SEED BILL | Ror a number of years the farmers of the state ee needed a good seed law to. ae them in the purchase of te Ke eed Tegisation cnocested| in defeating amy action | until 1941. cei 1941 a seed bill was passed but. only after the oppo- T ult was that the 1941 ee proved unenforceable because it carried no provisions for the farmers to have recourse n cases where they had purchased bad seed. When the present seed law was introduced i in the 1945 assembly it ran into very strong opposition both from within Georgia and from other states. It was only the patient and faithful work of the Revi: cultural committees that made this bill: possible. Senator W. M. Holsenbeck, of Winder, chairman of the Senate Agricultural Committee and Representative . RR. ason, of Morgan County, Chairman of the House Agri- ulture Committee. Nod labored long and faithfully in the effort to get a bill which would, in so far as possible, | give protection to the farmers of the state and at the same time get a bill which could be passed through the Legisla- ture. It was due to the untiring efforts of Senator Holsen- Perk and Representative Mason and the members of their respective committees that this legislation was made pos- eg ; I would also like to give eredit to the Attorney Gen- eral, Honorable Grady Head, for the splendid services performed by him in meeting with Senator Holsenbeck and Representative Mason, the Commissioner of Agriculture ant seed dealers and working with them. It was largely due to Mr. Heads interest and to his ability as a lawyer that the ee law was passed in ef- tective form. | When this bill came on the floor of the Tine for. final assage [ stiff battle was precipitated against it. _ The friends-of the measure, however, were equal to the_ occasion. Mr. Mason explained very thoroughly the history of how the bill had been handled. It was.after Mr. Masons einlecation that the big ouns of the opposition were really turned loose on the pill. When the House adjournd for noon recess 1t was ap- parent to most observers that the bill did not have enough pport to put it over. - However, when the House reconvened for the after- noon session -a new champion for the bill appeared on the floor of the House.
