In last weeks issue of the Bulletin I told you of the mass meetin that we would hold here on the Capitol grounds on Wedherday. Sep. tember 16. I was very much surprised to see people come from all over the state. They were here from the extreme northern part of the state and the extreme southern part of the state. . The crowd numbered about 3,000. I never saw people stand in as rapt attention as they did for over two hours. The mass meeting adopted a resolution to petition the Governor _ to immediately call an extra session of the Legislature to consider the cotton situation. There were only three votes against this resolution. - The Governor addressed the meeting and stated that he would call an wig session of the Legislature as soon as Texas acted in the _matter. , By Monday of this week the Texas Legislature finally agreed on a plan of reduction of cotton acreage to 30 per cent of the land in cultivation. _ Last Friday, September 18, the Lgislature of South Carolina - adopted the Long plan prohibiting the planting of cotton in South Carolina for the year 1932. . Ido not know what Governor Russell intends to do about calling -* an extra session of the Legislature. Te I read in the papers last night where Governor Sterling of Texas stated that it was a mistake for any of the states east of the Missis- sippi to act until the Governors of the states west of the Mississippi got together on some uniform procedure. ' Governor O. Max Gardiner of North Carolina gave our practically this same statement, that he thought it was useless for the Governors of the states east of the Mississippi to act as long as the Governors _ of the states west of the Mississippi were holding diverging positions. The original cotton meeting which I attended. in New Orleans was held on Friday, August 22. x About-a week later the Legislature of -. Louisiana was assembled and passed a law prohibiting the planting of cotton for 1932 and made it effective when states representing _ three-fourths of the cotton area of the South enacted similar - legislation. ) : Immediately after the New Orleans meeting I came back .to Geor-. gia and we held meetings all over the state urging the Governor to -eall an extraordinary session of the Legislature. At this time cotton was just: beginning to come in: I am of the opinion that if this extra session had been held in _ Georgia three weeks ago and the Long plan adopted, that Texas and other Southern States. would have followed suit. If this had been _ done, I believe cotton and cotton seed would today be bringing at least twice what they are. * But this is water over the dam. There are different opinions on > this question. - - The question is, Where are we at? ~ We are selling cotton at 5% cents a pound and under and we are wees selling cotton seed from $7 to $9 per ton. ATLANTA, GEORGIA, THURSDAY, SEPTEMBER 24, 1931. @ few days with a large advertisement advising the farmers to grow cotton cheap so that the farmers can make a profit on $7 per ton cotton seed and compete with the peon labor of the Orient on the vegetable oil industry.. The importation of vegetable oil into this country duty free is what has caused the present low price of cotton seed, peanuts, dairy products and hog fats. I was at home Sunday and Monday this week. We had just about finished gathering 75 bales of cotton. This was picked; but we had it there at home, not ginned. The expense of gathering 75 bales of cotton is pretty heavy. All my neighbors around me were in prac- tically the same condition. It looks like we are going to be forced to gin the cotton and sell some of it to pay for picking, ginning and living expenses of the farmers. The present price of cotton and seed will not pay any taxes and will not pay any mortgages and very little interest on mortgages. After we give away this years crop of cotton and cotton seed, what are we going to do next year? I know a great many pecple are now getting ready to ask. the gov- ernment for loans next year. I hope this will not be done. government loans now outstanding should be deferred until condi- tions change materially. : I do not know of any practical way to enforce a cotton acreage re- duction plan. I know it is'very foolish for the farmers to continue to grow cotton below the cost of production. Although it ruins the farmer to grow cotton below the cost of production, it does support a - - great many other lines of business, and this is the pitiful part of it and where we run into the opposition to the Long plan. w I wish I was in a position where I could offer some encourage- ment. Things look pretty blue to me. The only thing I can say is, be sure to gather all your crop. Hold it as long as you possibly can. Do not go into debt for fertilizer next year. If you have to go in debt for it, dont use it. Be particular to save your own seed. Oppose any plan for any government loans. next year. If there are no gov- ernment loans made\in the South on the cotton crop next year, the acreage will be reduced at Jeast 40 or 50 per cent. ; I am still of the opinion that. if Georgia and one or two of the _ other states would act and adopt the Long plan that Texas would reconsider her act of acreage reduction, which is impractical and unenforceable and does not help the price of the present crop. Sy At the mass meeting last Wednesday, after the resolution was adopted asking the Governor to call the extra session of the Legisla- ture immediately, and after the Governor had spoken telling them . that he would call the extra session when Texas. had acted, and ~ after he had left the meeting, a motion was made by Hon. C. M. Swain, Representative of Warren County, that the meeting adjourn and go to the Governor and beg him to reconsider his decision and call the extra session right away. This was not a part of the pro- gram of the meeting, but was a voluntary action of the mass meeting.
