Money being a commodity, a school child can understand that when England said our pound is worth $2.80 instead of $4.03 England was thinking in terms of internationalism. England: means that a pair of English shoes that has been priced at $4.03 delivered at Savannah or New York, will now be priced at $2.80. This means that the American shoe man- ufacturer must offer shoes at the price of English shoes or lose the American market. If the American Bite manufacturer meets the British price, it means that the wages paid his employees must be re- duced to the English wage. It means that the price of hides to the American farmer must be reduced to the price of the cheapest hides that England ean buy. If the American shoe manufacturer fails to meet the English price, then it means that the employees of the Ameri- can shoe manufacturer must go out on the street to look for another job. It means that the American farmer must sell his hides to the Government at the taxpayers expense or else he must go out of the business of producing hides. The same situation as described _ re- garding Engtish shoes applies with equal force to each and every commodity which England will offer for sale in the United States. MORE INTERNATIONALISM Possibly most Americans failed to get the significance of the timing of the pas- sage of the so-called Reciprocal Act last week. The so-called Reciprocal Trade Act was passed just in time to come un- der the line before this great upheavel in world money values... Readers of the Georgia Market Bul- letin will remember that in a series of articles on Internationalism Vs. Ameri- eanism, I told you of a treaty which our - Government made with the Government of Japan in 1911. I set out the fact. that, under that treaty, Japan was set out as -~amost favored nation. I pointed out that, under the terms of the treaty, if the United States should ever make a more nation, apan was to automatically have extend- favorable terms. > of _parties. ~ able terms. that treaty with Japan in 1911, we shipped millions of tons of war materials to Japan after our Government -knew that Japan was intending to use those war materials in a war of aggression. I gave as authority | for that statement the so-called * White Paper issued by Secretary of State, Cordell Hull, which is a public record in Washington. I now eall your attention to the fact that, under the terms of many or all outstanding Reciprocal Trade _ Agreements, we have committed our- selves tu the proposition that if we make | any treatv more favorable than the terms set down in those Reciprocal Trade Agreements, the country with whom we have the agreement automatically gets the best terms that we give to any other a8 country. 2s That means that when our Govern: = ment, a few days ago, agreed in sub- stance to permit Great Britain and Can- ada to flood this country with foreign soods that agreement automatically be- came a part of each and every outstand- ing Reciprocal Agreement. STILL MORE INTERNATIONALISM Under. the terms of the Federal Con- stitution, it is the duty of Congress. it- selfto regulate trade with Foreign coun- tries. Congress has no right to delegate that power to the Executive Branch of Government. So long as Congress itself fixed the rate of tariffs, such tariffs were simply statutory authority and could not in any way change our Consti- tution. Under the terms of our National Con- stitution, however, any treaty made by this country with a Foreign Nation be- &= comes a part.of the paramount law.
