Under the law as enacted by ongress, the Government's parity ajure was supposed to be 100 per nt parity and the Government loan as supposed to be 90 per cent of rity. it - Instead of fixing the parity figure # 100 per cent, the actual figure ed as parity has been only 60 per font. The loan of 90 percent was 90 cent of 60 per cent or 54 per cent The truth of my contention has been amply demonstrated in the last few years by cotton, wheat, corn and other basic crops selling at a much higher price than the figure fixed by the Secretary of Agriculture as rep- resenting 100 per cent parity. Secretary Brannan has now sub- mitted a proposed farm program to provide a Government subsidy to farmers in lieu of parity prices. On Page 15, Paragraph 3 of the statement made by Secretary Bran- nan to a joint hearing of the House Comittee on Agriculture and the Sen- ate Comittee on Agriculture and For- estry April 7, 1949, we find this most significant statement. Before the war we were doing 2 well if we exported 5 to 8 billion-dol- lars of American merchandise of all kinds. We are now giving away to foreign countries more than we ex- ported under normal conditions. lf we were able to sell our sur- pluses before the war, it certainly looks like we would be able to give them away now. The amount of turpentine and rosin now being produced from live trees would not more than supply our domestic market were it not for the enormous amounts produced by wood plants. Most of these wood plants be- long to great international interests such as the Du Ponts, and it is wrong to permit them to come.in and take away the business of the good citi- zens who live in Georgia and who have made it the great state it is _It seems to me that it would be a good thing when the Legislature meets again to consider getting a substantial amount of taxes to sup- port the schools and eleemosynary institutions from these great wood turpentine plants. | ECRETARY BRANNAN OWNS UP THE CORN real use of the parity income defini- tion in the past has been the gap be- tween farm and non-farm income. This is so wide that program based on real dollar equahty looks unrealistic as an immediate objective. Under the old def- inition, for example, farmers last year received 160 per cent of the theoretical parity income. But actually, the aver- age net income of farm people from all sources was only $909 per capita, including the value of home produced food and income from non-farm sourc- es, compared with the non-farm aver- age of $1,569. This puts the average farmers income at less than 60 percent of his urban brothers income. Such a definition of parity seems to me in- defensible. Here Secretary Brannan says the average farmer's income is less than 60 per cent of his urban brother's income. THE LAW FOR NEXT YEAR Under an Act passed by the 80th Congress and signed by the Presi- dent, beginning January 1, 1950, the Secretary of Agriculture would have the authority to reduce Gov- ernment loans to 60 per cent of Gov- ernment parity. Government parity is already only 60 per cenf of real parity. 60 per cent loan on 60 percent of parity would make the farmers loan value only 36 percent of parity. 36 per cent of real parity would ordinarily be about the world price on agricultural products. It takes no Solomon to. under- stand that what the Government is trying to do is to put the American farmer on an equality with the farm: ers of the world. The purpose of so-called Recip- rocal Trade Agreements is to do this very thina. The purpose of the Act passed by the 80th Congress is to put the American farmer on a world level. The talk of paying a Government subsidy to farmers is simply a sugar coating for a bitter pill which they hope will persuade the farmer to plant another crop. lam in receipt of telegram from Honorable A.
