DITORIALBy Ton: Linder

Bday evening, September 23, Mr. Marvin Jones of
War Food Administration. announced that the govern
nt would buy the 1944 cotton crop at full parity price.

On Monday morning, September 25, as I am writing
; article, the market price of cotton is up $5.00 per bale |

the closing price on Saturday.

This announcement by War Food Administration has ~-
_effect of putting a floor of one hundred per cent of
ity under the price of cotton.

This action by the War Food Administration will give

growers many millions of dollars more for the 1944
yp than they would have otherwise received,

While this action by the War Food Administration

ot give the farmer as high price as was paid Ander-

Clayton. for 255,000 bales, still it is a a long step in the

The Government agency will purchase from:
ers at parity prices all cotton of the 1944 crop for
ch a loan schedule had been announced and which
may be placed in acceptable storage.
KET BULLETIN OF SEPTEMBER 6 PROPOSED
PLAN FOR GOVERNMENT TO BUY COTTON
In the Market Bulletin of September 6 and in editions
or to that time the Market Bulletin called attention te
he purchase by the government of 255,000 bales of cotton |
Anderson-Clayton Co. for lend lease.
Attention was: called to the fact that the government
| paid Anderson- Clayton a much higher price for cotton
n farmers were receiving. |
In the edition of September 6th, the Market Bulletin -
yposed that the government buy direct from farmers and
modity Credit Corporation all stocks of beef, pork,
ton and other supplies intended for lend lease.
In order to refresh the readers mind, I am reprodue-
_the following portion Of the editorial, In the Market
in of September 6th: Se
. Readers of the Market Bulletin saw last week (Aug.
31) where the government had paid an average of
$13.65 per bale more than the market price for 255,000
bales of cotton. That cotton was for lend- lease. It was
to be given to our Allies. :
It is an announced policy of Washington to continue
this lend-lease indefinitely. This means that millions of
bales of cotton will be gren to, our Allies: and other.
countries. : : BES as
There i is no justifiable reason shy our government _
should be depressing the price of the farmers cotton |
and then turn right around and pay a premium for the ;
same cotton when it gets in the hands of the middleman. a
Tam informed that Commodity Credit Corporation
his: about two and one-half million. bales of cotton out
of the 1943 crop. .
mE propose that the United. States. voversineat take
over this two and one-half million bales for lend-lease.
_. Since they are going to ship this cotton in lend-lease
anyway, they should buy it direct from the farmer and

give the farmer the advantage of the lend-lease price. _

Since the government paid Anderson-Clayton 253 _
points on New York for strict low middling, there is no.
reason why they should not pay the farmer 253 points Ai
on New York for strict low middling.

Since the government paid Anderson-Clayton 358 |
points on New York for addline. there is no reason
why the government should not pay the farmer 358 _
points on New York for middling. ae

There is no reason why the government should not
pay the farmer on this same basis for each grade and -
staple length.

WIDE PUBLICITY GIVEN BULLETIN EDITORIALS =

The articles appearing in the Market Bulletin ab
the governments cotton purchases were given wide pub-
licity by papers friendly to the farmers throughout he

eotton belt. a

As far away as Texas these editorials were publishes
on front pages with caustic comment of the fact that farm.
ers were being discriminated against. _
It cannot be doubted that the exposure by the Georgia
Market Bulletin of such discrimination against the farmer
had a lot to do with the announcement from Washingto
that the government is prepared to buy the entire cotton
erop this vear at full parity price.

There have been some who have objected to the :

ket Bulletin constantly carrying information to farmers

and business men of facts that vitally affect their interest
There have been other people who have felt. that io

efforts were useless and would have no effeet.

There is an old saying that the constant. dripping of
water v wears away the hardest stone.
Tt is equally true that constant publicity on all publie
matters will make rank discrimination impossible.
The action of the government in putting this floor
under the 1944 crop will automatically raise the price of

7 3 all cotton now being held in Commodity Credit Loans.

The farmers who have cotton in Commodity Credit

Loans will be able to withdraw it from the loan and

the same price that the 1944 crop brings.

I wish to commend Mr. Marvin Jones: ack the. Ad im
