BLACK, COMMISSIONER WEDNESDAY, JULY 8, 2015 VOL. 98, NO. 14 COPYRIGHT 2015 State Veterinarian advises farmers and backyard enthusiasts to prepare for Avian Influenza By Thomas Burke (Editor's Note: This is the first installment of a series of articles the Market Bulletin is preparing about avian influenza and its potential impact to Georgia's poultry industry.) The widespread outbreak of Highly Pathogenic Avian Influenza (HPAI) earlier this year is unprecedented in American poultry farming. Though mostly confined to the Pacific Northwest and Upper Midwest, the outbreak tested Georgia's response ability in June when three non-commercial flocks of chickens shipped to Georgia from affected farms in Iowa were depopulated as a precautionary measure. While there were no signs of illness in the chickens, the affected farms were cleaned and disinfected to ensure that no potential virus remained. Georgia's first brush with HPAI high- lighted the need for knowledge, preparation and calm. The virus hit Midwestern poultry farmers hard. Approximately 50 million chickens and turkeys died or were culled from exposure. "It is not a matter of if but a matter of when it comes (to Georgia)," said Dr. Robert Cobb, State Veterinarian for Georgia. "When it hits, it will be devastating." The name "highly pathogenic" refers to the rapid and deadly spread of the virus. The H5N8, H5N2 and H5NI strains of the virus in circulation are not currently contagious to mammals such as cattle or swine. The virus is carried by migratory wild waterfowl and infects coastal birds and poultry. The virus is not a food safety issue, Cobb said, nor is there any risk of contracting it from eating poultry, eggs or wild game birds as long as they are handled properly and cooked to the proper temperature. It is an enormous economic issue. The poultry-egg industry is Georgia's most valu- able agricultural sector, according to the University of Georgia's College of Agricultural and Environmental Sciences, contributing $25.2 billion to the state's economy in 2013. Thus far, the USDA estimates that 47 million poultry have been affected by HPAI in 15 states. Consumers began to feel the effects of the virus in late spring when commercial egg shortages were reported. New reports of the virus have slowed as summer has set in nationwide. Warm weather discourages transmission and infection, and the migratory patterns of wild waterfowl that carry the virus have changed for the season. Cobb said that the nature of Georgia's commercial poultry industry in particular the closed chicken houses that prevent exposure to wild birds will work in the state's favor during outbreaks. However, the density of birds inside those houses can also fuel rapid transmission and result in greater loss of birds. The Paulk family of Ray City, however, has an even more immense love than most. It started back in 1981 when Farm Manager Buck Paulk inherited Shiloh Pecan Farms from his father. He's been committed ever since to growing a sustainable business for his family and a superior commodity for his customers. "God put Georgia agriculture in my life for a reason and my goal is to produce quality and growth on my farm," Paulk said. Shiloh Pecan Farms consists of a 3,000acre pecan orchard and a 50-acre nursery, all lying north of Valdosta. Producing in-shell, wholesale and premium pecans on the farm, Shiloh also grows bare root and grafted pecan trees for commercial sale. Shiloh Pecan Farms exports a lot of its crop, and Asia is its largest consumer. Paulk knew that becoming a Georgia Grown member would give his farm good credibility and free advertising to help expand the farm. "Being a Georgia Grown member is seen as a premium," Paulk said. Shiloh Farms has been a faithful Georgia Grown member for four years, in large part because the Georgia Department of Agriculture has been a loyal friend to the farm, Paulk said. As an example he cited the fire that damaged his processing plant in 2013. Paulk said the first phone call he received was from the Georgia Department of Agriculture asking what kind of immediate help he needed. "It's nice to have a government agency who will actually respond to the needs of your farm," Paulk said. --Morgan Davis is our summer intern. Cobb, State Veterinarian for Georgia Prepare for the worst and hope for the best; that sums up Georgia's approach to Highly Pathogenic Avian Influenza. Earlier this year, a widespread outbreak of the virus decimated Midwestern poultry flocks. As the nation's No. 1 producer of broiler chickens, Georgia has redoubled its efforts to stop the spread of HPAI before it takes hold in our state. Routinely every single flock of chickens processed in Georgia is tested for avian influenza. In addition to that, we are testing birds in all the poultry markets