Luther Hilton Foster, Jr., was born on the campus of St. Paul's College, Lawrenceville, Virginia, to Daisy Poole Foster and Luther Hilton Foster, Sr. His connection with education--combined with hi~ business and finan6ial acumen--seemed fated. His father ~as chief accountant at St. Paul's and later served as Business Manager and .President of Virginia State ~ College. ~s -a . child, Dr. Foster sold newspapers and magazines and kept his records in his own little office at home. At age 11, he earned three dollars a -month in the campus bookstore at Virginia State. He -received bachelor degrees in Business from Virginia State and Hampton Universities and went on to earn an MBA with distinction from Harvard University in 1936. That training equ~pped him wel~ for a four-year assignmerit as Budget Officer at Howard University. In 1941 ; he went .to Tuskegee Uni versi ty~-where he . served for 12 years as Business Manager prior to becoming Tuskegee's fourth president--a post he held for 28 years until retirement as Pr~sident Emeritus in 1981. During his early years at Tuskegee he also completed master's and Ph.D. degrees in Educational Admintstration a-t theUniversity of Chicago. As manager, educator~ and teambuilder, he provided visionary leadership to Tuskegee through the challengi-ng.- times of World. War II, . fiscal austeriti, .and national and student unrest . . His calm soft~s~oken~ reflective, and self-effacing demeanor all belied incredible strength and -determination. He instituted many revolutionary changes that. strengtheried Tuskegee's reputation r.or . educational -.._ accomplishment and that sa~ him emerge as a policy maker in many influential organizations. At the time of his death, Dr. Foster was serving as Board Chairman for .the Academy of Educational Development and on the boards of the United Negro College Fund, the Joint Cent~r for Political and Economic Studies, and the Institute for Church Administration Management. In the past he served as a board member for Sears-Hoebuck, Norton Simon, the Teachers' Insurance and Annuity Association, the March of dimes_, and the American Association of Colleges. He was the .recipient of several honorary degrees and distinguished alumnus awards. At Church of the Resurrection he was active with the Search Committee for a New Rector. He was also a member of Alpha Phi Alpha and Sigma Pi .Phi. Boule Fra terni ties, Phi Delta.- Kappa, and the Society for Values in Higher Education.
