Since these Seaman striles have been settled, strikes have developed among the laborers engaged in the production of Nitrates i in Chile. The result is that we have leer all of the shipments of Chil-_ ean Nitrate of Soda that should | have come in during November, _ December and January. The Chilean Nitrate Sales Corporation has had applica- tion in to the government for - ships to haul soda to this coun- try, and finally have been as- _ signed a number of ships. It now develops, however, that the ships assigned to them are in a more or Jess dismantled condi- tion, and must be hauled into the docks and equipped and re- conditioned before they can even start on their journey to Chile to bring back any Nitrate of Soda. From the time that a ship leaves port here in the United _ States it is at least 35 to 40 days before it-can be expected to return. It is easy to see, therefore, that there will be a grave short- age of Chilean Nitrate of Soda for this years croup. In addition to the foregoing, I have before me a memoran- dum which shows that forty-one percent of the supply now being manufactured here in the Unit- ed States is being set aside by the Civilian Production Admin- istration for export. The export of this, forty-one Seocck June 30, 1947. OnJune 30, of course, it will be entirely _ too late to manufacture any Nitrogen for this years crop. > Ido not know how many American companies are being required to set aside this forty- one percent, but I assume that it is a uniform order that covers them all. : The amount of mixed ferti- lizer that can be made will de- a pend very largely on the amount of Nitrate solutions that can be. made available, and that can be used with other materials avail- able. Insofar as nitrate of sods or. other Nitrates for top dressing | is concerned, there will be little or none available for grain crops~ in Georgia this year, and espec- __ ially in South Georgia. Es The goal set by the Secre-. tary of Agriculture for this years crops are meaningless under the present condition of shortages in fertilizer equip- ment and labor. : ' The talk of large crops in 1947 has no effect except to de- press the prices of 1946 crops in the hands of the farmer, and maybe it was intended for that purpose. - In addition to all of. the above, the allocation of Nitro- gen throughout the World is now in the hands of the Inter- national Food Council, which is composed of representatives from twenty-one countries, and even if the Nitrogen were avail- able in Chile, it would not be permitted to export any more than the amount set out by this International Food Council.
