EstablishEd 1917 a CEntury of sErviCE GEORGIA DEPARTMENT OF AGRICULTURE GARY W. BLACK, COMMISSIONER WEDNESDAY, JUNE 17, 2020 VOL. 103, NO. 13 COPYRIGHT 2020 USDA, GDA protest federal court's repeal of dicamba permissions EPA will allow use of existing stocks through July 31 By Amy Carter amy.carter@agr.georgia.gov The U.S. Environmental Protection Agency will allow cotton and soybean growers who've invested millions of dollars in three weed-killing products with the active ingredient dicamba to use existing stocks that were in their possession on June 3. That was the date of a federal Circuit Court's decision nullifying EPA pesticide registrations on three products containing dicamba: XtendiMax with vapor grip technology, Engenia and FeXapan. The EPA order allows growers to use those products through July 31. According to the agency, farmers "overwhelmed" the EPA with calls and letters after the U.S. Court 10 0 t1h9A17nniv2e0r1s7ary of Appeals for the Ninth Circuit blocked use of the herbicide. U.S. Secretary of Agriculture Sonny Perdue and Georgia Agriculture Commissioner Gary Black were among those who warned that the decision would cause significant financial harm to millions of American farmers. "We strongly disagree with the Ninth Circuit's decision, which is likely to cause devastation within our agricultural community," Black said. "Georgia farmers made tens of millions of dollars' worth of business decisions six months ago relying on the sanctity of federal rule, and this decision unfairly attempts to change the rules after the race has started." The EPA order on existing stock "will help mitigate some of the devastating economic consequences of the court's decision on growers," Black said. "In addition, I still encourage the EPD to seek a stay on the decision and urge additional consideration for inventory ordered or scheduled, but not in possession." EPA Administrator Andrew Wheeler said the cancellation and existing stocks order is standard practice following cancellation of a pesticide's registration. He said the order will mitigate some of the economic consequences of the decision for growers, and particularly rural communities, at a time when they are experiencing great stress due to the COVID-19 public health emergency. "At the height of the growing season, the court's decision has threatened the livelihood of our nation's farmers and the global food supply," Wheeler said. See DICAMBA, page 11 Workers at Collins Bros. Produce at the Atlanta State Farmers Market pack boxes of fresh Georgia-grown produce for the U.S. Department of Agriculture's Farmers to Families Food Box Program. The program has distributed more than five million food boxes in support of America's farmers and families affected by the COVID-19 emergency response. U.S. Secretary of Agriculture Sonny Perdue said the agency expects to distribute up to 40 million boxes nationwide by June 30. We are still trying to understand COVID-19 while protecting ourselves and our families and continuing to serve Georgians who depend on us, whether for food or for mental health. At the same time, the fiscal damage wreaked by the pandemic is felt in every corner of the economy, and state agencies are facing difficult budget reductions. Farmers have struggled as they lost crops and workforce. Amidst this landscape, we are now experiencing unrest and violence across our nation and close to home in Georgia as well, and we know that minority communities have been disproportionately impacted. These surely are trying times. Many of us are sensitive to injustice, maltreatment, inadequate resources. You may be hurting, and experiencing your own anxiety, distrust, disappointment, or uncertainty. Feelings of hopelessness, grief, anger, and sadness should be validated. They are appropriate responses to the daily headlines. But we should also remember that we have tools and resources to help us respond. We can draw from within ourselves to find patience, passion, and persistence that are now required of us in our communities. We can deploy creative problem-solving skills that unprecedented times demand. We, as individuals, professionals, consumers, and families, have a greater inner and collective strength than we often realize. There are also resources that can help during times of need. Shortly after the COVID-19 pandemic took hold in Georgia, the Department of Behavioral Health and Developmental Disabilities began offering two new resources to help people cope: We also provide the Georgia Crisis and Access Line (GCAL) to help in a behavioral health crisis. Caring professionals are available 24/7 at 800.715.4225. Youth and teens can also text or chat with GCAL via the MyGCAL app (available in the App Store and on Google Play). There is almost nothing we can accomplish acting