Black joined agricultural leaders from around the state and nation in Washington, D.C., April 21 for a press conference to discuss labor issues affecting Georgia farmers. "It was 19 years ago when I accompanied a group of Vidalia onion farmers to Washington because they were facing labor issues at that time," said Commissioner Black. "The same problem we identified 19 years ago still exists today." Commissioner Black and Michigan Director of Agriculture Jamie Clover Adams joined American Farm Bureau President Zippy Duvall and producers from several states to highlight the need for enhanced coordination to eliminate processing delays within the federal H-2A program. The H-2A program is critically important to America's farmers and ranchers who need timely, legal and dependable workers to harvest valuable seasonal crops. Duvall said that the U.S. Department of Labor is required to approve H-2A applications 30 days before farmers need workers in the field, but that deadline is routinely missed. "The backlog is about 30 days in the processing of H-2A applications," Duvall said. "Crops are not going to wait for the labor to get there. Crops will continue to mature and rot in the field if we do not get something done and done quickly." Bill Brim of Lewis Taylor Farms in Tifton said that he has used the cumbersome and arduous H-2A program since 1997 to hire workers to pick produce on 6,000 acres. He's been conferring with Congress on the need for reform since joining the program, he said. "We understand that USDA, U.S. Department of Labor and Homeland Security have their problems they deal with on a daily basis, but they have a little bit of control over what they do. We do not with our produce," said Brim. "It gets ready whether we want it to get ready or not, so we have to pick our crops. Right now in Georgia you have blueberries coming in, you have squash and cucumbers coming in, and we don't have the labor to pick it." When multiple crops are ready for harvest but labor is short, farmers have to sacrifice their "cheaper" crops, Brim said. Sometimes, the expectation of delays in hiring workers through the H-2A program prompts farmers to forego sowing certain crops altogether. Farm Bureau President Duvall said farmers, farm communities and agribusinesses are suffering in the short-term, but the American consumer will be the one to pay long-term. "Farmers aren't planting because they're scared they won't have any labor. Crops are going to be shorter and prices are going to be higher," he said. According to Georgia Agriculture Commissioner Gary W. Black, this brings to 27 the number of Feed My School participants statewide, which are on the forefront of the farm-to-school movement in the state. They are key to the success of the 2020 Vision for School Nutrition in Georgia, which aims to have at least 20 percent of every meal served in every Georgia public school every day be comprised of Georgia products by the start of the 2020 school year. "These school nutrition directors are setting the example of how to purchase local products for school systems, all while improving the nutritional value for students," Black said. "We look forward to working with these schools this year and beyond to promote local and healthy eating in school systems throughout the state." The quality of this year's applicants led to the addition of eight new schools, including the first private school to enter the program. Cook Georgia Grown: Vidalia Onion Quesadilla with Fresh Guacamole Recipe courtesy of Seth Freedman, Culinary Director of PeachDish Ingredients: 1 Tbsp. + 1 tsp. cooking oil, divided 1 Vidalia onion, divided 1 Padron chile pepper 3 oz. grape tomatoes, divided 1 tsp. ground cumin, divided 1/2 tsp. PeachDish salt*, divided, plus more to taste 1 cup cooked pinto beans 1 avocado 2 sprigs cilantro 1 lime, divided 6 (6-inch) corn tortillas 5 oz. grated Oaxaca cheese, divided Preparation: (Please read entire recipe before beginning. Rinse and dry fresh herbs and vegetables.) Peel Vidalia onion. Cut into quarters through blossom end. Dice 1 quarter and thinly slice the remaining 3 quarters, keeping diced and sliced sections separate. Remove Padron stem and seeds, then slice flesh thinly. (While they vary in spiciness, Padrons are typically fairly mild.) Quarter tomatoes. Halve lime; cut 1 half into wedges and reserve the other half for juicing. Run a knife all the way around avocado through stem, then open it into 2 halves. Use a spoon to scoop out the pit. Pick and chop cilantro leaves. Drain and rinse beans. Place a saut pan over medium-high heat and add 1 Tbsp. cooking oil. When the oil is hot, add sliced Vidalia onion. Cook while stirring until onions are translucent, tender and lightly browned, 5-6 minutes. Stir in Padron, half of the tomatoes, 1/2 tsp. cumin and 1/4 tsp. PeachDish salt. Remove from pan and set aside to cool. Rinse and wipe pan clean, then set aside for later use. Place pinto beans in a mixing bowl and use the back of a fork to mash them. Gently mix in Vidalia-tomato mixture. Use a spoon to scoop flesh out of each avocado half and place in another mixing bowl. Use the back of a fork to mash avocado. Mix in remaining 1/2 tsp. cumin, 1/4 tsp. PeachDish salt, chopped onion, remaining tomatoes and cilantro. Add juice from 1/2 lime. Taste and adjust seasoning as desired with PeachDish salt. Return saut pan to medium-low heat. Add 1/2 tsp. cooking oil. Place a tortilla (if your pan is large enough, cook two at a time) in the pan. Spoon about 1/6 of bean mixture to 1 side of the tortilla, top with about 1/6 of the cheese, and fold uncovered side of tortilla over the filling. Cook 1-2 minutes, and carefully flip. The quesadilla is ready when both sides are lightly browned and the cheese is melted. Repeat with the remaining tortillas, adding remaining 1/2 tsp. cooking oil as needed. Cut the quesadillas into wedges. Serve with guacamole and lime wedges on the side. Arty's Garden: Bless This Mess By Arty Schronce Manicured is not a word used to describe my garden. If you enjoy clipping shrubs into rigid shapes, creating and maintaining crisp edges or having precisely spaced annuals, go to it. For me an informal style works best. I certainly had a hand in my