GEORGIA DEPARTMENT OF AGRICULTURE GARY W. BLACK, COMMISSIONER WEDNESDAY, APRIL 27, 2016 VOL. 99, NO. 9 COPYRIGHT 2016 Prevent the spread of Zika: `Tip `n Toss' standing water to control mosquito population Spring has arrived in Georgia. The trees are in bloom, tulips and daffodils are poking up from the ground, and the days are growing longer and warmer. Another sure sign of spring: mosquitoes. They've spent the winter in egg stage and, depending on temperature and rainfall, will soon emerge. Aside from being annoying, mosquitoes can carry disease. Aedes aegypti (the yellow fever mosquito) and Aedes albopictus (Asian tiger mosquito) can spread dengue, chikungunya or Zika viruses. There are ongoing Zika outbreaks in more than 40 countries and territories in the Americas, Caribbean, Pacific Islands and Mexico. Zika virus has been linked to serious birth defects in infants, and studies are also being done to determine whether there is a connection between Zika virus infection and Guillain-Barr syndrome. So far there are no reports of locally transmitted Zika cases in Georgia or anywhere in the United States, but cases have been reported in returning travelers. Zika virus is transmitted primarily through the bite of infected Aedes species mosquitoes, which can be found in Georgia. Zika virus is passed from an infected person to another A. aegypti mosquito (GA DPH Communications) mosquito through mosquito bites. An infected mosquito can then transmit the virus to other people. Sexual transmission of Zika has also been documented. "We have seen a dramatic increase in Zika virus infections in Brazil and neighboring countries since 2014," said Brenda Fitzgerald, M.D., commissioner of the Georgia Department of Public Health. "We must be cautious and we must take steps now to prevent Zika from spreading to Georgia or the U.S." So how can the spread of Zika virus infection be prevented in Georgia? It begins at home both inside and outside. Female mosquitoes lay several hundred eggs on the walls of water-filled containers; even a container as small as a bottle cap is a perfect breeding ground for mosquitoes. When water covers the eggs, they hatch and become adults in about a week to 10 days. They bite primarily during the day and at dusk. A few infected mosquitoes can produce large outbreaks in a community and put families at risk of becoming sick. If you have things in and around your home and yard that could hold water, get rid of them. One of the most effective ways to control the mosquito population is to eliminate standing water. After every rainfall and at least once a week, "Tip `n Toss." Dump out standing water in flowerpots and planters, children's toys or trash containers. Do not allow water to accumulate in old tires, rain gutters, piles of leaves or natural holes in vegetation. Tightly cover water storage containers (buckets, cisterns, rain barrels) so that mosquitoes cannot get inside to lay eggs. For containers without lids and See ZIKA, page 12 INSIDE THIS ISSUE Livestock Sales...........................4 Drought-proof Bermuda............6 Spring Planting Chart................ 11 Fighting Cyclospora ................. 12 Notice Ads for the May 25 issue including Farmland Rent/Lease are due by noon, May 11. Georgia Department of Agriculture Commissioner Gary W. Black joined the Georgia Grown Trail 41 Association in Vienna April 5 to unveil signage identifying the U.S. Hwy 41/341 corridor as a Georgia Grown Trail. The Georgia Grown Trail program is a joint marketing initiative of the Georgia Department of Agriculture and the Georgia Department of Economic Development. Trail signage helps motorists identify and patronize local farms and agribusinesses along the state's rural by-ways. Remembering Bill Murray, the father of Georgia's Christmas tree industry Bill Murray was an early and avid advocate for Georgia's $10 mil- lion Christmas tree farming industry. A forester by profession, he founded the Southern Christmas Tree Farm in Cordele in 1949, inspired by the excitement he witnessed as families chose their own live trees on a farm in Pennsylvania. In 1960, he helped found the Georgia Christmas Tree Association, a grass-roots organization representing growers throughout the state. "A true legend," is how the association remembered him in posting news of his death March 26 on its Facebook page. Murray has been eulogized in word and song "The Old Rugged Cross" and "Amazing Grace" were played at his March 29 funeral and buried with Military Hon- ors from the U.S. Navy. The memory of his influence and impact on one of the happi- est fields of service in Georgia agriculture lives on. "I always looked at him sort of as the father of the Christmas tree industry in Georgia," said Chuck Berry, who op- erates Berry's Christmas Tree Farm in Covington with his father, Charles. "We planted our first Christmas