DEPART MENT 9 TOM LINDER AGRICULTURE COMMISSIONER WEDNESDAY, SEPTEMBER 24, 1941 {ILK PRODUCERS MUST HAVE MOR EDITORIALBy TOM LINDER The Milk Control Law now in effect in Georgia was passed the Legislature in 1937 and reenacted in 1941. - Section 1 declares in part as follows: DECLARATION OF LEGISLATIVE POLICY. AS A MAT- ER OF LEGISLATIVE DETERMINATION, IT IS HEREBY HCLARED THAT MILK IS A NECESSARY ARTICLE OF OD FOR HUMAN CONSUMPTION; THAT THE PRODUC-. N AND MAINTENANCE OF AN ADEQUATE SUPPLY OF ALTHFUL MILK IS VITAL TO THE PUBLIC HEALTH _ A casual reading of the above makes it clear even to the y mind that the Legislature intended to foster and encourage dairy industry in Georgia for the noo of the health the people. With this in mind it is clear that the combined base of all oducers should total enough milk to furnish the. reasonable mand for milk within the state. The aie provision of the law clearly indicates that th Legislature intended to encourage the keeping of enough da cattle on the farms of Georgia to supply this milk. 2 It is also clear from the above that the base of the individu producer should be based upon the number of dairy cattle tha he keeps and the amount of milk that he produces. | It should not be based upon the amount of milk that h has delivered during a twelve months period. There are sot * who purchase milk and who sell and deliver a great deal mor milk than they produce. The fixing of bases on the amount of milk deuverae has a tendency to encourage the buying and selling of milk and to discourage the keeping of cattle and producing the milk. This clearly has the opposite affect from that the ae wa intended to produce. . Section 19, sub-section B, provides in part as follows: WHEN, IN THE JUDGMENT OF THE BOARD, I IS NECESSARY OR ADVISABLE, IN ORDER TO PROMOT! It is the same old story of both the consumer and the producer being gouged by an organized mid- dle man. _ At the hearing this week there were dairymen who have been getting as low as 14c per gallon for milk that was being sold to the consumer for 15c a quart. f I have numerous requests be permits to bring they cannot buy the milk in Georgia, I have not is- sued any permits for this purpose. The Milk Patrol of this Department is making every effort to catch this bootleg milk coming into the state and we are dis- coloring it wherever it is found, in accordance with the provisions of the law making it the duty of the Commissioner of Agriculture to do this. I AM ASKING THE MILK CONTROL BOARD AND THE DIRECTOR TO IMMEDIATELY RAISE THE PRICE OF MILK TO THE PRODUCERS TO AN AVERAGE OF FIFTY PER CENT OF THE PRICE PAID BY THE ULTIMATE CONSUMER IN ACCORDANCE WITH THE PROVISIONS OF THE LAW.
