Conwell who was, and is now, President and Gen- eral Manager cf the Gecrgia Cotton Grow ers Cooperative Association, at a salary of $12,003 per annum, was appointed Public Welfare Direc- tor in 1927, and has been serving as such Public Welfare Director eyer since. ~ Georzia Cotton Growers Cooverative Association. Prior to 1927, there were three Public Welfare Di-ectors. One anpo:nted by the Commis- sioner cf Agriculture, one appcinted bv tbe Director of the Bureau of Markets and cne apponted bv the Frevident of the State Collere of Ag- riculture at Athens. In 1927. the Fy-laws of the Association were changed and provision m2de that the Governor of the Federal Re- serve Bank of this District, should appoint the one and only Public Welfare. Director. Mr. J. E. Conwell is now the only Eublic Welfare Director of the_ t I have also called your attention to the error that was made a the office of the Asscciation amounting to $69,229.42. It busted and caught the farmers for some of the money that they had borrowed from the Growers Finance Corporation. oF Next in order comes the Growers Supply Company. It handles fer- tilizer.
