Eugene Talmadge, Commissioner of Agriculture to the public To Help Cut the Cost of the Bulletin Down; - Therefore, be it resolved by the House of Representatives that the Commissioner of Agriculture be congratulated on this move to curtail waste and promote economy in this branch of his department. _ BE IT FURTHER RESOLVED that the political campaign being conducted by the Commissioner of Agriculture through the columns of the Bulletin, same being in the form of attacks on Agricultural Agen- cies, both corporations and individuals, and the publishing of letters _ from the followers of the Commissioner of Agriculture commending his action, should be discontinued at once and that the paper publish- ed with the aes ot eau funds should not be used further in this man- ner. : Lee BE IT FURTHER RESOLVED that the use of the Bulletin for the solicitation of claims for collection for any legal firm be discontin- ed as a breach of that trust. _ BE IT FURTHER RESOLVED that the use of the Bulletin for the above purposes places a large expense on the shoulders of the tax- payer and. 4s unfair, useless and wasteful. You will also recall that I began last fall to write several specific charges against the Georgia Cotton Growers Co-operative Association and the Federal Farm Board. These charges were as follows: 1. J. E. Conwell, President and General Manager of the Georgia Cot- ton growers Co-operative Association, receiving a salary:of $12,000 per year, had himself appointed public welfare director of the Geor- gia Cotton Growers Co-operative Association. 2. Mr. Conwell was appointed public welfare director by Mr. Bigen R. Black, Governor of the Federal Reserve Bank of Atlanta. I have an affidavit in the vault here, swearing that Mr. Eugene R. Black received $10,000.00 per year from the Georgia Cotton Growers Co- operative Association as financial agent, prior to the time that he : appointed Mr. Conwell to watch Mr. Conwell. see. me in person and denied this charge, and said that he did not receive the money; but that the checks were made to him and he endorsed them over to the Atlanta Trust Company as custodian of collateral for the Georgia Cotton Growers Co-operative Association. I can see some excuse for the Co-ops hiring Mr. Black as financial Agent. However, Mr. Black denies this. I can see no excuse for the Co-operative Association throwing away $10,000 per year to have the Atlanta Trust Company custodian of their collateral when safety deposit. boxes can be rented from $3.50 per year up to ae 00 or $100.00 per year. 3. I also made this specific charge against the Co-ops: that they were ce pushing the spot cotton tothe mills at the present prices and gambling on the future market. I charged that in this they de- pressed the price of cotton and kept it down. 4, I also charged that the Co-ops had failed and refused to pay the 1 per cent reserve fund due the first ie et members, which amounts to. over half a million dollars. 5. I also charged that the Co-ops made an error in 1923- 24 of $69,000 in their favor. This error was discovered after final checks had . been mailed out, which amounted to 96 cents per bale for every bale that was in the pool that year. The Co-ops failed to remit this _ money to its rightful owners. 6. Z ee I was one of the first 5-year signers, or rather four years of the five. I am -going to state briefly my experience with them, and yo may print it if you like. - a When I pooled cotton, I had a local buyer to price it first, and - during my four years with them, cotton that I pooled lost from $5.00 to $17.00 per bale; that is, I got that much less than I would have gol ten had I sold the cotton in open market the day it was pooled. Mr Tankersley, the field man, kept on telling me that my interests were being taken care of at headquarters, so I did my best to be loyal to the sign-up contract, but I was sure glad when my four years time was up.. _ I borrowed money from the Co-ops when they first began to loan, through the Federal Land Bank of Columbia, S. C. I only wanted $100 _ to pay cash for fertilizer, as there was about 30 per cent difference b tween cash down and time, being charged by the fertilizer companies. . So I gave the Co-ops a mortgage note for $100, said note covered a my crops of every kind, all my livestock and actually, I had to list a. the members of my family in said note. .The Clerk of the Court. char; ed me $3.50 for recording these immense notes in Hall County. Wel I was supposed to get the money at 6 per cent interest, but it state that if the note ran after it was due, it would draw 8 per cent after . maturity. Then, they withheld $10.00 out of the $100 to form a Co-0} stock company; said the shares would be $10.00 each. Also they hel - back the 6 per cent interest, so $10 plus $6 equals $16.00 held back out of the check and the $3.50 clerks charges totalled $19.50, or $100 less $19.50, so my check was for $80.50. Well, I received. from them a nice paper which I thought was a stock certificate. I filed it away care fully, thinking that was a fine thing just to own a little stock in stock company. \ : : Some six. weeks before the above mentioned note came due, I seni the Co-ops a bale of cotton, for which I was offered $105.00 on the streets of Flowery Branch. Also,,I instructed them to cancel my note and send it to me, and if there was any over to please remit. Some time after my note came due, they informed me that there was $22.00 yet behind, and if I did not give a new security in double the amount of what. was behind, they would sue on the note. They enclosed a se curity note for about $44.00 and said to sign on the dotted line and get someone who knew me to sign with me, and then remit the balance next time I.pooled cotton. ws | wie _ ..Thinking it the shortest way out, I got a merchant to sign sai security paper with me and sent it to them. The next year I sent the --another bale of cotton and instructed. them to send me that old mort- |=. gage note, and also that new security note, and then remit.
