On August 9th, October contracts in New York reached 36.07, and on October 8th, reached 39.08 on the Exchange. The bear raid of the- administration and its cohorts against the cotton farmer was broken, and quo-- tations on the New York Cotton lx- chane advaneed to almost 40 cents per pound. x ae COTTON MONOPOLY - There exists today a cotton monopoly that is as absolute as the Standard Oil Company ever enjoyed in the control of prices of oil. oo. sie A few big as The Basis.? The Basis is the difference between New York Futures Quotations and the price of actual - - eotton. Sometimes they fix The Basis 50, 100, or 200 points below quotations on New York Futures. Sometimes they fix. | The Basis. at 50, 100, or 200 points above quotations on New York Futures. They are so powerful that local eotton mills cannot buck them in the market. They are so powerful that they can run prices up or down in different sections of.the cotton belt regaidless of the price in other sections, just as Standard Oil Company did in the old days. : They have their key men in key po- sitions inside the Government so thav they can control the Governments ac- tion in regard to cotton and dominate the action of The Board in making rules and regulations on Cotton Futures Markets. oe The Board consists of the Secre- tary of Agriculture, the Seeretary of Commerce, and the Attorney General of the United States. When Cotton Futures in New York went up to almost 40c, these big spot houses sold cotton to the mills at 200 points above New York Futures quota- tions. They sold cotton. to the mills as high as 42 cents per pound, The cotton mills borrowed money from the banks to pay for this cotton. When the big cotton spot dealers dis- gorged to the cotton mills, they of course wanted cotton to go down again in the hope that they could buy some more cheap cotton from the farmer and from dealers in spot cotton con- trol the price. They control it so ab- - golutely that they can fix what is known - from the big spot houses. break. He simply got caught _ tremendous selling movement like many _ other bull speculators. He was simply dealers who had bought actual cotton from the farmers. ep At that time there were a great many bull speculators in the market who had bought future contracts in New York, New Orleans, and Chicago. 2 2 One of these bull speculators was a _ man by the name of Jordan in New Orleans. When the big companies de- > cided to put the price of cotton down | they started selling cotton short on the eotton exchanges. Cotton Futures were _ dumped on the market in such tremen- _ dous quantities that the price of course began to go down. In one day 720,000 bales of Futures were dumped on the New York Exchange alone. _ As the market began to go down, banks started calling cotton mills te margin the 42c cotton they had bought ~ The way the mills protected the banks was by selling short contracts on the-Exchange against the actual ection _ they had purchased.. This put the big spot houses and the mills all to selling cotton short and drove the market still further down. _ - Se As quotations went down on the Ex- change, the bull speculators were forced to sell their holdings or else sell short other months on the Exchange to hedge _ 8 their holdings on the long or bull side. This put the big spot houses, the cot- ton mills, and the bull speculators all to selling cotton. dropped out with this tremendous pres- sure on the market. a Jordans dealings in cotton did not cause the break. His purchase of Cot- ton Futures helped put the price up. He had nothing to do with causing the an outstanding example due to the fact that he had bought more futures con- tracts than other speculators had. As this bear raid on the cotton mar- a ket progressed,. the different Fe deral agencies came in and helped force it Gown by putting out propaganda from ~ Washington. ae ee They said that the mills were over- loaded with cotton goods, which is not trae. 3. Smith in the Comedy Credit Corporation of the Department of Agriculture began to build up a bug- aboo of a world carry-over anda big me next year. : he Special Congressional Committee to investigate cotton ealled their meet- ing in Memphis, Tennessee, on October 16, 1946when New York quotations on. October were 38.05. The statements _made at the Memphis meeting were to - the effect that we were faced with over- production and a large surplus, unless Federal legislation was passed to limit production and every imaginable bearish twist was given to these statements. _ The result was that futures contracts f on New York Exchange broke the next . oo October 17, 1946, 171 points or $8.55 per bale. ; _ Prices continued to drop rapidly until the low of 29.68 for October was. reached on the New York Exchange. pe SS sent a man to New York to make a ~The Department of Agriculture even : DU p CO = f a saying in effect that the cotton prices were going to pieces.. National radio commentators were put to work saying in effect that the farmers were hogs and that they were going to suffer a collapse in prices. In spite of all that the Government and the Cotton Trust can do, this bear raid has now spent its: force. - No matter how many million bales of Future Contracts they sell on the Fu- tures Exchanges, they still have not got actual cotton with bagging and ties on it. No matter hw many Futures Con-. tracts they sell and buy, they eannot | spin Futures Contracts. The-mills can only spin cotton with bagging and ties on it. ACTUAL COTTON HAS FINAL SAY The farmer who has cotton and the cotton buyer who has bought actual cot- ton have the whip hand in the situation. They can get 40c for their cotton just as easily as they can take less. Tf. those - who have actual cotton will simply sit down on it for a few weeks, there will be the wildest scramble to buy there has ever been in history. Ss > Again I remind you, this year is the shortest in many, many There is practically no se e! spinable cotton. is 10 million bales per year. | Ty is a matter of official recor Washington that only three coun in the world today will permit al ton to be shipped out. REMEMBER WHAT BAS ALR HAPPENEDIT IS IMPOR! Everyone should remember t same Cotton Trust forced the pr cotton down to 3ic at the beginnix this season. All the cotton the farmers ha ~ able to sell above 31c has been du efforts of Senator Thomas and th us who have worked with him to vent this years cotton crop bein from the farmers at an unreason low price. All the cotton that we for 35 to 40 a pound would have sold from 25 to 30 a pound had i _ been for the efforts we have made There is no reason why this yee crop should not betag: 40c per P Sit on it.
