U.S. Secretary of Agriculture Sonny Perdue announced July 24 that the U.S. Department of Agriculture will take actions to assist farmers in response to trade damage from retaliatory tariffs imposed by other countries. President Donald Trump directed Perdue to craft a short-term relief strategy to protect agricultural producers while the administration works on free, fair and reciprocal trade deals to open more markets in the long run to help American farmers compete globally. Specifically, USDA will authorize up to $12 billion in programs, which is in line with the estimated $11 billion impact of the unjustified retaliatory tariffs on U.S. agricultural goods. These programs will assist agricultural producers to meet the costs of disrupted markets. "This is a short-term solution to allow President Trump time to work on long-term trade deals to benefit agriculture and the entire U.S. economy," Perdue said. "The President promised to have the back of every American farmer and rancher, and he knows the importance of keeping our rural economy strong. Unfortunately, America's hard-working agricultural producers have been treated unfairly by China's illegal trading practices and have taken a disproportionate hit when it comes illegal retaliatory tariffs. "We believe this is a good short-term solution for our farmers who have long-suffered from unfair trade practices from many of our international trading partners," Black said. The Georgia Department of Agriculture's Georgia Grown program has already looked at expanding trade opportunities for Georgia commodities with a recent trip to Indonesia. "We are always looking to broaden our trade portfolio," said Paul Thompson, deputy director of marketing and promotion. "We literally just got off the road talking Georgia Grown with hopes of tapping potential new trade markets for our Georgia farmers." Black said the recently announced assistance will be a short-term fix for a longstanding problem. "We've finally called China's hand on the unfair trade practices they have long imposed on American agriculture," Black said. "For years they have levied biased regulations against our farmers and their commodities and hopefully we are now on a steady road for a clear and certain resolution." According to the USDA, a disproportionate number of retaliatory tariffs imposed on the United States have been targeted directly at American farmers. Trade damage from such retaliation has impacted a host of U.S. commodities, including field crops like soybeans and sorghum, livestock products like milk and pork, and many fruits, nuts and other specialty crops. High tariffs disrupt normal marketing patterns, affecting prices and raising costs by forcing commodities to find new markets. Additionally, there is evidence that American goods shipped overseas are being slowed from reaching market by unusually strict or cumbersome entry procedures, which can affect the quality and marketability of perishable crops. This can boost marketing costs and discount our prices, and adversely affect producers. USDA will use the following programs to assist farmers: The Market Facilitation Program, autho- rized under The Commodity Credit Corporation Charter Act and administered by Farm Service Agency, will provide payments incrementally to producers of soybeans, sorghum, corn, wheat, cotton, dairy, and hogs. This support will help farmers manage disrupted markets, deal with surplus commodities, and expand and develop new markets at home and abroad. Additionally, USDA will use CCC Charter Act and other authorities to implement a Food Purchase and Distribution Program through the Agricultural Marketing Service to purchase unexpected surplus of affected commodities such as fruits, nuts, rice, legumes, beef, pork and milk for distribution to food banks and other nutrition programs. In the year since he was sworn in as the nation's 31st agriculture secretary, former Governor Perdue has traveled to 43 states as part of his "Back to Our Roots" tour. On each leg of the tour, Perdue has met with representatives of various ag industry sectors to hear their ideas and concerns. He brought the tour to his home state of Georgia, where he was joined by his cousin, Senator Perdue. Together they visited Lewis Taylor Farms in Tifton, where Georgia Agriculture Commissioner Gary Black joined them for a roundtable discussion of the 2018 Farm Bill with Southwest Georgia producers. "The Secretary and Senator both know that on-the-ground, grassroots input is always the best way to gather information," Black said. "I am confident, particularly during this important period of discussion surrounding the Farm Bill, that our tour will yield positive results." I had enjoyed a personally fulfilling only childhood up to then, but it was time to face the music: the universe no longer revolved around me. Or so it seemed. It wasn't long after we settled in that I met the boy across the street. "Met" might be too strong a word. We were never formally introduced, and he never spoke a word to me conversationally. He was about my age, always barefoot and dressed in overalls with no shirt underneath, the hem of his pants rolled about three times to create bulky cuffs that hung heavy around toothpicksized ankles. He looked like every storybook illustration of Peter Pan that I'd ever seen, but he sounded just like Hank Williams Sr. For some odd reason, he got a radar lock on me, and every time my feet hit the back steps of my house, I'd hear the screen door slam on his. He'd take his post on the corner of his yard that was closest to mine, plant his feet shoulder-width apart, set both fists on his hips, throw his head back and keen like a hound dog baying at the moon: "Hey, good lookin'," he hollered/sang. "Whatcha got cookin'?" The first time my Daddy caught the show, he laughed. Hank Jr. bowed up like a banty rooster and crowed defiantly: "How's about cookin' somethin' up with me?" Daddy laughed even harder, cut those blue eyes my way and said: "Sister, do you think he'll still love you when he finds out you can't cook?" (I became Sister the day we learned my brother was in the works. If Daddy ever called us by our Christian names Mama included