Tom | Linder, gia Farmers" Commissioner ditorial By TOM LINDER need that there will pe no acreage 1 of cotton for the next crop. He nnounced that the Government | continue a price support program. not announced at what level utbreak of the war in Korea and ition of Congress and the ninistration to re-arm the United -and some Foreign countries has. on. As a result, millions of bales were considered surplus a few ths ago have already found a mar- All reserves are rapidly disappear- and the Government is convinced here will be need of all the cotton will be produced next year. This is nphasized by the fact that of more than oan from the 1949 crop, there re- less than 200,000 bales. This ortage of cotton is further emphasized he fact that the Government has re- ted export controls to prevent un- ecessary shipments of cotton away from LOOK-BEFORE. YOU LEAP cotton selling around 40c, there the temptation for farmers to go out for cotton production. Before a 1 er determines how much cotton he always, unwise fon one to oa ggs in one basket. It is all to plant as much cotton as can be ed consistent with a sound farm ctice and program on the particular n which you operate. However, it uld be always kept in mind that the of seed, fertilizer, labor and farm ments will advance as much or han the price of cotton. is being true, it is most essential for farmer to be sure that he has ample Bs ge in grain, hay crops, pastures, tables and truck crops in addition to ver cotton he plants so as to have ll balanced program and make his as near self-sustaining as it is retary of heirs: Brannan has rnment will support the price WEDNESDAY, OCTOBER 11, 1950 lted in an unprecedented demand for . million bales placed in the Govern- | even 20 cents. 1951 should prove to be a bad year for worms and other insect damages, ton growing head over heels might easily - Jose his shirt. _ stitutional. Commissioner of Agriculture from en- Assistant Attorney General, assisted Mr. the fib of surplus ad carry-over, This would mean that instead of getting 40 cents for your 1951 crop, it would be possible that you might get 30 cents or On the other hand, if boll the yield per acre could easily fall so low _and the cost of production per acre could be so high that there would be no profit in cotton and the man who went into cot- _ cotton with a lot of boll weevil, (3). While the Secretary of Agricul- ture has announced that there will be a Government support of cotton prices, he has not indicated at what price cotton will be supported other than the support price now in effect. The present law provides for a support price from 80 to 90% of parity. Parity is fixed each month by the Secretary of Agriculture. The present support price, on an average, on the different grades of cotton is con- siderably less than 30c per pound. If this present support price ig continued, you cannot safely figure on more than Superior Court Judge Tho Editorial By TOM LINDER On Thursday, October 5, 1950, there was a hearing before Judge Douglas Thomas at Jesup, Georgia, on petition of Creatwood Dairies attacking Senate Bill 185 known as the. Zellner Bill as uncon- Creatwood Dairies had filed a : petition seeking an injunction to prevent the forcing rules and regulations made pur- suant to the law on the ground that the Act was unconstitutional. The Commis- sioner of Agriculture filed a general demurrer to the petition. Honorable M. H. Blackshear, Jr., Assistant Attorney Gen-' eral, made a splendid argument to sus- tain the validity of the law and the rules and regulations of the Commissioner of Agriculture. Hon. Lamar W. Sizemore, Blackshear in-the preparation and con- duct of the case. Hon. John S. Candler, II and Hon. Asa Candler, Decatur, Geor- gia, represented Creatwood Dairies and argued that the law was unconstitutional and that the rules and regulations of the Commissioner of Agriculture were in- 30 for 1951 crop if there should eee a _ large yield on a large acreage. The parity which the Secretary of Ag- riculture fixes is based on a formula pro- . vided by Congress and does not in any way. represent true parity to farmers to grow cotton, The declared purpose of | Congress in fixing parity was to give the farmer as much purchasing power for his crop as he had during the base period 1909 to 1914. Congress, however, failed to provide a formula which would give the farmer anything like as much pur- chasing power as he had during the base period. As an illustration, the old rule during the base period was that a pound of cot- ton bought a yard of cotton cloth, A pound of cotton bought an hour of labor. A bushel of corn, a bushel of potatoes or a gallon of syrup bought a days labor. For the cotton farmer to have true parity today he would have to get about 48c per pound for Middling Cotton with 7/8 staple. 80% of 48 is 38.40 so that if the farmer received 80% of true parity (Continued on Page Eight) mas Upholds Milk Law sustained the general demurrer, uphold- - ing the constitutionality of the law and sustained the validity of the rules and regulations promulgated by the Commis- sioner of Agriculture. Judge Thomas very properly gave a supersedeas to the plaintiff so that the decision of Judge Thomas could be re viewed and passed upon by the Appelate Court. However, the Judge stipulated that Creatwood Dairies were required te abide by all of the laws and rules and regulations of the Commissioner of Agri- cultureand subject to the same inspec- tion while the suit is pending as all other distributors are. This was a complete and full vindica- tion of Georgia laws regulating the quali- ty, the production, distribution, labeling and selling of milk and milk products. It was a great victory for the children, housewives and general public, includ- ing, of course, the farmers who produce milk. This decision will go a long way to en- courage the dairymen of the State to produce adequate supplies for our people and will insure the consuming public of wholesome, sanitary milk. It will also go a long way towards insuring the gen- eral public of the State against being de- frauded by having inferior recombined i py - products | sold: fo. them as Grade A milk.
