C., which explains itself: Atlanta, Georgia. August 19th, 1929. Washington, D. C. \ \ "On August 18th, 1928, we received confidential information from a = man in the cotton oil business to the effect that.a Code of Ethics ad- opted by the Trade Practice Commission at Memphis, Tennessee, July 4 24th, 1928, was before your body for ratification. We received, also in confidence, some information that a special representative of the oil mills was going over/the State boasting that the government was agree- ing to this Code of Ethics and this same representative explained that independent buyers would be eliminated, that all would have the same price instantly, that no mill could buy high price seed and regulate the price for Commission buyers and in general that holding and bidding up the seed would be a thing of the past. Together with the late Honorable Sam Dunwoody, Commissioner of Agriculture of Alabama, we filed a protest with your body against the adoption of this agreement. We now tind that whether or not it.was the original intention of the agreement, that the practical effect of this agreement is to lower the prices on seed and hold up the price of the manufactured product. In Georgia markets they are offering at this time, $25.00 per ton for cotton seed. Cotton seed meal is quoted from $34.00 to $40.00 per * ton: In the past it has been customary for oil mills to exchange cotton seed meal for cotton seed, ton for ton. An average ton of cotton seed will have an out-turn of approximately 900 pounds of cottton seed meal, ~ 600 pounds of cotton seed hulls, 100 pounds of lint and 300 pounds of oil. There is an invisible loss of approximately 100 pounds per ton. At pre- vailing prices the finished product from a ton of seed will bring approxi- mately $47.00. The difference between, the $477.00 and the $25.00 per ton for the raw product seems to be entirely out of line. : It is difficult to secure concrete information to the effect that a price agreement has been reached by all seed buyers. evidence to this effect, however. ; The mill owners in Georgia will tell the farmer that if he can in- duce any other mill owner to exchange meal for seed that he likewise will make the exchange. Our people feel that they are being done a great injustice. : : ~ Due to the fact that our farmers have limited storage facilities, Section 7 of this agreement, has a tendency to force them to make im- mediate sale of their seed regardless of prices. i Inasmuch as this agreement, under which the oil mills now oper-. ate, is nation wide, we feel that the interests of the farmer in the Cotton States would warrant that a thorough investigation be made by your body of the Department of Justice. \ Yours very truly, EUGENE TALMADGE, Commissioner of Agriculture. I dont know what the price of peanuts will open up at this fall. We have a tariff of four cents per pound on peanuts in the shell and six cents per pound for the shelled peanuts. I have never been able to get the tariff for any that I have grown.
