rs su - Mery Tom Linder. Commissioner WEDNESDAY, DECEMBER 21, 1949 Seen eee eee ee eee eee eee eee ee a IIe _. As we approach another Christmas Season, we-find ourselves remembering all the fine friend- ships and courtesies that have made the past twelve months memorable and enjoyable to us. Friendships ar invaluablethey are essen- tial to a happy existence and we recall with pride the associations we have with our friends. To each of you, we express our gratitude and extend best wishes for a season of great joy! 'Tom Linder BS eae S oR RRR ay i Ea Par the summer of 1945, just after the war in Japan, I was in Washing- md appeared before a special sub- nittee headed by Hon. Steve Pace, ch was making a study of the cotton tuation. consideration before the Committee the so-called Wickard Plan. The Wickard Plan was authored by a group ho had never lived in the cotton belt i had no knowledge of conditions This fact was brought out by Guestions from me and directed to the thors themselves. sduced to a nut-shell, the Wickard an provided for moving the produc- 1 of cotton West of the Mississippi iver to so-called low cost production It provided in short for moving ght million farm workers from the of the South to be absorbed in in- cation of acreage to cotton growers imply the continuing of the policy of rying the Wickard Plan into effect. stifies this opinion. reliably informed that the State s alone has been allotted 7,600,000 j _ The total allotment is herefore, Texas alone has been allotted more than one-third of the entire amount. News items %rom Washington show that Californias acre- age allotment has actually been in- ereased= In my opinion, the allotment to farmel's in Georgia and some other - Southeastern states of as low as one to five acres to the plow is simply intended to fore populations off of Southeastern farms. I. have noted with much interest the editorial comment from newspapers con- cerning: the proposed minimum price and domestic allotment plan for cotton. i feel that the crisis now facing eor- gia farmers and the farmers of the cot- ton belt is so desperate, it is with pleas- ure that I welcome interest at this time from the editors. To show how critical is the situation faced by many a Georgia farmer for the 1950 growing season, let me cite the fol- lowing facts: While it has been officially announced that the overall crop cut for Georgia is only 4%, IT know that a nuniber of coun- ties have been cut 25% and more. Bartow Countys cut is 27%. Tn that county, so I have been reliably informed, many farmers have had their cotton al- lotment for 1950 eut as muchas 50%. And to add to the ridiculousness of this situation, let me tell you that in Bartow Jounty any number of farmers who did not plant a stalk of cotton this year or for years past, were actually allotted cot- ton acreage for the 1950 season without asking for it. Many of these non-cotton farmers say they went to the Committee and advised them that they had not planted any cotton in the past and did not intend to plant any in the future. And yet, these farmers have been given cotton allotments for 1950. This in the face of cuts so drastic on many a farm, the owner does not know whether to at- tempt to grow any cotton next year. I was informed by Honorable J. E. McDonald, Commissioner of Agriculture of Texas, that three counties in his state were cut more than two hundred thou- sand acres for 1950, and just across the tio Grande from their farms, the Mexi- ean farmers, who are not under restric- tions, today plan to double, treble and quadruple acreage. The seriousness of the prospective plight of Georgia farmers not only vital- lv effects them, but think what it must mean to every business man, like the merchant, banker, fertilizer dealer and those who sell agricultural implements. This is a fight big enough and worthy enough of the best efforts of the Press. 1 seek their interest and support in a eampaign to,do something, and do it now, for every interest in the State of Georgia and the South.
