The farmer in Georgia who goes to town to buy his meat and bread, feed for his animals and seed to plant never has and never will make a successful farmer. On the other hand, no one can criticise the farmer who goes to town to buy coffee, medicine, clothing, shoes, farm implements and other things which he cannot reasonably be expected to produce on his own farm. - The same fundamental principle is true of na- tions. A nation cannot prosper if it goes to other na- tions to buy things which it should produce within _its own boundaries. Any effort to flood the United States ane farm products which we can produce, with industrial pro- ducts which we can produce or with raw materials which we can produce, whatever may be the motive behind such an effort, the effort itself is calculated o help destroy our economy and our independence. No one can find fault or should object to our | buying from other nations such things as we. do not. have or cannot produce on a sound economic basis, but any attempt to extend our trade with other na- tions beyond our legitimate needs and beyond sound : economic principle is calculated to work injury and detriment both to our economic and political life. _ Wheu I was a boy the best farmer in the neigh- borhood was said to be the man who had his crib full of corn when it came time to harvest the new -erop of corn. The farmer whose smoke house was filled with meat when the first frost of winter came ind it was time to kill hogs again. The farmer who had cotton stored under the shelter, cotton that had been ginned three or four years before. These men believed that a full crib, full smoke house and a few bales of cotton represented security in the event of. -a short crop, sickness in the family, a death, or an opportunity to buy another farm. - These men thought if they had a boy or girl to go to college it was a good thing to have a few bales of cotton stored away to help defray their college expenses. Only in recent years has the false theory been preached to farmers that security lay in scarc- ity and that insecurity lay in the production of plenty. The life of any democratic government depends upon the intelligence, integrity and independence of _the people who vote. In any country where the people are not free to vote their own intelligent convictions, the democratic form of Ear cment: cannot and will not endure. _ The people are the voters, they are the directors yf the government. Let us free the American farmer. Let him pro- duce every ounce of food he can without hinderance |. for the duration of this war. If he is not able to pro- duce enough food for the nation, for our Armed Forces, and for our Allies, then let us buy as much more food as-we need wherever it can be found. Whatever it takes to support the men overseas should and must be done without hesitation, equivocation or regard to cost. The: presumption being: that the difference be: tween the price paid for seed by the oil mill and the ceiling price.on cottonseed products represents the operating cost of the oil mills, plus a reasonable profit. ~ Oil mills, however, have a protection which nei- ther the ginner nor the farmer has. Oil mills buy their seed on guaranteed grades, paying for what they get. As explained in previous issues of the Market Bulletin, neither the farmer nor the ginner has any. sure basis on which to figure the value of cottonseed: at the gin. The oil mills have the opportunity to an- alyze cottonseed and pay according to the grade. MANY FARMERS CANNOT BUY MEAL AND . HULLS AT THE OIL MILLS : I have been told by farmers and dairymen that they could not buy the meal and hulls they needed from the oil mills at the OPA ceiling price. Several: farmers and dairymen have complained to me that when they tried to buy meal and hulls at the oil mill they are refused, and have to buy meal and hulls at other places where the price is very much higher than the ceiling price at the oil mill. OIL MILLS, GINNERS AND FARMERS SHOULD WORK TOGETHER Oil mills are dependent upon farmers to furnish seed to operate their businesses. I have talked with several oil mill operators recently and have endeavor- ed to enlist their support. in an effort to get. Washing- ton to increase the price of cottonseed by increasing the ceiling price of cottonseed oil. Under any fair interpretation of the law on par-. ity prices for farmers, the oil in an average ton of cottonseed is worth around $70.00. The meal, hulls and linters are worth at least $30.00, making a total value for the oil mill products out of a ton of average cottonseed, $100.00. If you will refer to the Market Bulletin of last week, you will see that Mr. Charlie Wallace, of the: Union Mill, Inc., at West Monroe, La., stated his mill was getting a spread of $12.85 per ton. I had estimat- ed that a fair spread for the oil mill was $13.00 per ton.