landscape's design and maintenance, just not a heavy one. April was a busy month, and as I assessed my garden this weekend I had to admit that I have a lot of garden duties to catch up on. In some spots my light-handed approach looks more like the "hasn't lifted a finger" approach. The dead branches of the coral beans need to be removed and the sasanqua needs pruning. First, I need to repair my loppers or splurge and buy a new pair. An old terra-cotta pot of Eastern prickly pear cactus has cracked, as has one of sedum. I need to repot those. I'll check at the garden center for some nice replacements. My sweet bubby bush hybrid seedlings need to be repotted into larger containers and properly marked so I don't forget their lineage. The zinnias that have sprouted in the gravel path they always sprout there first need to be moved to spots in the garden where they have room to grow. I can move aside the brown and yellowing foliage of the triteleia and plant them there. I have a shopping bag full of daffodils that need planting. I dug them and brought them from my parents' house where they had become too crowded. I need to dig up some of the Louisiana iris to share with friends. I have not divided it in years and it is now occupying too large an area of my front garden, real estate I want for daylilies and other flowers. One aggressive goldenrod is spreading too rapidly. Its stems are easy enough to pull up, but I have to get out of my porch swing to do it. I have been watching robins and catbirds gather plant fibers and twigs for nesting. A pair of robins nested in the camellia earlier in the spring, but I can't tell if this is the same pair. The catbirds are nesting in the wintersweet outside the kitchen window. If I had pruned it like I intended last week, their nesting spot would be gone. Now that will have to wait for a few weeks. Instead of addressing chores I need to deal with, I rise from my porch perch, grab my hand clippers and go down in the garden to make a bigger mess. I cut off small stems and the stringy ends of a palmetto frond and scatter them around. Later I watch the robins gather some of these and carry them off. What a blessing it must be to be so industrious on such a beautiful spring day. The ban, which has been enforced during the summer ozone season since 2005, prohibits citizens and businesses from burning yard and land-clearing debris May 1-Sept. 30. This restriction is in addition to a ban on the burning of household garbage, which is enforced year-round statewide. Both rules are in place to protect public health due to the chemicals and pollutants found in smoke released from fires. Ground-level ozone is most commonly produced in the heat of the summer. Groundlevel ozone can cause lung inflammation as well as other health problems. Open burning creates particle pollution, which consists of extremely small particles that can increase the risk of a heart attack or stroke. May through September is a time of year when people, particularly children, are more likely to be outdoors. The outdoor activity also coincides with the increase in groundlevel ozone and particle pollution. This is especially true of ground-level ozone since hot, sunny days can intensify the creation of ozone. "We can't control the weather," said Karen Hays, chief of the Georgia EPD Air Protection Branch, "but limiting open-burning during these hot summer months when ground-level ozone is so readily formed is one of the easiest ways to help Georgia's air quality continue to improve." Carter, Editor Pineywoods cattle. Gulf Coast Native sheep. American Guinea hogs. Australorp chickens. These names were once familiar to every farmer feeding his family off the fruit of Southern land. Descended from stock introduced to North America by early explorers and settlers, these "old-timey" breeds adapted over generations to the unique conditions of the subtropical South, developing disease resistance and the ability to thrive on forage. With the advent of industrial agriculture, however, such breeds fell out of favor. While hardy, they are slower growing and smaller at maturity than their commercial counterparts. Now they're referred to as "heritage breeds" if they're referred to at all and comprise a niche market in agriculture. They also represent a genetic diversity that is key to the security of the world's food supply, proponents say. They are low-maintenance breeds requiring very little in the way of medical intervention. Feed costs are minimal as they've adapted to grazing. The Livestock Conservancy of Pittsboro, N.C., is drawing the world's attention to the rarity of these animals during International Heritage Breeds Week, May 15-21. The organization's mission is to protect nearly 200 heritage breeds of 11 different livestock and poultry species. The conservancy maintains a Conservation Priority List that classifies endangered breeds by threat level, from critical to recovering. "These cattle have these ancient genetics and I don't have to treat them for anything barring the occasional sickness. On the whole we have a zero antibiotics schedule. Our medicine budget for the year is really insignificant," said Daniella Adams. While Pineywoods will never meet the needs of commercial meat producers, Daniella Adams is fulfilling the growing demand for local grass-fed beef from consumers and restaurants in Georgia's Piedmont. She also sees value in the genetic contributions that Pineywoods can make to conventional breeding stock. Eight of the 11 acres that make up the farm are pastured. Gulf Coast Native sheep, American Guinea hogs and Australorp laying hens are rotated once a week among paddocks that are 1/10 of an acre in size. Paddocks are given two to three months to recover before being reused. Like the animals, the pasture is low maintenance; the animals fertilize, mow and till the land. Cathy Payne tosses out seeds like sunflower and barley, it rains, and within a month the pasture will be tall with grasses again. Cathy Payne has assembled her herds from as close to home as Elbert County and as far away as Maryland. "I got some hogs from New Hampshire," she said. Retirement and hobby farmers are playing an im- portant role in the recovery of heritage breeds.
