If the plant. is not! roperly equipped and proper precaution observed, hen milk which came into the plant as sweet, whole- ome milk may become contaminated and go out of he plant carrying a high bactefia content. From the above it is obvious that to insure a lean and wholesome supply of milk to the consumer ds necessary to observe strict regulations both on airy farms and in the plants. It is equally obvious that no matter how rigid airy inspection may be practiced, if the inspection of lants is not equally rigid there is no protection to he consuming public. . : In the handling of milk, both on the farm and in the plant, there is always the human equation to be dealt with. A person who is naturally clean and sanitary in his methods and practices canbe relied} pon generally to deliver clean, wholesome milk. On the other hand, one who is slovenly and unsanitary renerally i in his practices can usually be depended up- nm to deliver unwholesome milk, regardless of how modern and up-to-date his physical appliances may be, either on the dairy farm or in the processing plant. The pasteurization of milk simply means that milk has been placed in a heated pan and the tem-} perature raised to such temperature as will destroy the bacteria. Pasteurization, when properly practiced, is; imply an additional safeguard. Pasteurization does} not clean the milk of any foreign substance which it contained prior to being pasteurized, and does not add anything to the food value of the milk. In fact, raw. milk is more wholesome than pasteurized milk if the raw milk is thoroughly clean, free from dis- ase germs, and low in bacteria count. : Since the Legslature passed. laws providing for iry and plant. inspection, and requiring producers nd plants to invest large sums of money in equip- 1ent, this makes it necessary to prevent the sale in the state of milk produced outside the state which. is not produced under just as strict regulations as Geor- ia milk is produced. For this reason, the Legislature passed a law providing that no milk could be brought into Georgia unless it is produced under just as strict requirements s the Georgia producer is required to meet.