scattered across the state that sell backyard poultry. These are two methods that we have routinely used throughout the state for surveillance. This is very important. If we are able to detect avian influenza prior to it entering our poultry industry then we are hopefully able to stop it quickly. After seeing the scope of the recent outbreak, we have initiated special training sessions for all of our field forces in the animal industry emphasizing biosecurity and updating information on Avian Influenza. We are increasing awareness of biosecurity among the field forces of other state divisions, as well. Internally the Georgia Department of Agriculture has begun HPAI training for employees of our Incident Command System, which will be utilized in case of an emergency. The department has also formed a Rapid Response Team that will be very much involved in any kind of disease response. We are working very closely with the United States Department of Agriculture, the Georgia Poultry Laboratory Network, the Georgia Department of Public Health, the Centers for Disease Control and Prevention, the Department of Natural Resources and other agencies to develop a comprehensive plan so that all agencies can work together should AI arrive. At the height of the outbreak in the Upper Midwest the department teamed with the Georgia Poultry Laboratory Network to send five employees to Minnesota for a 21-day deployment to assist with defense against the virus in that state. Valuable information was gleaned from this deployment. Georgia is acquiring additional equipment which will be used in the AI disease response and we are training employees to operate that equipment. We are planning to develop nine depopulation teams that will be able to deploy across the state. Each team will consist of personnel from the agriculture department, the poultry lab network and DNR. Our hope is to develop two teams with DNR to go door-todoor in residential areas to help us identify backyard poultry flocks. Backyard poultry is not tested like commercial poultry prior to processing. Backyard poultry is also much more likely to be exposed to migratory wild waterfowl that carry the HPAI virus. Therefore we are notifying backyard poultry growers about the threat of AI and how to prevent it through our web site and through seminars. We held a class at our Georgia Grown Symposium in Perry last spring to reach out to backyard growers with that information. Forty people attended. I have issued three different advisories warning outdoor poultry growers to keep their birds indoors and to avoid all wild waterfowl. Organic poultry growers are participating in that initiative and have actually requested the advisory to share with others in their industry. In March we established an emergency rule which addressed the importation of poultry into our state. All poultry entering Georgia must be tested for per our emergency rule and must receive a clean result as defined by the National Poultry Improvement Plan for entry into the state. Nonparticipants in the NPIP must submit to an avian influenza test within 21 days of entering the state. While avian influenza is not infectious to humans and not a food safety issue, precautions should always be taken due to the ability of any virus to mutate. Wash your hands when handling poultry and prepare and cook it according to industry guidelines. These steps are particularly important with backyard poultry which is not subject to the same regulatory scrutiny as commercial poultry. With these steps in mind, we aim to be prepared for the arrival of fall when migratory wild waterfowl begin flying overhead again and the threat of AI rises nationwide. ARTY'S GARDEN: Got milkweed? By Arty Schronce Beauty is one reason to attract monarchs to your garden. Another reason is the realization that these butterflies take part in a great migration unlike that made by any other insect in the world. The ones you see this fall may have started in Canada and are on their way to Mexico for the winter. They will be several generations removed from the monarchs that migrated out of Mexico in the spring; yet they know to return. It is a miracle to me. Make your garden into a waystation to help these unique butterflies survive. Plant milkweeds and other favorite flowers. Milkweeds are necessary to complete the butterfly's life cycle. Adults lay eggs on the plants, and caterpillars eat the leaves. Let the yellow, white and black-striped caterpillars eat all they want; they won't kill the milkweed. Plant an entire patch or just a few plants at your home, school, business or church. Two of the best and most readily available species of milkweed are butterflyweed and swamp milkweed. You can plant them now or in the spring or fall. Butterflyweed (Asclepias tuberosa) is a