Having received an allotment of less than 3 acres per plow for the ne- gro renters on my own place, on which the normal acreage is and has been 10 acres per plow, and having this year taken a loss of about $3500.- 00 on 914 plows, you can very readily see just where this leads.. It means that renters wont get enough acreage on which to produce the essential re- quirements for living, much less . for anything more than that. And this condition will not be an isolated one, either. It will be prevalent. _ Have the farmers been bluffed and cowed and intimidated to such an ex- tent that they fear to attempt to tarn and to make their living without the government? . With the increase in population, the betterment in the eco- nomic status, the higher wage scale being paidwhy should not cotton, peanuts, and all farm products com- mand fair prices without all this gov- ernment fol-de-rol and Gestapo meth- ods? Echo answers WHY?. The Committee has agreed among other things to ask that a portion of the cotton crop be alloted to each family principally engaged in growing cotton for a money crop, and that the other por- tion be alloted to the farms on a basis of their historie production. This has be- come necessary due to the fact that many people live on the cotton farms in the old cotton belt, whereas, in recent years tremendous areas have been planted in cotton by a very few men, working with tractors and employing only day labor transported from a distance for picking the crop. The Committee has agreed as follows: Sufficient information is now avail- able that as the acreage allotment in the United States has been decreased the acreage for the growing of cotton in for- eicn countries has been increased. A concrete illustration is in the Rio-Grande - Valley, where the acreage allotment in Texas has been reduced to approximate- ly 400,000 acres, directly across the Rie Grande Valley, the acreage in Mexico has been increased from approximately 550,000 to more than 700,000. It is our opinion that the same is true in other foreign cotton production fields, espe- cially Brazil. It is our opinion that farm products are entitled to prices comparable with those of labor. We feel, and believe, that the American farmer is entitled to such price on that portion of his products which are domestically consumed so that he will receive equality with other seg- ments of our population. . We feel, and know, that the present plan of acreage allotment is going to drive from the farms hundreds of thou- sands of farmers who must either find livelihood elsewhere or go on relief We further feel, that the American farmer desires to rid himself of all forms of regimentation and to be restored to the fundamental doctrines of individualism free from bureaucratic controls ema- nating in many instances from those who may be well-meaning, but who are ill- informed. It is our information that the twa - price system can be so formed by legisla- tion that it will result in a fundamental doctrine, giving the American market to the American farmer with freedom on the part of our farmers to seek such share of the foreign markets as they deem profitable. We, therefore, urge that the Con- gress put into effect these principles so that there will be equality of opportuni- ty among all classes, and the taxpayer relieved from the burden of support prices beyond true values. We are, there- fore, prepared to provide the mechanics for such legislation and are anxious and willing so to do. We are prepared to submit a. bill with the mechanies of putting this two priced svstem as applicable to cotton immedi- ately.