trees in 1977. From my earliest memories of Christmas trees and Christmas tree meetings and people with vast knowledge of the Christ- mas tree industry, Mr. Bill was always in the forefront." Bill Murray Murray was known for promoting live Georgia-grown Christmas trees as a wholesome alternative to store-bought. He talked of live locally grown trees being better for everything from the health of the home to the soundness of the local economy. In addition to growing trees to meet the needs of his Cordele market, Murray propagated seedlings for other growers to purchase. He's even credited with discovering a hardy variety of Leyland cypress that helps Georgia tree farmers get to market faster. The tree is named the Murray cypress. Berry's Christmas Tree Farm patriarch Charles Berry served with Murray on the boards of the state and national Christmas tree associations for many years. He recalls Murray's proudest moments in his two-year tenure as president of the National Christmas Tree Association: accompanying the association's Grand Champion Christmas Trees to the White House for display during the presidency of Ronald Reagan. Chuck Berry said Murray's legacy will not soon be forgotten. "He set everybody on the right course, and through his research and through his knowledge ... we'll continue on, just as long as we can continue to convince everybody to buy Georgia Grown," Chuck Berry said. PAGE 6 FARMERS AND CONSUMERS MARKET BULLETIN 404-656-3722 agr.georgia.gov WEDNESDAY, APRIL 27, 2016 Guest Column: The latest Bermuda grass by UGA grows in drought, shade By Frank M. Watson UGA Extension Service The newest University of Georgia turfgrass release, TifTufTM Bermuda grass, is now available to homeowners. TifTuf's drought tolerance and shade tolerance make it one of the best choices for establishing a new lawn. From Wayne Hanna and Brian Schwartz, UGA Tifton Campus turfgrass breeding program plant scientists, TifTuf is for homeowners who are serious about maintaining carpet-type coverage, which does not come cheap. Like all premium Bermuda lawn grasses, it must be established by sodding and is much more expensive than what one would pay to seed common Bermuda grass. While other Bermuda grasses survive drought conditions by going dormant and then greening up at the first exposure to moisture, TifTuf stays green because it doesn't go dormant under drought stress. In UGA tests, TifTuf used 38 percent less water than Tifway Bermuda grass while maintaining better turf quality. Optimum water management, as with any grass, is dependent on the soil's physical characteristics and climate. While the rule of thumb for watering most grass types is to provide one inch of water per week, TifTuf simply doesn't need to be irrigated once its roots are established in good soil, except in cases of extreme drought. Other than drought, the most common problem seen with Bermuda grass lawns is stress brought on by too much shade. TifTuf thrives in light ranging from full sun to partial shade. While it certainly won't grow in full shade, it is more shade tolerant than any of the other Bermuda grass varieties that have been used in our area. A well maintained, vigorous TifTuf Bermuda grass lawn with good turf density will inhibit weed establishment. To be sure weeds are controlled, use of a pre-emergent herbicide is recommended in the spring and fall. When or if weeds become a problem, there are many choices of herbicide for specific weeds. Herbicide variety and availability for hybrid Bermuda grasses is enhanced by the fact that most athletic fields use this type of grass. For more information on growing turfgrasses in Georgia, go to GeorgiaTurf.com. -Frank Watson is the University of Georgia TifTuf turfgrass is planted in front of the Future Farmstead on the UGA Tifton Campus Conference Extension agent in Wilkes County. For that reason, gardeners tend to seek out the few nature throws our way. Eastern bluestar (Amsonia tabernaemontana) is blue without any of the lavender or violet tones that often get labelled as such. It is not vibrant, but a pale steely blue that seems to go with whatever it is paired with. Eastern bluestar is native to many areas of the eastern half of the United States, including Georgia. It thrives in part shade to full sun and prefers deep soil but will tolerate less than ideal conditions. In sandy soils, it may benefit from the addition of organic matter. Some afternoon shade may make the flowers last longer. It may be purchased at finer garden centers and nurseries, especially those focused on native plants. It is also easily grown from seed and is long-lived where happy. Eastern bluestar blooms in mid spring. One of the most attractive plantings I have ever seen using it was with Eastern columbine and cinnamon ferns. The tall bright green ferns formed an ideal backdrop for the red and yellow of