we knew we were in T-R-O-U-B-L-E. Around the time of my own birth, Mama named me Amy Elisabeth and Daddy named me Amos Moses, after the Jerry Reed song. There I was, this wee girl with strawberry blond pigtails, harboring a one-armed Cajun alter ego who lived by hisself in the swamp, huntin' alligators for a livin' and knockin' `em in the head with a Barbie doll. Just kidding. I used a stump.) Like I said, that summer marked the end of my little princess party. Thanks to Hank Jr., it also marked the start of cooking lessons at my house. Theoretically, I can debone a whole chicken and use the byproduct to boil my own stock for scratch-made chicken and dumplings; catch, clean, filet and fry, grill, bake or broil any edible species of fish, fresh or saltwater variety; simmer blackeyed peas until they taste like boiled peanuts; and whip up a mess of brown gravy to smother it all if something goes wrong. Maybe Hank Jr. had something there, after all. On paper, I'm quite the catch. In reality, I'm more of a cornbread girl, me. That's because cornbread was never just cornbread at my house. It might contain cracklins, bacon or crumbled up sausage, fresh Silver Queen Corn kernels, diced tomatoes and green onions, cheddar cheese, jalapeno peppers and/or sour cream. Throw it all in a preheated cast-iron skillet with some bacon grease and half a stick of butter, and you've got a one-pan meal that covers all the major food groups. It's useful for sopping that last little bit of chili out of the bowl, too. Thank you for answering our call for recipes to share in the Market Bulletin. Especially the ones for cornbread. Georgie's Drive Thru the Cotton Belt Hello! I'm Georgie, the Georgia Grown mascot. Can you name the No. 1 row crop in Georgia? With 1.3 million acres planted about twice as many as peanuts cotton is king in Georgia. There were almost 5 million acres planted here in 1915 when a pest named the boll weevil first appeared in Thomas County. From World War I until the 1960s, the boll weevil chewed up and destroyed nearly $10 billion worth of cotton, by far the costliest pest American farmers had ever seen. This unwelcome visitor caused a few good developments, though, like the Boll Weevil Song by Brook Benton and the formation of the University of Georgia's Cooperative Extension Service. Since the only thing the boll weevil liked to eat was cotton, farmers learned to grow other crops like peanuts during the worst years. In 1987, everybody had finally had enough, so the Boll Weevil Eradication Program was developed and implemented. The plan included pesticide applications, cotton stalk removal, and the green and white traps that can still be seen beside roads today all over the Cotton Belt. These traps contain a scent that will attract any boll weevils in the area, making sure we don't have any left in Georgia, looking for a home...looking for a home. In a large mixing bowl, combine molasses, butter and eggs (do not beat). Add dry ingredients to the molasses mixture and stir until moistened. Pour into well-greased 8-inch round baking pan. Agriculture Secretary Sonny Perdue announced on July 16 that agricultural producers affected by hurricanes and wildfires in 2017 now may apply for assistance to help recover and rebuild their farming operations. Sign-up is open through Nov. 16. "Hurricanes and wildfires caused billions of dollars in losses to America's farmers last year. Our objective is to get relief funds into the hands of eligible producers as quickly as possible," Perdue said. "We are making immediate, initial payments of up to 50 percent of the calculated assistance so producers can pay their bills." Additional payments will be issued, if funds remain available, later in the year. The program, known as the 2017 Wildfires and Hurricanes Indemnity Program (2017 WHIP) was authorized by Congress earlier this year by the Bipartisan Budget Act of 2018. Eligible crops, trees, bushes or vines located in a county declared in a Presidential Emergency Disaster Declaration or Secretarial Disaster Designation as a primary county are eligible for assistance if the producer suffered a loss because of a 2017 hurricane. Also, losses located in a county not designated as a primary county may be eligible if the producer provides documentation showing that the loss was due to a hurricane or wildfire in 2017. A list of counties that received qualifying hurricane declarations and designations is available at https://www.fsa.usda.gov/ programs-and-services/disaster-assistanceprogram/wildfires-and-hurricanes-indemnityprogram/index. Eligibility is determined by Farm Service Agency county committees. Agricultural production losses due to conditions caused by last year's wildfires and hurricanes including excessive rain, high winds, flooding, mudslides, fire, and heavy smoke could qualify for assistance through the program. Typically, 2017 WHIP is only designed to assist with production losses, however, if quality was taken into consideration under the insurance or Noninsured Crop Disaster Assistance Program policy, where production was further adjusted, the adjusted production will be used in calculating assistance under this program. Eligible crops include those for which federal crop insurance or NAP coverage is available, excluding crops intended for grazing. A list of crops covered by crop insurance is available through the U.S. Department of Agriculture's Actuarial Information Browser at https://webapp.rma.usda.gov/apps/actuarialinformationbrowser. Eligibility will be determined for each producer based on the size of the loss and the level of insurance coverage elected by the producer. A WHIP factor will be determined for each crop based on the producer's coverage level. Producers who elected higher coverage levels will receive a higher WHIP factor. The 2017 WHIP payment factor ranges from 65 percent to 95 percent, depending upon the level of crop insurance coverage or NAP coverage that a producer obtained for the crop. Producers who did not insure their crops in 2017 will receive 65 percent of the expected value of the crop. Insured producers will receive between 70 percent and 95 percent of expected value; those who