State Of Georgia Atlanta, Ga. Dear Tom: We held a meeting the other day with the Ind. Packers, Western meat Packers, Renderers, in regard to the fats and oils situation. With an annual production of about 10 billion pounds, the present price on fats and oils which is about 15 cents per pound under what it ought to be is caus- ing the farmers to lose $125,000,000 per month. In addition it is bringing about a very bearish attitude toward livestock prices and in turn grains. Low prices will also force the gov- ernment to subsidize peanuts, soybeans and flaxseed. . The low price situation which has been deliberately created either through ignorance or intent, has resulted from a net import of approximately 470,000,000 Ibs. of fats and oils. In other words it did not come about from surplus produc- tion in the United States. This took place at a time when Europe was literally starving from a shortage of fats and oils. We. are contemplating legislation which would put on an excise tax of approximately 15 cents per lb. The 15 cents per pound could be used as a draw- back if a pound of fats was exported. This would force them to export as many pounds as they import. If this policy had been followed we would not have had the drop in commodity prices which has wiped out a potential income of $3 billion for agriculture and $20 billion for the United States. Wilken Economic Analyst NUMBER 31 STORM CLOUDS GATHER be at least five billion drop in national income. These facts are well known to our offi- cials in Washington and yet, in spite of this, they continue to play with so-called reciprocal trade agreements each one of which means a decrease,in income for the people of this country. The amount of tax money being col- lected by the Federal Government ($43- billion dollars) is a tremendous burden on the people even with the unprece- dented national income of the last few F years: With a major drop in national income such amounts of taxes would be out of the question for the people to pay. And, yet, there are many fixed charges such as funding the national debt, money for defense, veterans benefits, social security, ete., which cannot be materially reduced. The same thing is truein a lesser way of State Govern- ments, Municipalities and Counties. The billions of dollars which are pro- posed to be spent in the near future for European recovery, so-called, and for European re-armament will add to the tax burden of the people of this country a load which is calculated to bring com- munism within our own borders. Whatever the threat of communism abroad may be, our greatest danger lies from communism within our own coun- try and the danger of commihism among our own people will be-multiplied many times if our own economic structure is allowed to disintegrate. It was the importation of $43-billion dollars worth of foreign goods after World War One that precipitated the economic storm of 1929-1930 yet, in spite of that painful lesson, it seems we have not learned anything. Tnsofar as Georgia agriculture is con- cerned, the records in this Department show that each depression has been ush- ered in by a record sale of fertilizer tags at atime when farm prices were on the decline. Just as a straw in the wind it is well to call attention to the fact that the sales of fertilizer tags to date, this sea- son, are larger than they have ever been before in history. In view of all these things, it is a good time for farmers to plan their operations on the conservative side. Older farmers can easily remember what has happen- ed when farm prices went down in the past after a period of higher prices. It is a good time to hold debts down toa minimum and, insofar ag possible, stay in position to make necessary adjust- ments.
