Every rule and regula- mid sion promulgated by me has first been bmitted to and approved by the At- forney Generals office in the State Cap- ol: E "The laws are made by the Legislature, ot by me. My acts have been approved bs the State Legal Department, they ave been sustained by the courts. If s is not according to law, then what dws, and I quote: : 42-522. Shipments from other States; ' authorization; condemnation. No milk, cream, ice cream mix or ice cream shall be shipped into Georgia from ' any other State ugless such milk cream, ice cream mix or ice cream is produced and handled under sanitary conditions no less adequate in the pro- tection of public welfare than milk, cream, ice cream mix or ice cream pro- ' duced and marketed in Georgia: and - not then until authorization for the shipping of such product or products has been issued by the Commissioner of Agriculture after careful investiga- tion. Any milk or milk products ship- ped into Georgia or produced or han- dled in Georgia in violation of this law _ shall be condemned by the Commis- sioner of Acriculture and rendered un- _ fit for marketing by the addition of | Pyoktanin solution or other harmless _ coloring matter. (Acts 1937, pp. 725, = = 726). _* 42-522.1. Milk and milk beverages - required to be Grade A. All fluid milk, cream, buttermilk, and railk beverages ' sold, offered for sale, or delivered for - the purpose of human consumption shall be GradeA, only, according to O SHALL PROTECT FHILDREN of GEORGIA specifications in the laws, and rules and regulations promulgated by the Commissioner of Agriculture. (Acts 1950, p 167). 42-522.2. Promulgation of rules, reg- ulations and standards by Commis- sioner of Agriculture. The Commis- sioner of Agriculture is hereby em- powered and shall hereby have the au- thority to promulgate rules and regu- lations prescribing the sanitary stand- ard requirements of all milk sold, or offered for sale, in this State provided that no rules and regulations shall be promulgated setting up standards low- er than those as set forth in the United States Public Health Ordinance Code. (Acts 1950, p. 167). 42.522.3. Milk shipped from .other States required to meet standards. It is hereby required that all milk and milk products shipped into this State from another State shall meet the sani- tary standards and requirements of the law, and the rules and regulations promulgated by. the Commissioner of Agriculture. (Acts 1950, pp. 167, 168). 42-522.4. Cancellation of permits and licenses of violators. The commis- sioner of Agriculture shall have the power and authority to revoke or can- cel the permit, or license, of any per- son, firm or corporation doing business in the State who violates any of the provisions of this law (42-522.1 to 42- 522.5). Acts 1950, pp. 167, 168): Any school child can understand from the abcve that the Legislature intended to give the consumers of Georgia the same protection on out-of-State milk that they have on milk produced within the State, 4 No permit has-.ever been refused for bringing milk into the State if such milk proved, on inspection, to be in compli- ance with the Georgia Law. No other State has any authority under its own laws or under the Federal Laws to pre- vent the shipment of milk into Georgia whether it complies with Georgia Law or not, Georgia has no authority, under Geor- gia Law or Federal Law, to prohibit the shipment of milk out of Georgia whether it complies with the laws of the State to which it is going or not. If Georgia does not protect its own citizens, then they have no protection. It is because without these laws the people of Georgia would have no protection that the hue and cry is raised in the Atlanta newspapers against these laws. The Atlanta newspapers want powder- ed milk sold without hinderance. What is powdered milk? Most of powdered milk is the by-product of cheese and but- ter factories and is produced without sanitary regulations. Much of it has been made from milk which contained manure, flies and every conceivable form of filth. This is the kind of slops the At- lanta newspapers want you to feed to your children. Why does the Atlanta newspapers want to sell slops to your children? Be- cause there is a financial tie of big bust- ness with the ownership of the Atlanta Constitution and the Atlanta Journal which makes powdered milk and other slops in many states and they want to feed it to your children. Why do they want to feed it to your children? Because at the present price of buttermilk made from powders, there is a profit of approximately 400 percent. No wonder they want to pull down Tom Linder and to prevent the enforcement of our milk laws. The Inspectors of the Georgia Depart- ment of Agriculture have instructions, under the law, to stop any milk being sold in violation of the law. Why? Be- cause that is the law. Would you have the law repealed and take away all pro- tection for your children on milk? Why do. we put blueing in this illegal milk? Because it is the law. That is the only way it can be.prevented from being bootlegged and imposed upon your children without your knowledge. Would you have this protection taxen away from your children? The Commissioner of Agriculture, un- der Georgia Law, is charged with the responsibility of encouraging the pro- duction of an adequate supply of Grade A milk, He is charged with the further responsibility of seeing that such milk - is delivered to the housewife in sanitary condition. Would you have it any dif- ferent from this? These are the reasons why the Com- missioner of Agriculture tries in every way he knows to encourage the dairy man and to prevent the sale of unwhole- some milk. So long as I am Commission- er of Agriculture, the laws will be en- forced. To do less would be dereliction: of duty.
