COMMISSIONER. WEDNESDAY, APRIL 13, 1949 | NUMBER 32 P 20 a. A EE sreross proposals for. a new wm. ee | er eane erops from Gin i es ie ee a their own and are ees ted in seeing that the farm- ranch of the CIO is, of course, in getting as high wages as nd it was for that reason they anized by the CIO as a branch on. vear's ago there-was a book writ- ed, Grapes of Wrath and | . as a recital of events grow- ut of the great dust storms of the sin the prairie states of the West. ople who were described in the of Wrath are largely the peo- constitute membership of the Union and, in traveling through t during the last few years, I n large gatherings of these peo- mg the highways, especially in gated one sections of Cali- een ae i ee ee i eee Be Ae : my a oe ee He oo. Se 6B w. aa oO eu oe << pe fe oO od x 2 section neotiad Peikcraticld nia, along the highways, I have s of land covered with automo- d trailers of all descriptions these transient farm laborers en- | for a time. And when crops vested in that immediate section ove on to whefe crops are just a er: f { ie ; rm plan submitted by Mr. Bran- oposes for ee. to receive an Treasury and, at the same time, oses that the farmers crops shall very low prices in the market | ious purpose of the proposal is the farmer believe he is going maximum prices for his crops 2 same time, make the laboring | ve they are going to ge is obviousl mans proposal of increasing wages and cutting commodity prices at the same time. It is in line with the proposal that farmers shall reduce their cost of pro- duction by purchasing high priced farm machinery to mechanize their farms. No thinking person who is intellect- ually honest could possibly believe that you can reduce cost of farm production by using expensive machinery and buy ing fuel to operate it with. .No_ intel- lectually honest person could believe that you can raise production costs and reduce prices on the finished products. And, certainly, no intellectually honest person can believe that you can main- tain prices to farmers and reduce prices on the farmers products. ; FARM PARITY TO GO Mr. Brannan proposes to abolish pari- ty prices and substitute parity income. Every one knows that prices determine income. The abandonment of parity prices necessitates abandoning is just what Secretary Brannan poses to do. The proposal is to take the farmers cash income for the ten-year period of 1939 to 1948 as'a basis for the farmers income in the future. He proposes to reduce present overall farm income ap- proximately 25%. This would be bad enough at best, but they do not propose pro- an even 25% cut to all farmers. They propose to cut some farmers Jess than 25% and other farmers more < than 25%, They propose that each farmer shall sell his crops at whatever it will bring in the market-place and then the Goy- ernment would send the farmer a check to bring his income up toa fixed amount. AN ARMY OF GOVERNMENT EMPLOYEES Such a plan would necessitate the em-- ployment of an army of Government workers to supervise and keep records of what the farmers do. It would wipe out in one fell stroke all efforts now be- ing made to market the farmers crops at a fair price in the market-place. OPA AGAIN Such proposals is directly in line with the thinking of the Bowles weevil of -_ OPA and would, in fact, necessitate a new OPA with another army of em- loyees, and with all the trials and trib- which the OPA brought on the parity | income unless it is given in the form of. a dole from the publie treasury, and this: would still not get the benefit of these ; low prices without an OPA to fix con-_ arrangement without OPA would vastly increase the re- sumer prices. Such an spread between what the farmer ceives and what the producer pays. Sueh a plan would necessitate, before you get s through with it, a total controlled econ- | omy. With unique position of spending billions of dollars of the taxpayers money to fight Communism abroad and, at the same time, we would be spending such a plan we would be in the more bil- ~ lions to maintain Communism at home. The National Administration should : make up its mind whether it is for Com- munism or whether it is against Com- unism and quit trying to be on sides. . - All taxes are paid by producers. living costs are paid by Whether you produce farm whether vou produce hair shaves, whether you produce produets, euts profits in both. & ANE producers. and business, or whether vou produce .pro- fessional services, vou ean rest assured taxes are coming out of Even the members produee that all these what vou produce. of the Farmers Union who labor on the farms will have to pay- = of their labor for stich a plan. When the farm income is reduced one- fourth it follows~as a matter of course under natural laws that the national in- come will. also be reduced one-fourth. And then, all these Federal taxes must be paid out of these reduced incomes. At the present time the average fam- ilv is paving taxes of all kinds amount: ing to more money than the average family is now paying for-food. A re- duction of the taxes on the people would give the same relief to consumers as is proposed by this-farm plan. The Federal Government is already collecting three times as much in taxes as the state and local governments com- bined. This is too much and unless Fed+ eral taxes are reduced, State govern- ments cannot hope to adequately finance State affairs If the farmer is subsidized to produce cheap food, then the factories should be aaidied to produce cheap goods, the railroads should -be subsidized to pro- duce cheap transportation, power plants should be subsidized to produce cheap power, then abolish taxes and have free automobiles and everybody would be happy. .
