As we . progress in the produc- ion of more animals and poultry he problems of disease and in- ot controls as well as orderly enable us to improve and ex- nd the work of disease and ect control. The only thing atis lacking is adequate funds. For the past several years the Department of Agriculture has been limited for funds to carry on the work of the Department to actual fees collected. Nearly all of these fees come from three sources, viz; fertilizer inspec- tion fees, feed inspection fees eed farm markets. All fees collected from farm operation costs of the markets | themselves and, therefore, no- : thing could be done from market : fees to carry on the other work of the Department. Most of our MGperations therefore are paid for out of fertilizer inspection Pec and feed inspection fees. : The law creating the Market i} Bulletin provided for the cost 'spection fees. No fees are provided to carry on seed inspection work and no fees are provided for carrying on the weights and measures work. As stated above, no provisions have been made for livestock and poultry work, for seed in- spection work or for carrying out the weights and measures law. re It naturally follows, therefore, that our work in the field of live- stock and poultry has been limit- ed to the amount of money which we could take from fertilizer in- spection and feed inspection fees. The work that we could do in seed inspection and in weights and measures work is also lim- ited to the amount of money that could be taken from fertilizer inspection and feed inspection fees. Not only this, but our indemni- ty payments to match Federal funds in Bangs Disease control have had to come from fertilizer inspection fees and feed inspec- tion fees. Itis, therefore, apparent to anyone that the Georgia State Department of Agriculture has of necessity been self-sustain- ing and has not cost the taxpay- ers of the State anything except for money used in the construc- tion of new farm markets. Georgia is the only state inso- far as I know that has not appro- priated any money for the con- trol of disease and insects in live- stock and poultry other than in- spection fees. In spite of this tremendous handicap we have made a won-. derful record in the control of disease and insects as well as progress in our cooperative pro- gram with the Federal Govern- _ ment to eradicate T. B. and Bangs Disease. More than thirty states have elaborate set - ups of so - called Sanitary Livestock Boards. All of these Boards are appointed officers. None of them are elect- ed by the people and therefore none of them are subject to the will of the people of their sever- al states. The result of this in years gone by shows that Georgia now stands near the top of the list in livestock and poultry work notwithstanding the fact that we have had no direct appropri- ations for the work while states with appointive boards have ap- propriated tremendous sums of money. It is for these reasons strongly recommended that the Legisla- ture make substantial additional appropriations to the State De- partment of Agriculture for car- rying out the provisions of the law for insect and disease con- trol and for the building up of livestock, dairy and poultry in- terests in our State.
