As stated above, no provisions have been made for livestock and poultry work, for seed inspection work or for carrying out the weights and measures law. - It naturally follows, therefore, that our work in the field of livestock and poultry has been limited to the amount of money which we could take from ferti- lizer inspection and feed inspection fees. The work that we could do in seed in- spection and in weights and measures work is also limited to the amount of money that could be taken from ferti- lizer inspection and feed inspection fees. Not only this, but our indemnity pay- ments to match Federal funds in Bangs Disease control have had to come from fertilizer inspection fees and feed in- spection fees. It is, therefore, apparent to anyone that the Georgia State Department of Agriculture has of necessity been self- sustaining and has not cost the taxpay- ers of the State anything except for money used in the construction of new farm markets. Georgia is the only state insdfar as I know that has not appropriated any money for the control of diseases and in- sects in livestock and poultry other than inspection fees. . In spite of this tremendous handicap we-have made a wonderful record in the control of disease and insects as well as progress in our cooperative program with the Federal Government to eradi- eate T. None of them. are elected by the people and therefore none of them are subject to the will of the people of their several states. The result of this in years gone by shows that. Georgia now stands near the top of the list in livestock and poultry work notwithstanding the fact that we have had no direct appropriations for the work while states with appointive boards have appropriated tremendous sums of money. ; It is for these reasons strongly recom- mended that the Legislature make sub- stantial additional appropriations to the State Department of Agriculture for carrying out the provisions of the law for insect and disease control and for the _ | building up of livestock, dairy and poul- try interests in our State. It is highly essential that we have more adequate funds to be used for quarantining and patrolling along state lines to protect Georgia farmers against mportation of disease, ticks and other insects as well as the proper inspection -of animals at auction sales throughout the State. This work can not be ade- quately carried on without additional funds. Our greatest threat today is ticks from Florida, which operates under a State Livestock Sanitary Board. Our greatest loss from infection of T. - B. is because of animals imported from Northern states all operating under San- itary Boards. By and large all appointive Boards will be controlled by the larger interests in a given field while an elected official, because he is elected will give more con- sideration to the interest and influence of the people back home. It is also recommended that the Leg- islature amend the law so as to provide a per diem for Veterinarians of $10.00 per day instead of the present $5.00 per day. This should be done for the reason that in many eases the Commissioner of Agriculture can provide quick veteri- nary service in the case of disease out- break in the county where it occurs at a reasonable cost to the State whereas if it is necessary to employ Veterinarians by the month and send them aeross the State the expense is multiplied many times.
