STATE CAPITOL K - ATLANTA, GEORGIA, THURSDAY, DECEMBER 10, 1931 THE CO-OPS ARE BUSY Yesterday I received some information about the activities of the eo Co-ops in Georgia which I think should be given to the people 0 eorgia. Last spring the Farmers Seed Loan Office at Washington, D. C., loaned money to farmers of Georgia at 5 per cent interest to help in making their.crop. You did not have to join any pesoclation or buy -any stock to get this money. A great many people over the state took advantage of the oppor- tunity. to borrow this money at this low rate of interest and turned over their cotton receipts to the Farmers Seed Loan Office this fall securing their loans. It was published in the papers that the Farm- ers Seed Loan Office would extend the loans on cotton placed in bonded warehouses, upon receiving the cotton receipts in Wash- ington, D. C. There are.a good many bonded warehouses over the State of Georgia. their cotton in these bonded warehouses. They would draw: $5 a bale on the cotton and forward the receipts to the Farmers Seed Loan Office at Washington, D. C., according to instructions. * se Now let me tell you of the wrinkle that has been pulled by the 0-Ops. Mr. Jim Morton works for the Co-ops. Mr. Morton lives in Athens, Ga. Mr. Arnold Burns also works for the Co-ops. These men travel over the state looking after the interests of the Co-ops. I was reliably informed last night that Mr. Jim Morton did not put any of His own cotton in the Co-ops, but sells it at Athens, Ga. These field representatives, a few weeks ago, went to see an old negro woman named Sarah Ann Moore, who had: borrowed money. from the Farmers Seed Loan Office. This old negro woman. had three bales of cotton in Morses Bonded Warehouse at Athens. She had forwarded the receipts to the Washington office and everything was going all right and her actual three bales of cotton was being held off of the market in Morses Warehouse. These field representatives of the Cotton Co-ops presented the fol- lowing letter to this old ignorant: negro woman for her to sign, taking the cotton out of Morses Bonded Warehouse and turning it over to them. They stated that they were acting under instructions from Se Farmers Seed Loan Office in Washington, D. C., in having his done: cotton stored at A great many of -our farmers have been putting Farmers Seed Loan Office, U.-S. Department of Agriculture, - Gentlemen: T want to deliver my cotton, which you hold as collateral, to the Georgia Cotton Growers Co- operative Association. Please send to the Cotton Association receipts covering , Georgia. The association will handle {His cotton for me and as collateral on my note which I am due you. When the same is sold the pro- ceeds will be paid on my note. : : Witness... They got this old negro womans three bales of cotton and had it : transferred from Morses Warehouse to the compress at: Athens, Ga. The way I got hold of the above blank letter, which I received yesterday, was this: The same field representatives who went to see the negro woman went to see Miss Minnie Collins, of Athens, Ga., as Miss Collins also had some cotton in Morses Bonded Warehouse and had forwarded the receipts to the Farmers Seed Loan Office at Washington. They told Miss Collins that everybody who owed the Farmers Seed Loan Office was turning the cotton over to them and they left the paper with her for her to sign so they could get her |} cotton out of Morses Bonded Warehouse. Morse, of Athens, Ga., and told: him what these field representatives of the Georgia Co-ops were doing. Where did the Co-ops get the list of the people who had borrowed money from the government this year? Did the Farmers Seed Loan Office turn this list over to them? Are the county agents, working out of the extension office of the State College of Agriculture, turning this information over to the Co-ops? ~ T want Dr. J. Phil Campbell, head of the extension forces, to look into this matter. If any of the county agents are helping to lead the farmers into the Georgia Cotton Co-operative Association they ought to stop it.
