This may ring true until a farmer chooses the wrong tractor hydraulic fluid. On Feb. 12, the Georgia Department of Agriculture's Fuel and Measures Division issued a statewide stop sale order on tractor hydraulic fluid labeled as meeting JD303 specifications. GDA's stop sale order will not impede the future sale of such products, but rather, the order will combat the misleading nature of the current labeling practices. According to the Petroleum Quality Institute of America, John Deere developed the JD303 designation 57 years ago. Original formulations contained a now illegal ingredient sperm whale brain fluid. John Deere dropped this specification in the 1970s after the use of sperm whale oil was outlawed. The original formulation has been obsolete for 43 years, and since its discontinuance in Amy Carter/GDA Variations in color among samples of 303-labeled hydraulic fluid attest to the lack of measurable standards for its manufacture. 1974, there have been no industry-wide standards for 303 THF formulations. A series of specifications replaced JD303 formulations until John Deere established the final rules in 1989. The J20C specifications are the newest standard by which manufacturers should construct requirements for THF products used in their equipment. Following the Missouri Department of Agriculture's stop sale order on THF 303 labeled products in November, Georgia is the second state to incite action. Unlike Missouri's stop sale order which resulted in an immediate ban of such products state regulators in Georgia intend to allow THF manufacturers a six-month grace period to relabel their products to reflect accurate information to the buyer. "A relabeling order is really what it is," said John Shugart, PhD, director of GDA's Laboratory Division. "It allows companies to go through and say `Hey, this is what you're actually buying.'" Current THF 303-labeled products are coveted by farmers everywhere as an affordable multi-use fluid. While these products might not empty a farmer's wallet at the register, consumers should be aware that JD303 fluids cannot be tested for compliance with any known specifications and have the potential to cause performance issues and costly damage to farm equipment. In January, the GDA Fuel Labs in Tifton conducted research on 11 of the JD303-branded products sold within the state of Georgia. Seven of those tested products did not meet modern J20C kinematic viscosity performance demands. Consumer complaints about equipment failure prompted these studies. According to State Oil Chemist David Au, not all 303 THF on the retail market will have negative effects on farm machinery, but there are favorable physical properties that consumers need to be on the lookout for when browsing store shelves for the right THF fluid. To be called a Vidalia onion, the vegetables must be cultivated in South Georgia soil from a special Granex seed and packed and sold after the official pack date each year, resulting in only the highest quality onions reaching Vidalia fans each season. In 2017, Georgia grew more than 11,000 acres of Vidalia onions with a value of more than $120 million, according to Troy Bland, A Vidalia Onion harvest. Adams published a special notice to farmers on the front page of the Georgia Market Bulletin. It was headlined, "The Marijuana Weed," and even included a phonetic spelling to help readers pronounce the word properly: MA-RI-WANA. "Farmers have been approached by unscrupulous persons who are dealing in the sale of this dangerous weed, to grow it on shares," Adams wrote. "I want to WARN all farmers who have been approached along this line to immediately report it to this office, so that we may take further steps in checking the growth and sale of this deadly narcotic." At that time, the Georgia Department of Agriculture operated a drug division tasked with rooting out the illegal crop and destroying it when and where it was found. Nowadays, "unscrupulous persons" seldom ask farmers' permission to cultivate marijuana on their land. The bulk of marijuana seized from illegal grow sites in Georgia every year is discovered on private land, where it is sometimes planted without the knowledge of the owner. Other performance qualities such as oxidation stability, antiwear and corrosion resistance can also significantly impact tractor operation. Data collected from the state lab's studies show that there was a substantial variation in the tested samples' viscosity at 40 degrees Celsius. From this data, consumers can infer that cold temperature operation may be a problem because of high viscosity in some THF products. "The consumer needs to know that if they want to buy the cheaper product, that's their choice," said Shugart, "but it's not going to have the additives in it that will keep the equipment running up to original equipment manufacturer specifications." With a mission of consumer protection, GDA issued this relabeling initiative to prevent the sale of misbranded products without stripping consumers of their choice to buy a less expensive product. Manufacturers who intend to continue the sale of THF products currently labeled as 303 must relabel those products by Aug. 12, 2018, to be in compliance with the order. "We want to make sure that when people buy this product, they know what they are getting," said Rich Lewis, director of the GDA's Fuel and Measures Division. "Our aim is to make sure that all products on our shelves throughout the state are labeled properly." The Governor's Task Force, formed in 1984, unites them all in the annual detection and destruction of illegal grow sites statewide. Its operations are funded entirely by federal grants endowed with money seized from the illegal drug trade nationwide. "Whether people agree or disagree with the legality issues surrounding marijuana, it is currently illegal in Georgia according to federal and state statute and is still classified as a schedule one drug by the federal government," said the task force commander, a career lawman with 27 years as a Georgia State Trooper. According to the DEA, a Schedule 1 drug is one with a high potential for abuse. Other drugs in that category include heroin and ecstasy. Housed within the Georgia Department of Public