native perennial with stunning orange flowers. (Some may approach red or yellow.) It is durable, beautiful and deserves to be more widely planted. Perhaps one reason it is not is because it emerges later in the spring than some other flowers. Springtime customers at garden centers may overlook it. Butterflyweed is tolerant of drought and poor soil. It can be grown in a large pot, so you can plant something for monarchs even if you have only a balcony or deck. Swamp milkweed (Asclepias incarnata) is another native perennial. It prefers damp soils but will tolerate drier conditions. Its flowers are rose or white. Common milkweed (Asclepias syriaca) is a native perennial that, despite its name, is not commonly offered for sale. It is an aggressive spreader. If you have room, plant it. If it is on your property, protect it. There are numerous species of milkvine (Matelea a milkweed relative) native to Georgia that also serve as host plants for monarchs. Milkvines aren't offered for sale except by specialty nurseries. They are not very ornamental although they have interesting starfish flowers and attractive seedpods. Learn to identify them so you can preserve them where they grow naturally. Some scientists advise against planting the annual species known as tropical milkweed or bloodflower (Asclepias curassavica). It is not native to Georgia, and there are some indications it may actually harm monarchs. Not everyone agrees with this. However, since there are other options, you can be on the safe side by choosing another species. You should also include nectar plants in your garden for adult monarch butterflies to feed on. A few favorites are hardy ageratum or mistflower, ironweed, joe-pye weed, garden phlox, butterfly bush, abelia, liatris, native asters, goldenrod, showy sedum, sunflower, tithonia and zinnia. If you are going to create a butterfly haven, refrain from using insecticides. They won't just kill insect pests; they kill the butterflies you want to attract, too. --Arty Schronce is the department's gardening expert. Rain eases statewide watering restrictions Although spring rains have been plentiful this year, the Georgia Water Stewardship Act is still in effect. It allows daily outdoor watering for purposes of planting, growing, managing, or maintaining ground cover, trees, shrubs, or other plants only between the hours of 4 p.m. and 10 a.m. by anyone whose water is supplied by a water system permitted by the Environmental Protection Division of Georgia's Department of Natural Resources. Georgia is currently in a "non-drought" situation, which means water restrictions have eased but not ended. Outdoor water uses for any purpose other than watering of plants such as power washing or washing cars is still restricted to an odd/even water schedule. The Georgia Water Stewardship Act of 2010 allows: Odd-numbered addresses to water on Tuesdays, Thursdays and Sundays. Even-numbered and unnumbered address- es to water on Mondays, Wednesdays and Saturdays. That is because Georgia is the No. 1 producer of broiler chickens in the country. Beef cattle farms are also found within the state. Lesser known but growing in number are Georgia's sheep farms. In 2013, the New Georgia Encyclopedia reported nearly 10,000 sheep were farmed throughout Georgia; a pretty small number compared to the 1.5 billion chickens produced in this state annually. As the state's population becomes more diverse, however, the demand for lamb and goat meat continues to increase, causing the industry to grow more popular. Farmers who live in less rural areas of the state favor sheep farming because of the convenience and easier workload. "In certain less rural areas, as the acreage of the farms decreases, it makes the raising of the smaller animals more attractive because they don't require as much pastureland as cattle do," said Dr. Stan Crane, Georgia's Designated Scrapie Epidemiologist. "Likewise sheep and goats are smaller animals and easier to physically manage with less equipment." In the state of Georgia anyone can own sheep as long as their county's zoning regulations allow it. The Georgia Department of Agriculture enforces one major requirement for sheep farmers, whether they're tending two sheep or 20, and that is compliance with the USDA Scrapie Eradication Program. Scrapie is a disease that affects a sheep's nervous system. It is transmitted from mother to offspring and is always fatal. By law, all sheep in the state must be identified with USDA scrapie eartags whenever they leave their flock of birth. Crane said tagging Georgia's sheep is critical to eradicating scrapie. Scrapie tags are provided at no charge to flock owners. Old family farms are the source for salvaged architectural gems that give rustic home dcor its authenticity By Amy Carter There