a most virulent and deadly (Continued | on 1 Page Eight) PAGE TWO MARKET BULLETIN GEORGIA MARKET BULLETIN Address all items for publication and ail requests to be put on the mailing list and for change of address to STATE BU- REAU OF MARKETS, 222 STATE CAPITOL, Atlanta. Being of French descent with my immediate forebears coming out of Switzerland, I understand perfectly, and agree with your editorial, that the European blood, even to this date, did play a most important role in the New Hampshire primary election. In an interview with the press I stated that Kefauvers success was largely due to the fact that his wife, born in Quebec, spoke to the New Hampshire voters in French. My grandparents and their parents carried this French loyalty into Switzerland. My own father came of this blood and inherited a certain amount of this loyalty to the land of his fathers. I am fighting to prevent the calamity to our country which you say is coming: The events of the next few years will probably determine whether or not the United States will remain a government of the people, etc. ... or whether it, will become a pawn in the devastating game of interna- tional politics. Sincetely, Henry Zweifel P.S. Mr. Zweifel has suggested that I a gratulations for your analysis of the New mary results. I do this very thing.