alone. While we are relying on our state leaders to take actions that demonstrate compassion and commitment to the health and well-being of our citizens and for peace and justice in our local communities, we are often asking, "What can I do?" What each of us can do is take the skills and experiences that we bring to our daily work, and apply them in our homes, in our neighborhoods, and in any place the need exists. Regardless of the setting, there are likely two common elements to a successful helping process: listening and hope. Listening is more necessary than ever, especially authentic listening which involves mutual respect and understanding of another's point of view. Listening to individual and community conversations can be vital to meaningful dialogue that opens the door to change. We are poised to lead by our example and to demonstrate human connectedness that builds bridges. Above all, there is hope. There is always the belief that things can change. Whether working in agriculture or in behavioral health, we cannot do what we do without hope. It is time to tap into the collective reservoir of hope that inspires us to do the work we do. On the days it does not feel like we hold that optimism, we can reach out to others who do. On another day, you will be the source of strength for someone feeling deprived. We are drawn together in this unpredictable time with a unique opportunity. As we share our experience, our skills, our diversity, and our hope, we replenish Georgia's capacity to be the best of who we are, and who we are meant to be. The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is the public safety net for Georgians with mental health needs, substance use disorders, and intellectual and developmental disabilities. Our vision is easy access to high-quality care that leads to a life of recovery and independence for the people we serve. Judy Fitzgerald has served as commissioner of DBHDD since 2016. Smith Mercer University School of Medicine Third-year MD Student There is a time for everything a time to cry and a time to laugh, a time to plant and a time to harvest. The month of June is a time when we specifically recognize men and boys, and we take time to address topics specific to their health and wellness. Unfortunately, the American man's life expectancy is about five years less than that of a woman. This is a complex issue, and there are many contributing factors, but one big difference is that men are much less likely to visit their primary care physician. In the United States, many of us consider doctors' visits to be an inconvenient and bothersome necessity something to be done only when we become sick. However, when we consider a country like Switzerland, which has one of the highest life expectancies worldwide, we find that they put much more emphasis on preventative health and primary care visits before becoming ill. But why would a person need to see the doctor if he is not sick? Luckily, many of the top causes of death (heart disease, cancer, chronic respiratory disease, stroke, etc.) have modifiable risk factors, meaning you can take measures to change them. Some of these risk factors include high blood pressure, high cholesterol and diabetes. These often-silent problems can be identified and addressed with screening and regular visits to the primary care physician. There are numerous guidelines regarding screening for many diseases, and the best way to stay on top of them is to visit and rely on your local doctor. One of the biggest risk factors for rural American men is smoking. Smoking increases your risk for each of the diseases listed above. However, quitting smoking can drastically improve your health starting from day one. Within the first day of quitting, your blood pressure can begin to decrease. Within the first year, your lung function can significantly improve and within five years, your risk for heart attack can be cut nearly in half. It can be difficult to quit, but the benefits are worth the trouble. It is never too late to quit, and your doctor can help with related screening, coping strategies, alternatives and even medication if needed. However, if you are not yet convinced, or are otherwise unable to meet with your doctor, there are still a few things you can do to prioritize your health. It is recommended that everyone 18 or older be screened for high blood pressure, and those over 40 should be checked every year. Many grocery stores and pharmacies have free, quick blood pressure machines. A few times a year, when you are in the store or have another opportunity, take a couple minutes to check your blood pressure. Diet is also an important factor in men's health. Remember that half of your plate should be vegetables (potatoes don't count), and the other half can be split between