COTTON PRICES MAY TAKE he cost of the fibre in this coun- s been held at the ceiling of 45 cents a pound by low stocks g from last years short crop. he 1951 harvest is_expected to 65 percent gain from last years illion bales. Prices are likely to next fall, when the crop comes in quantity. | ee ico, the price of cotton has to 53 cents a pound, from its. bruary pinnacle of 93 cents. In me interval, Brazil has seen a rom 84 cents to 63. The high- gyptian fibre now brings 97 pound, against a February peak hen the government asked the s to plant for a 16 million-bale 1951, I called attention then to t that prices would go. back to the alue in the government loan if ts per pound. With a number of Commissioners of Agriculture in s, I went to Washington, gricultural Commission- ' with Secretary Brannan ~ ed Mr. Brannan to treat the ceil-_ d by Mr. DiSalle as parity and to e ent loan 90 percent of his would have given the ers 41 cents per pound for middling inch staple cotton out of this yars | Mr. Brannan stated that he felt iat he had authority un- aw to give directions in accords - our request and recommenda- but Secretary Brannan further that he was afraid to do this be- fi it in government loan. The coming course of U. S. prices is rE - quotations on future- ceceeded in producing anything s growing other crops. nothing was done and this years | - Tom Linder Commissioner WEDNESDAY, JULY 18, 1951 __ at crop under very trying and expensive conditions. -They will be faced, insofar as we can see at this time, -with selling their cotton at the loan price or else put it los Mr. Brannan stated at the time that he believed the farmers would be willing to plant the cotton through patriotism and, apparent- ly, he was right about that. GOLD PRICES BREAK SHARPLY ON KOREAN CEASE-FIRE NEWS From the Wall Street Journal, Paris . Bureau: The possibility of a cease-fire in Korea brought a sharp break in gold prices on the Paris market yesterday. "The 2.2 pound gold bar dropped 18,000 francs to 490,000, the lowest price since last November. The U. 5S. $20 gold piece fell 880 francs to 17,- - 760, the lowest point since last August. and the French louis slipped 110 francs to 4,010, the lowest price since last January. On the foreign currency black mar-: ket, the U. S. dollar lost seven francs to 365, the lowest price in the past year. The British pound dropped 10 francs to 930,,and the swiss franc was - fractionally lower at 85.50. On the Government-controlled of- ficial free market on the Bourse, the ~ dollar was fractionally lower at 349.95, | the | francs, but the Swiss. franc. and Belgian fran were up fractions at . ~ $0.575 and 7.03, respectively. You will note from the above that the - price of gold controts the value of money over the world. The United States: has had practically a monopoly on the gold 2 supply of the world and it was the ac- ~ cumulation of all this gold which we yuried in the Hills of Kentucky that tre- . mendously affected the inflationary spi- ral and devaluation of money in .other countries. At the same time it has done no good to stabilize the value of the American dollar, because we have been entirely off the Gold Standard and buried ~~ our gold in the ground after we had paid _ $35.00 an ounce for it. It was impossible to have run-a-way inflation so long as our money had a firm base, such as we had under the Gold Standard Act. The Gold Standard Act was somewhat too strenuous for our growing economy, be- cause it would not permit the issuance hig enough actual money to carry on our business. However, we jumped from one ~ extreme to another and entirely discard- ed gold as a stabilizer to the value of the dollar. It seems somewhat strange to write about the American $20 dollar gold ~ pieces in Kuropeon countries when Amer- ican citizens are not allowed to have any OBACC At NUMBER 45 gold on penalty of going to the peni- tentiary. There has been a lot of talk about prices of commodities in this country. It seems to me it is time for somebody to start talking about prices of money be- cause, after all, the price of money is just as important and is a part and parcel of the price of commodities and labor. ~ TOBACCO PRICES Last week I carried a_copy of a tele- gram_I sent to Honorable Walter F. George, with regard to the placing of ceiling on tobacco by the OPS. I sent a copy of that telegram to Senator Russell and Senator Maybank. I am today in re- ceipt of the following letter from Senator Russell, which is self-explanatory: Honorable Tom Linder Commissioner of Agriculture 2 ~ State Capitol . Atlanta, Georgia - Dear Tom: : "Permit me to acknowledge and thank you for your letter. . "As I am sure you know, the Senate - passed a Continuing Resolution on June 30, extending price controls for thirty- one days, which contains a provision. prohibiting the imposition of price ceil- ings on any agricultural commodity un- less the price should rise above parity. This would seem to take care of this year's crop. , r "It is true that the taxes imposed upon been repealed and I agree with you that it is about the most: highly taxed com- modity on the American market. I am glad to have your views: in this con- _ nection and shall bear them in mind when the new tax bill is brought before ._ the Senate for action. With cordial good wishes, I am f Sincerely, . Dick Russell TOBACCO GROWERS T have had several letters from com fused farmers who think a ceiling has been placed on tobacco. Up until now, there is no ceiling on tobacco. This is | what we are trying to prevent. There has been much talk among of- ficials of the Office of Price Stabilization about placing a ceiling at parity om each individual pile of tobacco according to- government grade, but, at present there is no ceiling, only a floor guarantee ot | 90% of parity which is 46.7 for flue cured ; tobacco, untied. This means our overall | average has a floor of 46.7 but can aver- | age much higher depending on the de- mand. I urge the tobacco growers not to get panicky and sell their crops at sacrifice | prices to speculators.
