CHAIRMAN LEGGES TALK AT MILLEDGEVILLE Wednesday afternoon, February 12, the Fair Association had a meeting at Milledgeville at. which Chairman Legge of _ the Federal Farm Board, was the principal speaker. I was very much interested in hearing Chairman Legges talk. The burden of his speech was for the farmers of Georgia to cur- _ tail their acreage in cotton. When Chairman Legge finished tracts. He further stated that the co-operatives would pay his talk he called on the. audience to ask any questions they wished. is S About three weeks ago I noticed a clipping in the Press to the effect that this giant corporation, which was sponsored by the Farm Board, had assumed the indebtness of the dif- ferent cotton co-operative associations with the brokers. I _ asked Chairman Legge if that newspaper statement was tor- rect. He told me that it was. I then asked Chairman Legge to explain exactly what that meant. His answer was that when the different farmers had been shipping cotton to the Co-op- eratives, the Co--operatives had been selling the cotton in- _ steadof holding it and buying a future contract on the Stock Market. He stated that assuming the indebtness with the brokers was for the losses that had occurred on these con- this money back. -Lets analyze this statement. The main argument for Cot- . ton Co-operative Associations has been orderly marketing. By orderly marketing they mean that they will hold the cotton off the market and thus help the price. Was Chairman Legges statement true? Have they been selling this cotton immediately upon receipt of the shipments from the hands of. the farmers and gambling on the Stock Market,? This is what _ Chairman Legge said existed. and this was the reason that they had to assume the liabilities of the Co-operatives with. _ the brokers. Lets go a step further. Chairman Legge said that this money, of course, would be paid back by the Co-oper- atives. How will they pay it back? The only way that I know _ that they can pay it back is by making a profit off of the cot- % } ton they handle for the members of the Cotton Growers Asso- ~~ elations.. The Federal Farm Board is a branch of our government. By the terms of the Act, it deals only with Co-operatives. Is Con- st Sweet Potatoes, 100 Ibs. ....... svsecee$1,50-$1.75 gress going to sit silently by and endure a branch of our Government backing up gambling on a Stock Exchange? Of course, you cannot expect the price of cotton or anything else to go up when you put it on the market right now. A lot of people thought that they were holding cotton off the mar- ket. I know that anyone who will buy on the stock market will also sell on the stock market. How are the Co-operatives going to settle with the farmers? Are they going to pay them the price that the spot cotton actually brought, or are they | going to pay them the price that the future contracts brought after it went down? I imagine that the same thing that is hap- pening in cotton is happening in grain and other farm com- modities. Our government should not be a party to gambling ona Stock Exchange. Congress should not permit it. It looks to me _ as if there is a live, burning, vital question up for investiga-. |i tion before a Committee from Congress. . In regard to the statement of reducing the acreage of cotton. The only sensible recipe for the farmer in Georgia is to raise all the food for his family and stock at home, and a little to sell. After that he should raise as much cotton, tobacco, peaches hogs, or peanuts as he can for his money crop. The individual farmer has to be the judge of what is the best money crop for him to raise. = Last year the Government seemed to think that cotton was. the best money crop in Georgia to grow, judging from the advance of $7.00 per acre in its loans on cotton, and only $3.00 per acre for its loans on all other crops. ' : It is a mighty good idea to keep facts in mind while we go , along. It seems that the only way now to hold cotton off the market is for the farmer to put it in his old barn at home or in his loeal warehouse. It looks as though if it hits the railroad . it will go to the mill immediately. The sale of any farm product should be handled in a collect- ive way. The larger amount of raw products always bring an advanced price from the small quantity. Co-operative Market- ing is the only means whereby we can secure this. Orderly Marketing is also necessary for the protection of the market | on anything. It is not orderly marketing though for a farmers cotton to be dumped on the market immediately when he ships and Co-operatives to hedge on the future market which clearly constitutes speculation instead of orderly marketing and makes the farmer an involuntary gambler.