whole grains and lean protein. Go light on the salt. If a man drinks alcohol, it should be no more than two standard alcoholic drinks per day (one drink = 1.5oz distilled spirits, 5oz wine, or 12oz beer). Similarly, aerobic exercise--such as brisk walking for at least 30 minutes, five days a week--can improve heart health and reduce diabetes risk. June is Men's Health Month, so let's make a point to encourage the men and boys in our lives to prioritize their health. Encourage them to see a primary care doctor. Lifestyle changes are harder alone, so do it as a family or group. Exercise together. Eat the same healthy meals. Motivate one another and hold each other accountable. Men, we often do difficult, uncomfortable things for our families. Let's be willing to be proactive about our health not only for our own benefit, but also for our family's. There is a time to prioritize men's health, and that time is now. Wind speed, air temperature, soil temperature, terrain and the speed of application can all affect the potential for dicamba to drift when sprayed over the top of emergent plants bred for dicamba resistance. Because a variety of other fruit and vegetable crops and ornamentals are sensitive to damage from the herbicide, the GDA has worked with the University of Georgia to develop a training program that applicators in Georgia must take before purchasing and using dicamba products. 6.25 acres, gated property, nice home site. Growers use dicamba to control Palmer amaranth, commonly known as pigweed. The herbicide, which has been used for decades to eliminate weeds prior to planting, emerged as an effective tool against pigweed after the plant developed a resistance to glyphosate, the active ingredient in Roundup herbicide. Cotton growers have spent more than $1 billion fighting glyphosate-resistant pigweed since it was discovered in 2004, according to Stanley Culpepper, a weed scientist for UGA's Extension Service in Tifton. Culpepper conducted the research behind Georgia's training program for dicamba users. "The partnership we have led over five years involving our producers, EPA and the University of Georgia College of Agricultural and Environmental Sciences has proven beyond a shadow of a doubt that proper training and rigid, science-based best management practices fully support the safety of this technology," Black said. Perdue said the USDA stands behind the science that led EPA to approve dicamba for in-season, on-crop use. We planned to tell you this story about up-and-coming young chefs in March, but COVID-19 had other plans for all of us. We tell you now, at a time when these young people would have graduated to the next stage of their lives with great pomp and circumstance. We wish them well and look forward to seeing what they accomplish. By Jay Jones jay.jones@agr.georgia.gov MACON Like something from a reality television cooking show, teams of high school students created impressive dishes from Georgia-grown ingredients at the Farm to School and Fueling Georgia's Future Student Chef Competition in Macon Feb. 20. There was no studio audience or hot-headed TV host grilling the participants on what they were preparing. Still, the tension inside the kitchen at Helms College in Macon was so thick you could cut it with a knife. "The competitors are nervous when they get started and relieved when they finish, but they learn so much in the process," said Ann Hamner with the Georgia Department of Education's Nutrition Division. "They really become so much more aware of what school nutrition workers do to get that meal on their tray." The Student Chef Competition for middle and high schoolers is part of the Farm to School program, a partnership of the Georgia Department of Education, the Georgia Department of Agriculture, Georgia Organics and the Georgia Department of Public Health. The program's goals are to bring locally grown foods to schools and educate youth about nutrition and agriculture. The competition is in its fourth year. Members of "The Spice Girls" culinary team from Brooks County High School won the state Student Chef Competition on Feb. 20 in Macon with their recipe for White Chicken Chili. From left to right: Keionna Donaldson, Arkessia Stewart, Raeanna Barbour, Breauna Grant and BCHS Culinary Instructor Tammy Acree. (Jay Jones/GDA) Hamner said 38 high schools submitted recipes this year and 10 finalists were chosen to meet for the state title. Recipes submitted had to meet the competition's criteria, which include the use of two Georgia-grown ingredients and one USDA commodity in the recipe. Students get bonus points if they also use in-season Georgia fruits or vegetables, known as "Harvest of the Month" products. Students must also use ingredients readily available to school districts. The recipes must