Safety and supervised by the Georgia State Patrol, the task force relies on the GSP's Aviation Division to identify grow sites from the air. Because of the helicopters, most farmers and other residents of rural areas know the task force by sight if not by name. Marijuana growers do, too, and that serves as an effective deterrent, according to the task force commander. "The grower needs to know that somebody is looking, that there is a good possibility of them getting apprehended," he said. "If there weren't police on the road catching drunk drivers and there was not a realistic deterrent to getting caught then more people would be driving drunk. So much (marijuana) as there is out there now, there would be more if we weren't flying." Local law enforcement agencies handle the arrest and prosecution of growers. Glascock County Sheriff Jeremy Kelley has been working with the task force for eight years to deter marijuana production in his county, which lies about 45 miles southwest of Augusta. Kelley said the task force supplements his own law enforcement efforts with extremely knowledgeable officers who have far more detailed training on spotting the plants from the air. "The task force is just another tool that I want to make the most use of that we can because I want to eradicate our county of as much drugs as possible," Kelley said. "Illegal drugs and their industry is a large portion of the downfall of our country and society." Echols County farmer Kevin Coggins remembers the shock of seeing a task force helicopter fly over his farm for the first time. It circled low and slow, uniformed agents seated in the open doorways with their feet on the skids, the better to examine the pigweed growing tall amongst the tomato plants. He also recalls the panic he felt the first time he found marijuana growing at the end of a row of vegetables on his farm. "It'll scare you," he said. "I looked at that stuff and said, `I think I know what that is.' The guy that was with me, he was 99.9 percent sure he knew what it was." That was in the days before everyone carried cell phones, so when the other guy called those plants marijuana, Coggins headed for the nearest landline. "I knew that stuff was mine until I called the police, so I wanted to get away from it," he says. Coggins owned several thousand acres at the time, and that made him an occasional target for cannabis growers seeking land other than their own on which to cultivate their illegal cash crop. He assumed it was put there by laborers hired to plant his legal crops. Because marijuana has a street value upwards of $3,500 for a single plant, growers reap large profits from the smallest sites. The task force has found as few as two or three marijuana plants growing in landscape pots on back decks or in household gardens, and as many as 1,000 plants hidden amongst the stalks in five different corn fields. The helicopters make it possible to cover 159 counties and nearly 60,000 square miles in a growing season. On a late September day over Middle Georgia, the State Trooper flying a few hundred feet over a clearing in a pine forest is looking for markers such as roads, water sources and subtle differences in the many of shades of green below to direct his search. When he finds the right shade, he's got the probable cause that will allow him to knock a hundred more feet off the altimeter for a closer look. At that height, the leaf pattern is easier to visualize, but it's not indicative of the plant he seeks. "We'll keep looking," he said, banking away and up to return to cruising altitude. He's spent his entire 30-year law enforcement career with the State Patrol 17 of them flying so he makes a needle-in-a-haystack search look easy. The officers detailed to the task force have become so expert at the job, they've begun to see a change in tactics employed by growers trying to elude detection. "As task force efforts have resulted in large finds on private proper- ty, growers have sought other avenues for furthering their operations," said Capt. Mark Perry, public information officer for the Georgia Department of Public Safety. "These include indoor grow operations and moving grow fields to other locations. Georgia has seen an increase in the number and size of marijuana grows on its public lands in the last several years. This presents a unique safety issue to the general public who may wander into these sites while hiking in the National Forests or other public lands and encounter armed members of drug trafficking organizations." In the Chattahoochee National Forest three years ago, the task force found 20,000 plants growing on the side of a mountain. The land had been clear-cut by growers who hiked in with pumps, irrigation and everything else they needed to stay on-site and tend the crop. A similar find just a few hundred yards behind a rest stop on Interstate 20 included generators buried in holes that had been insulated to muffle the noise. In both cases, the growers were on-site and ran to elude capture when task force agents arrived. The larger the organization behind the grow, the more danger such sites pose to the public and to law enforcement. "Some growers go to elaborate means to protect their plants, equipment and distribution network," Perry said. "These can include security systems, surveillance, traps and other measures aimed at injuring or killing anyone outside the operation. Since this a far more elaborate system than a person growing a single plant or two on their back deck, the danger to task force members is compounded. This can escalate to acts of retaliation by members associated with the hierarchy of the grow network." Every year, in addition to thousands of plants, the task force seizes other illegal drugs, guns and stolen goods. "We have found the illegal marijuana market goes hand-in-hand with other illegal activity such as stolen vehicles, stolen heavy equipment, stolen/illegal guns, and other illicit items including cash derived for the drug trade, which we often recover during our searches," the task force commander said. The Governor's Drug Suppression Task Force works with local law enforcement agencies statewide to identify and control the illegal cultivation of marijuana.
