Owned and operated by Walt Carter and his wife Shannon, the couple strives to offer nothing but the best, fresh local produce for South Georgians a relatively easy promise to make when most of the fruits and vegetables found at the store came directly from the Carter's farm just a few miles up the road. Walt is a fourthgeneration Valdosta farmer, growing a little bit of everything: peas and beans, eggplants and bell peppers, squash and zucchini, cantaloupes and watermelons, red and sweet potatoes, plus a few others. "A lot of what we grow goes directly to the store the same day it is picked," Shannon Carter said. "We also will purchase from local famers here in South Georgia who aren't large enough to wholesale out their products. We're in the USDA Issues Final Rule Establishing Regulations for Livestock Traceability The USDA recently announced its final rule establishing general regulations for improving the traceability of livestock moving across state lines. "The United States now has a flexible, effective animal disease traceability system for livestock moving interstate, without undue burdens for ranchers and U.S. livestock businesses," said U.S. Agriculture Secretary Tom Vilsack. "The final rule meets the diverse needs of the countryside where state and tribes can develop systems for tracking animals that work best for them and their producers, while addressing any gaps in overall disease response efforts. Over the past several years, USDA has listened carefully to America's farmers and ranchers, working collaboratively to establish a system of tools and safeguards that will help us target when and where animal diseases occur, and help us respond quickly. " Under the final rule, unless specifically exempted, livestock moved interstate would have to be officially identified and accompanied by an interstate certificate of veterinary inspection or other documentation, such as owner-shipper statements or brand certificates. After considering the public comments received, the final rule has several differences from the proposed rule issued in August 2011. We are a very close-knit community here in Valdosta; it's great when you look around and all the farmers know each other on a first-name basis." Carter and Sons shoppers include a wholesale market as well as retail but much of their produce, even on the retail level, is offered at a discount. "When you go to a grocery store, there can be a five day window of time from the farm to the store shelves and, at that point, the product's freshness has started to go down," Carter said. "We pick our products direct from our farm and it comes to the store that very same day. We're able to offer lower prices than most grocery stores because we grow it ourselves. We strive to have nothing but the best; if I am not going (Continued on Page 6) Farmers Reminded To Apply for GATE The Georgia Agriculture Tax Exemption (GATE) is a new program created during the past legislative session that offers qualified agricultural producers a sales tax exemption on agricultural equipment and production inputs. Qualified agricultural producers now are required to have a tax exemption certificate in order to purchase specified products without being charged sales tax on those (Continued on Page 12) Ag Dept. Enforces Slaughter, Meat Processing Regulations The Georgia Department of Agriculture's meat inspectors perform tests on the finished products prior to their shipment from the processing plant. Mandatory inspections are provided to enforce regulations governing sanitation, slaughter, and processing of animals in state-licensed establishments. Here, an inspector is verifying the internal temperature of the product during the further-processing operation. The Georgia Department of Agriculture (GDA), in cooperation with federal agencies, employs inspectors and laboratory personnel who ensure the safety of meat supplies purchased by Georgia's consumers. The Department's goal is to maximize staff effectiveness and efficiency and to ensure that the state and federal standards for food safety are met. "Our inspectors look at all aspects of the meat production cycle, starting from the steer at auction to the packaged beef found in your grocery store," said Georgia Commissioner of Agriculture Gary W. Black. "Our inspectors are highly-trained professionals who are experts in finding and eliminating risks to the general public." The Meat Inspection Section of the GDA's Animal Industry Division conducts inspections of each animal prior to slaughter, as well as during slaughter and further-processing operations. Inspections and periodic tests also are performed on the final meat and meat products prior to being shipped from the plant. Hundreds of thousands of inspections are conducted at grocery stores, processing plants and slaughtering facilities to make sure that high standards of sanitation are maintained at each facility, including the outside premises of the property. Processing inspections include the enforcement of regulations governing cutting and deboning, curing and smoking, sausage manufacturing, edible rendering and refining, and fabricating and portion control. Inspectors also ensure that products are properly formulated and accurately labeled. The Georgia Meat Inspection Section works cooperatively with the U.S. Department of Agriculture's (USDA) Food Safety and Inspection Service to provide mandatory inspections and to enforce regulations governing sanitation, slaughter, and processing of animals in state-licensed establishments. Businesses, corporations, dealerships