The facts are that export controls, exercised by the United States Secre- tary of Acricultur e and the Secretary of Commerce, under direction of President Truman, have caused the American farmers markets to stagnate. Readers of the Market Bulletin will remember the connection that Mr. Wil- liam Clayton has had in the government in Washington. They will remember the vast eesnent of Anderson-Clay- ton Company - in-cotton gins, oil mills and cotton: in South America. Es short time ago when the Southern Cotton farmers oil was selling at 14 cents per pound, the Canadians were in the market for cottonseed oil. Because of export controls, the oil mills of the South were not permitted to ship this oil to Canada. As a result, Canada pought cottonseed oil, I'am told, from Anderson-Clayton Company in Brazil at 20 cents per pound. Brazilian cotton- | seed oil sold to our next door neighbor at six cents a pound more than our own domestic oil would bring could not be shipped to Canada. All of this, in. spite of the fact that a large factor of . the Governments toruble with surplus potatoes, was the fact that our government imported Canadas | potato crop into the United States. . I have emphasized what has and is happening to the Southern cotton farm- er because we are in the cotton belt. The same principles, however, applies to all basie agriculture. Only a casual ref- erence to quotations on corn, wheat and oats will reveal that the same thing has happened to those erops during the last two years that has happened to the cot- ton farmers of the South. It is this decline in the prices of farm and other raw. products that has set this country jittery, with unemployment be- ginning to appear on the horizon with eine falling off for consumer goods, with tonnage of railroads showing a radical decrease and with renewed cries because it - visualize a National Income less the essential appropriations of Federal, taxation and increased spending. It is=2 in the face of these conitions that more money is demanded for states, counties: and municipal budgets. At the time, they. seemed severe. At no time since this nation was firmly ~ established has the Government been faced with bankruptey. This condition | is now changed. The Federal Govern- ment is faced with a debt between 250- billion and 300-billion. States, counties and municipalities are faced with more billions of debts. Shrinkage of prices on raw products are inevitably followed by shrinkage of National Income and the incomes of all the nedple.- It would not. require any stretch of the imagination, = should prices continue to decline, to ss than State and loeal budgets. Farmers and business men had best watch theirstep until we see what direc- tion the present administration is pone, to take. Franklin Delano Roosevelt said that he would either be the best President or the last one. The facts are that at no time was the Roosevelt Administration faced with such ereat problems as now eonfront the Truman Administration. This is true for the simple reason that the Federal Government, in 1933, was relatively out of debt while today the National Government owes enough money to destroy it unless greater wis- dom is shown than has yet appeared on the seene.
