In a desperate effort to keep prices | down, whether we produce the cotton or not, the Board, that is, the Secretary of Agriculture, the Secretary of Com- - merce, and the Attorney General of the United States, have permitted the sell- ing of futures on the New York and New Orleans futures exchanges of for- eign futures. This was slightly Jess than the 617,500 tons im- ported during the previous -_twelve- months period. ~~ The 1946-47 allocation was divided so that 220,000 short tons were scheduled | for the U.S. from July through Decem- 1946 with 385,000 tons to come dur- hedu period January to June 30, | - importation into this country of cottom manufactures made in Brazil, with their cheap labor, will have exactly the sama effect on American textile labor aa would the importation of the cheap la- bor itself. The men who are interested in producing cheap eotton in Brazil, and in manufacturing cheap cotton goods in Brazil, and in importing those cheap cotton goods into this country are enthroned inthe State Department in Washington. It cost the cotton far- mers of the South billions of dollars to raise and export the surplus cotton produced during those 60 years. Portulaca is one of the most brilliant annuals, and may- be used in several ways. It grows from 4 to 6 inches. high, -| depending on the soil conditions, and has red, yellow and white fiow- ers and also. a fragrant sort, rose colored and curiously striped. The flowers open in the morning, clos- ing at night, but because of its sun- ny habitat, requiring warmth for | | full development, it begins to flower from June and continues throughout. the summer or until cut down by There are both single and double varieties, The doubles, when fully expanded, resembling a fully blown rose, There are few fiowers so easy to grow and they are useful as an edging plant, te ramble over the and when sown in mass. produce..a dazzling effect. The plant self-sows, with some doubles reverting to the single type. It is easy to fill bare spots by taking a euttings and simply inserting them in the soil, where they take root. The seeds are* very fine and should be mixed with dry sand to avoid planting teo thickly. They ean be started early in the house and transplanted to the garden. Seeds can be sown outdoors from early spring until July 1. Varieties of separate colors may be obtained, which offers an opportunity to ar- range es for color effect. Sun-Loving Flower Cousin to Weed . Four 0clocks (mirabilis jalapa) are especially valuable because they withstand the smoke~and gas of cities. They grow rapidly in or- dinary soil and like a sunny -leca-* tion, It may be grewn as a specimen, as a hedge plant and is useful for foundation planting in places where little else will grow. The dominat- ing colors are red, yellow, white, which is said to be fragrant, and a curious variegated sort of mized colors. It grows two to three feet high. - Seeds can be started early in the house, or directly in the open ground. Seedlings should be thinned to stand 8 to 10 inches apart. The seed is quite large and can be sown singly three inches apart. The flow- erg open in late afternoon, closing in the morning.. An application of plant food made at intervals while the plants are blooming will give better flowers and foliage. In fall, after the plants are cut down by frost, the heayy tubers can be lifted and stored in sand in a frostproof place, to be planted out- doors again early in May, depend. ing on weather conditions, The Four OClock is so depend: able that it should be given more attention because it is one of the few plants that will endure in con- gested city areas and altho it will make growth in poor soil it is at its full beauty when given rich soil care, it is native te var.
