COMMISSION ER WEDNESDAY, OCTOBER 9, 1946 jitorial - By TOM LINDER where the people are asking is converted eorn: ing to the Bureau of oe Keonomics, U. 8, Department of lture, the corn crop in 1945 ted to 3, 018 ,410,000 bushels. This 900,000 bushels more than the av- corn crop for the ten-year period 35 to 1944 lis 3, 000, 000,000 bushels of corn, ubstantial part of it, has been fed stock and hogs, then. there is of meat for everyone in this he 1945 corn crop has not been hen where is it? is in storage houses in this coun- Geert should be able to. is Where it is. the corn, or the meat fattened on mn; has been exported to other s, then the Government should - e to tell us that it has been ex- and where if went to. If it has xported, that alone explains the shortage. If it has been export- 2 Government should tell the so and allay their fears. e Government was as badly mis- about the amount of corn pro- as it was about the cotton crop, a say so and let the people know e the trouble is. There has been at deal said about the large num- f head of cattle that went to mar- luring July and August this year there was no ceiling price. It is orious fact however that the great y of cattle sold during that per- re in miserable condition and y of them absolutely unfit to be htered because they had not been ody in Washington see ms_ to anything about the situation. > President says one day he is from ut producing state and that. the situation will soon improve. The lay the President says that he e mistaken about this. e Department of Agriculture says elief from the meat shortage 18 a derable time in the future. They ay that by the time we have meat ople will not have money with to buy meat. sounds just like the talk we ut of i eeeton 25 vears azo Vorld War One. DEPRESSION been gald that if a lie is. rency and contracted advanced to England, France, big sugeeh ia is repeated often enough that the people will believe it. In enough papers and on radios the he has been repeated ten thousands of times that the depression after World War One was due to high prices that prevailed in 1919 and 1920. It would be Just as reasonable to say that low water in the river was caused by a wet spell as it is to say that the de- pression was eaused by high prices. What are the facts? ~The facts are that during World War One money was inflated and credit was inflated and naturally we had high prices. High prices are necessary when you have big volumes coe and credit. ea 1919 and 1920 the men who con- trolled the money wanted to increase the value of the dollar because they had dollars for gale. eral Reserve Board contracted the eur- naturally brought prices down, and a lot of people were ruined. It would have been just as easy to have let the large volume of money remain in ecircu- lation and maintained high prices. But that meant cheap money and men who have money naturally want the dollar to have a high value just as you and I want cotton, corn, hogs, cattle, and to- bacco to have a high value. The country was warned of this on the floor of the United States Senate in 1921 and was told exactly what was _ going to happen, but as usual the coun- iry, the President, and Congress paid no heed. We vent blindly. forward over the precipice. We recovered from that depreasion in a way. But worse was yet to come. The 15 billion dollars that was bor- rowed by England, France, Italy, and Holland ae the international bank- ers remained to be paid. The 15 billion dollars that had been Jtaly, and Holland from the Treasury of the United States remained to be paid. The only way these international debts can be paid is with imports. You who are middle-aged and over will remember the great ery raised in this country for the payment of war debts of European countries. From 1919 to 1929 imports into this eountry amounted to more than 38 bil- lion dollars. These consisted of agri- eultural products and industrial prod- ucts. American agricultural products piled up ae an Se was, told se the trom Europe. In 1920 the Fed- eredits. This American farmer was producing: mueh. They were not told thai were importing too mueh. The imports of industrial pro created a great unemployed Ari American factories were shui do while we consumed industrial prod Stocks and bonds iSgu: ed on these idle plants became a. on the market because they could 1 pay either interest or dividends. In 1929 President Hoover issued executive order declaring a moratori on the the collection of war debts and on turther imports into this cou President. Hoover, however, faile provide that all eredits of En France, Italy, and Holland in Amer banks: should & converted into the . eral Treasury. As soon as the moratorium was ed, England, France, Italy, and H and: drew their. credits of 3 1-2 bill dollars in gold, which they had a rigl to do under international agreement. Under federal laws American b were required to carry a certain reserve against their deposits. When this 3 1-2 billion dollars of go was exported, it was no longer po for American banks to maintain gold reserve required by law. : The obvious thing the banks required to do was to reduce deposit: Before reducing deposits and turnin the money back to the depositors was necessary for the banks to collect their loans. When the banks de took to collect their loans, they found that the people did not have money with which to buy the securities had been pledged against these lo This caused the stock market crash 1929 and the terrible depression followed through the next decade. OUR SITUATION TODAY Total debts of the federal gover ment, state governments, municipal ties and private, reach a grand tote around 500 billion dollars. If we were to set out to pay this within 100 years at 1% interest, it would require 10 billion dollars annually : pay 1% interest and 1 of the principi If we allow the very nominal sum 40 billion dollars per vear to pay all e3 penses of the federal government, ta governments, municipal and cow governments, and school distric the taxpayers must ante up 50 billion = dollars per annum just to keep going. SELL, Bastere Specialist, Georgia Experiment Station, Ep nS pie be of great value to Cedi formers in planning the r pasture programs.) Georgia farmers can graze jivcstoc about twel months each year by providing supplementary p tures. Permanent pastures have peaks of high and low production, depending on the weather. Supplementar crops, when provided during low production periods, can extend grazing to almost twelve months and ca be utilized for other purposes if not fully required for grazing. Many of them may be used for hay or plowed under for soil aptoneient or the seed may be har-_ vested. Periods Of Shortages Almost every year there are three perieds duri which permanent pastures | feed to keep livestock producing at a maximum. The do not provide sufficient periods, in the order of seriousness, and supplementary crops that can be used for each are as follows: Late Spring and Early Summer. May or early in June, high temperatures and the taper Usually late ing off of spring rains cause winter pasture clovers to die. At this time, summer grasses and lespedeza have not developed sufficiently to provide much grazing. Lespedeza Sericea or Fall Seeded Biennial Swee Clover provide excellent grazing for this. period. Neith- er of these plants are palatable to cattle at first, but if no other grazing is allowed the cattle will learn to like 5 them and will do well on them. Since this period of low production lasts only about three to six weeks, one aer of sericea or sweet clover per three animals should pe sufficient until the summer grasses or lespedeza_ h made good growth. Not stocking the permanent pasture too heavily will aid.in overcoming the pasture shortage in this period. Nitrate of soda should be applied early, to the summer pasture to stimulate anc rapid | growth of the grass. Late Summer and Early Fall. from late August or September into October and No- vember. Hot weather in the early part of this period and insufficient rainfall result in a drastic decline in~ This period occurs permanent pasture production. The nutritive value of bermuda and other grasses also show a marked de- crease. Reserve or excess acreage of annual lespedeza_ ig a good supplementary crop for this period. Kudzu, be. cause of its deep roots and ability to withstand drought, is also very satisfactory. Millet, cowpeas, sudan grass and soybeans are other crops that can be grazed yee: the latter part of this period. Late Fall and Winter. Summer pasture grasses : are dormant during this period, and winter clo. ers grass sod start growth but provide little grazing until (spring. From November until in March, cattle must be barn fed or special winter grazing must be provided Winter grains, either alone cr with clover or vete ne can produce much winter grazing. During excessive wet periods, cattle can be kept temporarily on perma~ nent pasture where winter clovers should be able ta provide some grazing. Some barn feeds, such as hay, silage, fodder, or cotton-seed meal, should be available for feeding to the extent necessary. Press Bulletins 529 and 570 of the Georgia Experi. ment Station give many suggestions on winter grazing, Copies will be sent upon request. / _ FARM HELP WANTED a8 FARM aes WANTED Want good family for tra work on spare days.
