Which provided that the fac- : tories label on the sacks the exact number of pounds | of each separate fertilizer material used and the exact number of pounds of filler, worthless - as fertilizer and that the samples _ Z be taken i in triplicate and a marked sample left with the Ordi- ry of the County where the sample is drawn, and the other. sample sent to the Chemist with only a number of identifica- > tion. I was, and still am, of the opinion that. this fertilizer law is fair; both to the dealers. in fertilizer and the farmers, and it is important that the farmers should have it. I am also of | the opinion, that it would be worth millions of dollars a year > to the farmers in stopping the use of Tybee sand, Graymont - | rock and cinders that are put into our fertilizer for no other ee purpose than to make up the tonnage. This i is a foolish and an expensive custom and should be stopped. The Bill was finally reported out of the Agricultural Com- mittee No. 1, with a recommendation that it do not pass, and was then referred to the Rules Committee. The Rules Commit- tee refused to put this important bill on the calendar. An aye and nay vote was never had by the Senate on the strict merits of the bill. There are two ways of killing a bill. One is to kill it in the Committee room and never havea direct aye and nay vote, and the other is to have the aye and nay vote and Axil] it on its passage. I regret very much that this important measure could not have been voted on directly. by the senate. The other legislative measures passed, effecting the Depart- ment of Agriculture were of a constructive nature as I out- lined to you last week.- And taking it, allin all, the General Assembly made a great step in re-organization of the Depart- I dont know that we could expect all reform measures to go through at one time. Con- structive legislation always meets with great opposition.
