Lane Young on May 2ist, advising me It was further decided that it will be desirable to form a Southern Economic Council, which would, through research supported by all economic interests, develop the facts upon which wise action can from ie be taken. n other words, this means that a representative body of business .men from the States east of the Mississippi and south of the Ohio rivers will form themselves into a organization to determine what is _ the trouble with the farm proposition in the southeast. Some weeks ago I wrote an article in the Bulletin headed Who fixes the price of cotton? In that article I argueq at length that I thought - the main trouble with the cotton growing section of the United States _ was the fact that we do not get the cost of production out of cotton. I am glad to know that such men as Mr. H. Lane Young, President -- of the Atlanta chain of the Citizens and Southern National Bank, have interested themselves in the real welfare of our country. They are holding a.conference here in Atlanta at the Biltmore Hotel now, June 2nd, 3rd and 4th. I hope that some wise anq constructive movement will come from this conference. _The bankers of the South finance the taxes on the land, the produc- tion and growing of cotton, the fertilizer bill, stock and feed bills. They finance everything except the selling of the cotton. They turn this over to foreign bankers. ee I believe that the best results that can come from this Council is an organization of the bankers of the southeast to look more closely into the marketing of cotton. Cotton is now selling at $14.85 cents here in Atlanta today. This is far below the cost of production. A great many economists will argue that this is due to the fact that Texas can make cotton so cheap. Texas makes on an average one-fouth of a bale to the acre. Less than any of the other cotton growing states. I have a statement from Com- missioner George B. Terrell of the State of Texas giving the figures on what it costs to produce cotton in Texas, and he says that it costs twenty cents a pound to produce cotton there. are If the main money crop sells below the cost of production, bankers have busted in the past and will continue to bust in the future. It is not good for any country to have their banks blowing up. It makes people lose confidence in humanity. Of course, there are irregularities in the breaking of banks, where they have not been run by honest peo- ple; generally though, when banking institutions go to breaking all over the country it is due to some fundamental reason. The fudamental reason in the southeast is that we are making cot- ton and selling it below the cost of production. : pS Every report that I have had from the Commissioners of Agriculture of any of the cotton growing States place the cost of cotton produc- tion around twenty cents a pound or over. : : ae / My estimate on the cost of producing cotton in Georgia now is over twenty cents per pound. I have been knowing him for years. He, with his wife and children work a two horse farm. He has a fairly good place, he is industrious, his hand is as hard as wood, the seamy lines of his face showed that he had been toiling. He looked me straight in the eye and said, Talmadge, we do not get enough for our stuff. That is the answer from the great yeomanry of this country. That is the problem that we have to deal with. It is true! If the burdens of life get any heavier on the people who really work in this country the lid of the pot is going to blow off. This pot is simmering now. The tariff bill is still up in the air. From the reports it has put duties on manufactured articles that will make billionaires out of some more manufacturers and brokers in our country. There is not an item in it - that gives any protection to the cotton farmers of the south. Jute is still on the free list. I was talking to Hon. Harry D. Wilson, Commissioner of Agriculture, Saturday, May 24th. He has made a close survey of the Rising Tide of Jute. The estimate now is that it takes the place here in America of three million bales of cotton. Give us a duty of seven cents a pound on jute and there will be an increased de- mand for three million bales of cotton right away in America. If they would write that into the present tariff bill, cotton will go up five cents a pound in the next month. Cotton seed are being given away almost. Oil mills are closing down : and selling their machinery every day. Yet, we allow the importation of vegetable oils to continue and allow them to come into this country duty free. There is not a line in the tariff bill for a tax on these oils that are coming into this country from the Philippine Islands. Every one of the manufactured articles into: which these oils go, is protected with a tariff. : Keene ; I notice in todays paper that both.sides are claiming the victory on the passage of the.tariff bill. Those who are opposed to it say they are going to kill it. Those that are for it say it is going to pass. If it is _ this close it secms to me.that some of our Senators and Congressmen from the cotton growing States could at least get a duty on jute and vegetable oils that are pouring into this country from the Philippine Islands. This is my suggestion to the Southern Economic Council. I have met with the Commissioners of Agriculture from all the . Southern States, I know that their suggestion is the same as mine. We have unanimously adopted, resolutions that cover everything in this article. They have been forwarded to the Farm Board at Washington, nd to Congress. : : We have a heard a worg from the Farm Board requesting Congress to put a tariff on jute and a tax on vegetable oils.