the columbine and the blue of the bluestar a perfect trio of primary colors. Other good companions that bloom at about the same time as Eastern bluestar are copper iris, woodland phlox, Solomon's seal, Spanish squill and green-and-gold. Although peonies and butterfly weed bloom later, they pair well with Eastern bluestar because they are also long-lived and do not like to be disturbed. Many of our native asters work well with Eastern bluestar. In fact, its banana yellow fall foliage enhances the fall flowers of the asters. There are a few lesser-known species which are worth checking out. Most notable among them is the Arkansas or thread-leaf bluestar (Amsonia hubrichtii). Its flower heads are more tightly clustered than those of the Eastern bluestar, and its leaves are thread-like and feathery, making the plant attractively distinct when not in bloom. In fact, it may be showier in the fall with its fine, yellow foliage than when it is in bloom. Eastern bluestar is member of the Apocynaceae or dogbane family, along with the milkweeds. As such it has a milky sap that can irritate the skin and should be kept out of the eyes. The irritating sap may be why deer avoid eating it, another selling point in these days of high deer populations. -Arty Schronce is the department's resi- dent gardening expert. IrisSocietyFlintRiver.org 404.826.1688 Correction to name of business An article published in our April 13 issue misstated the name of Dixon Pest Services in Thomasville. We regret the error. Dixon Pest Services contracted with the University of Georgia's Entomology Program to treat for termites in a 65-year-old produce shed at the State Farmers Market in Thomasville. Owner Charles Dixon said he signed on for the project at a greatly reduced rate "to give back to a community that has supported our company." Dixon Pest Services works often with farmers and at farmers markets across the state. The company is also a frequent collaborator with UGA and the Georgia Department of Agriculture. "When we partner with UGA we have the opportunity to work with and learn from some of the best teachers available anywhere," Dixon said. "We also appreciate working with our regulators at the Georgia Department of Agriculture. The attitude of helping and partnering with our industry which their leadership has instilled has fostered much better relationships across our state." The summer of 2015 repeated the same pattern: A large, multi-state outbreak dispersed across the na- tion. A parasite that frequently causes watery diarrhea, nausea, loss of appetite, muscle pain, fatigue and weight loss, Cyclospora cayetanensis is sometimes known as "traveler's diarrhea." The Georgia Food and Feed Rapid Response Team activated in July 2015 to counter this threat to food safety. In any outbreak investigation, three of the most important pieces of evidence are: place, time and the means of exposure to the suspected pathogen (a.k.a. the disease-causing bug). During this investigation, GaRRT members worked together through a combination of surveillance, fact-finding detective work, interstate communications and international collaboration in both The scope of the 2015 outbreak. public health interventions and policy changes. Interviews by DPH Epidemiologists at DPH noted the uptick in Cyclospora with restaurant owners and staff directed investigators toward cases, which were clusters confined to particular localities wholesale suppliers who purchase, store and ship ingredients. across the state. From the epidemiologic evidence, DPH determined the connection: Restaurants were the common denominator to those found ill with Cyclospora. It be- came clear at this point that the investigation was to span other agencies because of the many possible leads and evidence involved. Though DPH is traditionally the lead agency to investigate restaurant outbreaks, the Georgia Department of Agriculture routinely assists by tracing ingredients used in restaurants. Among GDA's responsibili- ties are inspecting retail and wholesale food establishments as well as food manufac- turers. Both agriculture and public health are represented on the GaRRT, with many members coming from the fieldwork side of both agencies. For this reason, it was easy to bring together the two agencies to share the work and combine resources for the investigation. Because of the previous two outbreaks of Cyclospora, the Centers for Disease Control and Prevention in Atlanta asked regulatory Members of the GaRRT during an emergency preparedness exercise in May 2015. These interviews led the investigation team down the trucking route to Texas. Working with officials at the Texas Rapid Response Team, the Georgia team was able to ascertain ports of entry for the cilantro under investigation: Hidalgo and McAllen, Texas. Through this discovery, it was found the cilantro originated from the