or other commercial enterprises are not allowed to place classified advertisements in the MARKET BULLETIN. Commercial is defined as intended for mass market; handling large quantities of product for distribution (i.e., more than normal household or farm quantities); supported by advertisement (I.e., advertisement in publications other than the BULLETIN; listed as "business" in telephone directories or "yellow pages", etc.). Other indicators include, but are not limited to, holding business licenses and holding regulatory licenses/permits/registrations. Georgia residents only may advertise in the Market Bulletin with the following exception: out-of-state residents may advertise only in the Out-of-State Wanted category. The editor has the authority to designate the length of ads and the number of ads that may be placed by a family unit in any issue of the BULLETIN. Currently, only one (1) notice may be placed by any family unit in any issue of the BULLETIN. Family unit refers to all individuals sharing the same residence, address or telephone number. Ads must be received no later than designated deadline in order to appear in the following issue. Ads submitted via our website will be scheduled automatically for the next available issue. Ads will be published only once each time submitted unless the advertiser specifies on the notice that the ad is to be published more than once. Ads may be published for two (2) consecutive issues. New Microloan Program Announced The U.S. Department of Agriculture (USDA) recently announced a new microloan program designed to help small and family farm operations, beginning and socially disadvantaged farmers secure loans under $35,000. The program is aimed at bolstering the progress of producers through their startup years by providing needed resources and helping to increase equity so that farmers may eventually graduate to commercial credit and expand their operations. The microloan program also will provide a less burdensome, more simplified application process in comparison to traditional farm loans. The final rule establishing the microloan program was published in the Jan. 17 issue of the Federal Register. to transition to larger-scale operations. Producers can apply for a maximum of $35,000 to pay for initial start-up expenses such as hoop houses to extend the growing season, essential tools, irrigation, delivery vehicles, and annual expenses, such as seed, fertilizer, utilities, land rents, marketing, and distribution expenses. Cotton Commission Schedules Referendum Georgia's Cotton growers are asked to vote on reaffirming the Georgia Cotton Commission through 2013 with a referendum Feb. 4-March 5, 2013 The 1969 Agricultural Commodities Promotion Act stipulates that agricultural commodity commissions be reaffirmed by a producer vote every three years. A favorable vote of 66 2/3 percent of those producers voting must be received in order for each commission to continue their programs of research, promotion and education. The Georgia Cotton Commission has been in operation serving producers since 1965, and encourages Georgia's cotton producers to cast their votes when they receive their ballots in the mail. Cotton is the most widely grown row crop in the state and the Georgia Cotton Commission is funded through a per bale assessment paid by all cotton producers. The Commission acts as steward of these funds and invests in numerous, comprehensive program activities to benefit the cotton growers and Georgia's cotton industry in general. This cooperation with USDA enables GDA to intensify the frequency and quality of inspections, based upon uniform federal standards. All other meat and poultry processing and slaughter plants in the state are inspected by USDA personnel. In addition to the numerous inspections that are conducted in slaughter and processing plants, samples are periodically collected from randomlyselected carcasses and sent to state or federal laboratories to detect possible antibiotic residues, or harmful pathogenic bacteria. In addition, carcasses with suspected disease abnormalities may be sampled and tested by the state diagnostic labs prior to being released for consumption. GDA maintains a meat laboratory in Atlanta that randomly tests processed meat and meat products for compliance with requirements for composition, nutrition, and wholesomeness. Products are also checked for undesirable elements such as adulterants and certain pathogenic bacteria. A state compliance staff within the Meat Inspection Section monitors the state for illegal operations which violate the State Meat Inspection Act, the Georgia Food Act or the Federal Meat Inspection Act. The compliance staff also monitors the state by inspecting and sampling meat and meat products at warehouses, wholesalers, retailers and restaurants. Product is obtained when violations occur and product may be destroyed, if necessary to prevent it from reaching the consumer. The Department then takes enforcement action against violators. Today's consumers expect food to be wholesome, nutritious and safe to eat. Consumers should realize, however, that although the U.S. food supply is the safest in the world, it isn't risk-free, nor will it ever be. Risks exist despite the best efforts of consumers, producers, processors, retailers and government agencies that regulate the food industry. Consumers can be assured that the Georgia Department of Agriculture is working hard each day to reduce possible risks and maintain the highest level of food safety possible.