was a time when Americans could not afford to waste. That was before the Industrial Revolution made it possible to fill needs and wants widely and cheaply. After World War II, America evolved into a throw-away nation, repairing and reusing little because we were surrounded by so much inexpensive plenty. Think how much poorer we would be if farmers bought into that line of thinking. Drive any country road in the state as well as a few busy urban ones and you'll see weathered barns and humble shotgun houses slowly caving under the weight of time and vines. Ghosts of another era, too old and tired to shelter people and commodities as they were built to do, these structures are too important to throw on the trash heap, even if it means letting them go in order to save them. Steve Mills of Blakely recently sold a barn that was built on his family's farm in 1888. The buyer took the entire structure and plans to incorporate its hand-hewn beams and time-worn tin into the construction of his new home on 850 acres nearby. The barn once used for ginning cotton stood empty and largely unused for years, Mills said. Its greatest value was in the family history it represented. Earlier this year, however, a tornado took the roof and knocked the barn off its beams. Insurance wouldn't pay for repairs, so Mills reluctantly put it on the market. "We have lost it but somebody else has gained it and it will live on," he said. Even if an old farm building has no particular personal connection to a person, it can still hold powerful sway over their emotions. Take, for example, the Elbert County log cabin that Linda Gordon owns. Measuring a modest 18- x 20feet in size, the structure was built prior to 1800 on land granted to one Jesse Ginn. According to Gordon's research, Jesse's son Isaac (1790-1847) fathered 15 children who were raised in the Elbert County cabin, including eight Ginn boys who fought for the Confederacy in the Civil War. Like Mills, Gordon is reluctant to sell the cabin but still hopeful that it can find new life, perhaps as a vacation retreat in the mountains of North Georgia. "It breaks my heart that I can't keep the cabin myself but I can't afford to do it justice," she said. It is a testament to her love of the cabin that she will not piece it out for sale, although she's been told she'd make more money that way. Parts and pieces of farm buildings tobacco sticks, barn beams, rusted tin are in huge demand by interior decorators, builders and DIY home owners. "We have clients who need the old doors, windows, bricks and fixtures to restore their historic homes and keep the same look. We also have some builders and clients who like to buy reclaimed items to add interest to their new construction," said Diana Broman, manager of The Deconstructed House in Atlanta, which salvages building materials, fixtures and architectural features for reuse. With rustic dcor still a very hot trend, Broman said there's nothing like the real thing. "(People) want a weathered look and texture, and chippy paint even," she said. "You cannot exactly recreate the look of a piece that has weathered and worn over time." It doesn't hurt that salvaged architectural pieces represent recycling in its highest and best form. "These items are beautiful and still functional," Broman said. "People can be proud about saving and reusing materials. Additionally, people love to know the back story if possible. It's a great talking point, and like saving a little piece of history." Martha Harris, owner of Mockingbird Hill Farm in Sparta, has found a seller's market for the 100-year-old barn boards she's offering from an old sharecropper's house on her Centennial Farm. Some pieces are finding new life as flooring, others as lap-siding on small outbuildings serving other family farms. Either way, the greater good is served, Harris explained. People who buy the wood hear a story they'll remember and retell about the origins of their pieces, and something old but still useful gets a new lease on life. "It's sad and it's optimistic at the same time," Harris explained of the process of letting go. Kerry Hix knows that better than most. Nearly 70 now, he was 5 when he first fell into an obsession with such buildings, in particular the cabins of the old Cherokee Nation that just predate the Trail of Tears. He buys the old buildings, often from farmers who are losing their land but want to see the structures preserved. He dismantles them piece-by-piece and stores them in his own barn near Chatsworth until the right buyer comes along. "We've got cabins in storage that we've had for a couple of years. They don't sell fast," Hix said. "I won't sell one to people if they saw it up and I won't sell pieces of one. It's history to me. I can't stand to see places like that go by the wayside.