State of Puebla in Mexico, the same state that produced cilantro contaminated by Cyclospora in the summers of 2013 and 2014. Because of continuing problems with this region and the ongoing Cyclospora outbreak, authorities in Mexico and the United States collaborated to address the conditions that allowed for another outbreak. Enhancing fresh cilantro safety was the priority during and after the outbreak. The safety mechanisms incorporated a system for risk reduction, including export controls, for cilantro from the State of Puebla. On July 27, 2015, the U.S. Food and Drug Administration implemented a supportive framework of import controls to detain without physical examination shipments of fresh cilantro from Puebla between April and August 2015. This control framework will continue to be implemented for the same time period in future years. Shipments of fresh cilantro from other states in Mexico were cleared for importation into the U.S. during this time frame last summer, but only if documentation demonstrated the cilantro was harvested outside of Puebla. Additionally, the FDA and Mexican public health agencies worked collaboratively to prepare a "Green List" of companies in Puebla that are known and documented to be safe and that were not implicated in the outbreak. Their shipments of fresh cilantro were not detained. When the outbreak concluded, Cyclospora illnesses attrib- uted to cilantro affected 546 people in 31 states. Georgia had the third-highest case count with 26 documented illnesses. Through the GaRRT, our state also had the distinction of identifying clusters and investigating leads that ultimately helped solve questions presented by the outbreak. For more information on the outbreak visit: www.cdc.gov/parasites/ cyclosporiasis/outbreaks/2015/. Participating GaRRT agencies activated for this outbreak included members from the Georgia Department of Agriculture, Georgia Department of Public Health, Fulton County Health Department and the U.S. Food and Drug Administration. -Thomas Burke is pursuing his Mas- ters in Public Health at Emory Univer- sity, with an emphasis in epidemiology. He interned with the Division of Food Safety at the Georgia Department of Agriculture in 2015-2016. Georgia Dairy Farmers Vote to Continue Milk Marketing Order Georgia dairy farmers voted by an overwhelming majority to extend the Georgia Milk Marketing Order for three years. Ninety-six percent of eligible ballots returned during the balloting period March 1-30 were "yes" votes. Federal law requires U.S. dairy producers to pay $0.15 per hundredweight into the national dairy check-off program to drive increased sales of and demand for dairy products and ingredients. With the approval of the continuation of the Georgia Milk Marketing Order, $0.10 of the $0.15 per hundredweight that producers invest remains at the state level with the Georgia Agriculture Commodity Commission for Milk. The commission was created in 1969 and is recognized as a qualified program under the rules of the Federal Milk Marketing Order, which allows the money collected to be used by the Georgia Milk Commission. The money received by the Georgia Milk Commission is used in-state to promote milk consumption and to educate consumers about the benefits of dairy products and the origins of the milk they buy. One of the important educational projects is the Mobile Dairy Classroom, which demonstrates how cows are cared for and milked. More than 100,000 people throughout the state watched demonstrations by the Mobile Dairy Classroom in 2015. Zika: Prevention is the only cure Continued From Page 1 too big to "Tip `n Toss" (bird baths, pools), use larvicides such as mosquito dunks or mosquito torpedoes (they will not hurt birds or animals). Trimming vegetation and cutting tall grass can help reduce the number of adult mosquito resting places. Community clean-up campaigns including free landfill or dump days or free trash pick-up days encourage residents to clean up around their homes and are very effective in eliminating places for mosquitoes to lay their eggs. Adult mosquitoes live inside and outside, so keep mosquitoes out of your home. Use screens on windows and doors, making sure they are in good repair and fit tightly. Use air conditioning when it's available. Mosquitoes are not strong fliers, so using fans on porches and patios can also help reduce mosquito exposure. It is important to use personal protection to avoid mosquito bites when engaging in outdoor activities. Wear lightweight long-sleeved shirts, long pants and socks. Using EPA-registered insect repellents containing 20-30 percent DEET or a product such as oil of lemon eucalyptus will reduce exposure to mosquitoes. Controlling the mosquito population will take all Georgians working together as neighbors, united in a common cause, to prevent the spread of Zika virus in the state.