purchased the highest levels of coverage will receive 95 percent coverage. Each eligible producer requesting 2017 WHIP benefits will be subject to a payment limitation of either $125,000 or $900,000, depending upon their average adjusted gross income, which will be verified. The payment limit is $125,000 if less than 75 percent of the person or legal entity's average adjusted gross income is average adjusted gross farm income. The payment limit is $900,000, if 75 percent or more of the average adjusted gross income of the person or legal entity is average adjusted gross farm income. Both insured and uninsured producers are eligible to apply for 2017 WHIP. However, all producers receiving 2017 WHIP payments will be required to purchase crop insurance and/or NAP at the 60 percent coverage level or higher for the next two available crop years to meet statutory requirements. Producers who fail to purchase crop insurance for the next two applicable years will be required to pay back the 2017 WHIP payment. To help expedite payments, a producer who does not have records established at the local USDA service center are encouraged to do so early in the process. To establish a record for a farm, a producer needs: Proof of identity: driver's license and Social Security number/card; Copy of recorder deed, survey plat, rental, or lease agreement of the land. A producer does not have to own property to participate in FSA programs; Corporation, estate, or trust documents, if applicable. Once signup begins, a producer will be asked to provide verifiable and reliable production records. If a producer is unable to provide production records, USDA will calculate the yield based on the county average yield. A producer with this information on file does not need to provide the information again. The loan amount can be up to $2 million with interest rates of 2.5 percent for private nonprofit organizations of all sizes and 3.58 percent for small businesses, with terms up to 30 years. The SBA determines eligibility based on the size of the applicant, type of activity and its financial resources. Loan amounts and terms are set by the SBA and are based on each applicant's financial condition. These working capital loans may be used to pay fixed debts, payroll, accounts payable and other bills that could have been paid had the disaster not occurred. The 3,000-square-foot tract next to a soccer field at a city-owned park received a muchneeded facelift in the form of native plants and new soil. Jessica Brown, stormwater specialist at Marine Extension and Georgia Sea Grant, oversaw construction of the site, which is called in technical terms a bioretention cell. "This project will serve as a case study and educational demonstration of a bioretention cell, which is a stormwater management practice that captures and treats runoff," Brown says. "It's a form of green infrastructure that helps protect and restore habitat by mimicking the natural water cycle." The bioretention cell, next to a tidal ditch, will act as a buffer for the park. When it rains, excess water from the soccer field will flow into the bioretention cell, which consists of layers of sandy soils, mulch and stone. Pesticides, fertilizers and other chemicals applied to the playing field will be filtered out through these layers instead of running directly into the tidal creek. With population growth and increased land development in Coastal Georgia, the use of green infrastructure has become increasingly important because it protects water quality and coastal habitats from pollution. Brown worked with the city's engineer, Garrow Alberson, to design the bioretention cell. City employees constructed the project. Alberson hopes the project will raise public awareness of green infrastructure practices. "It seems that a lot of developers and engineers are hesitant to implement these practices because of factors like cost, long-term maintenance and effectiveness," he said. "Hopefully, the construction of the demonstration cell will show that these practices can be effective for runoff volume reduction and water quality improvement, and that the practices can be cost-effective to install." The final phase of the project involved installing native plants, selected by Keren Giovengo, manager of the Marine Extension and Georgia Sea Grant's EcoScapes program. The EcoScapes Sustainable Land Use program promotes responsible stewardship of natural resources in Georgia through sus- tainable land development and landscaping practices. "Because of the size of the bioretention cell, I was able to consider a variety of trees, shrubs, grasses and palms for the site," Giovengo says. "They were selected to provide a diverse array of local deciduous and evergreen species that are low maintenance and can tolerate drought, flooding and salt." Twelve students participating in a landscaping course through the Job Corps Center in Brunswick assisted with the planting. Job Corps, a no-cost education and career technical training program administered by the U.S. Department of Labor, helps young people ages 16 to 24 improve the quality of their lives through career technical and academic training. "They're in our program for roughly eight months and we help them earn their high school diploma or learn a trade and become certified," says Kevin Brandon, landscaping instructor at the Brunswick Job Corps Center. "We look for as many hands-on opportunities like this as possible because our goal is to get them a job when they complete the course," he says. Thanks to help from the students, all 216 native plants were in the ground in less than four hours. Brown plans to showcase the demonstration site to environmental professionals and public works staff in surrounding counties. "My hope is that we can do enough demonstration projects, such as this one, to better understand how they perform in a coastal environment and build capacity within the local workforce," says Brown. An udderly cool summer job The future of Georgia agriculture looks promising as students enrolled in colleges and universities across the state continue to take interest in interning with the Georgia Department of Agriculture each year.