be easy to replicate in large amounts because the winning recipe will be used in school cafeterias across Georgia. Brooks County High School's team won for their White Chicken Chili recipe, which included Georgia-grown Jalapeno pepper, Vidalia onion, tomatoes and herbs grown in the school's garden. Spalding County High School came in second for their Korean Lettuce Wrap and Cass High School in Cartersville came in third for their Falling for Pot Pie. Carroll explained her team received many recipe suggestions from students that ranged from sandwiches to mac and cheese. When a judge asked why they chose pot pie, Carroll answered: "Who doesn't like chicken pot pie? It's comfort food, and when you see it at lunch, it's not a foreign thing. Chicken pot pie is something you know." In the cooking competition, students learn a lot more than cooking. They build confidence as public speakers when called before the judges to describe their recipes and defend their choices of ingredients. They also learn practical applications for math skills such as multiplying and dividing fractions as they increase or reduce servings of recipes. "It's just one more step in showing our students where our food comes from and how important agriculture in Georgia is to the economy and the everyday life of those students," said Misty Friedman, Farm to School/Nutrition Coordinator for the GDA. The Brooks County students jumped out of their seats when they were called up to receive the first-place award at the closing ceremony. Breauna Grant said afterward that it took them some time to get the ingredients right, and they only practiced cooking their dish three times. She dedicated the win to Tammy Acree, their culinary teacher, who was in tears at their table. "We're from a small high school in a small town Quitman, Georgia and they have worked diligently on this for the past three months, preparing this dish, critiquing it and getting support from their families and the school. Words cannot express the way I feel right now," Acree said. Brooks County would have competed against high schools from across the Southeast in the regional cook-off in Louisville, Ky., in May. However, that event was cancelled due to the response to the COVID-19 pandemic. Event organizer Kelley Toon, academic nutritionist for student and community engagement with the DOE, said it was disheartening when the regional competition was cancelled, but that the experience at the state cook-off is something students can carry with them long after high school. "I really think the culinary competition is a perfect example of hands-on learning opportunities. They are getting to apply some of the skills they learned in the classroom in an institutional kitchen," Toon said. "It's a great experience to learn first about agriculture and also school meals and the nutrition piece of it." Cook Georgia Grown: White Chicken Chili This recipe is the winning entry from Brooks County High School in Quitman for the annual high school Student Chef Competition held at Helms College in Macon on Feb. 20. The students tasted-tested the recipe among fellow students and used Georgia-grown ingredients such as red onions, Jalapeno peppers, tomatoes and green bell peppers. Chili: 15 oz or about 8 pieces of cooked chicken 1 Jalapeno pepper 3 garlic cloves 24 oz chicken broth (low sodium) 15 oz Cannellini beans 6 oz diced green chilies 1 Tbsp Cumin, ground tsp salt, kosher tsp black pepper tsp red chili flakes tsp Cayenne pepper oz margarine cup cilantro (save half for salsa) Pico de Gallo salsa: 1 medium tomato 2 cups red onion cup green bell pepper 2 Tbsps cilantro 1 Tbsp lime juice Garnish: 4 oz avocado 1 oz shredded yellow cheese cup sour cream 1 oz fried tortilla strips, spinach and white Directions: Preheat oven to 350 degrees F to roast chicken pieces. Blend cup of beans with a splash of chicken broth in a frying pan. In a sauce pot or steam kettle, add margarine and heat over medium high to warm, then add onion, jalapeno, green chilies and saut for 7 minutes or until softened. Remove bones and place chicken in oven and heat to 165 degrees F. Add garlic to the sauce pot and saut for 1-2 minutes. Add the chicken broth, chicken, beans in the sauce pot, stir, then add lime juice, cumin, oregano, salt, pepper, red chili flakes, cayenne pepper and bring to a boil. Allow mixture to boil gently for 7-10 minutes. Add water to thin chili as desired. Add half of the cilantro and boil for 1 minute (the rest will be added to the Pico de Gallo salsa). While the chili cooks, prepare the Pico de Gallo salsa for garnish. Dice tomato, onion, bell pepper and add in a bowl with lime juice and remainder of cilantro. Let sit. Serve chili with Pico de Gallo, sour cream, sliced avocado, shredded cheese and tortilla strips. Serves 6.
