As a result, county government performed few functions during the war. In 1784, the General Assembly designated Tuckasee King as Effingham's county seat. Tuckasee King, named for the chief of an Uchee Indian village, was situated on the Savannah River near present-day Clyo. In 1787, the General Assembly moved the county seat from Tuckasee King to a new site, which the legislature named Elberton. Located on the northern banks of the Ogeechee River near a place called Indian Bluff, Elberton presumably was named for Samuel Elbert, who had served as Georgia's governor from 1785 to 1786. When Effingham County was created in 1777, the Ogeechee River flowed through the center of the county. However, after large areas of Effingham were taken away to form Screven and Bryan counties in 1793 and 1794, Elberton was now situated on Effingham's western border. Therefore, in 1795, the General Assembly appointed commissioners to select a new -- and more centrally located -- site for the county seat. During the search for a new county seat, Effingham had a temporary seat of government -- Ebenezer. Founded in 1734 as a haven for persecuted Salzburgers from Europe, Ebenezer was located upstream from Savannah. Although it had been a thriving community in the decades after Georgia's founding, Ebenezer had gone into decline after the American Revolution. In 1796, the General Assembly named town commissioners for Ebenezer and authorized them to sell vacant town lots -- with the proceeds to go to building a new courthouse and jail. The legislation said nothing about Ebenezer becoming the new county seat of Effingham County, but it appears that Ebenezer officials used the proceeds of the sale of vacant lots to build a courthouse and jail there in 1797 or 1798. While Ebenezer served as temporary county seat, the 1797 General Assembly named a new commission to select a county seat that would be located within five miles of the center of Effingham County. Until a new courthouse could be built, Effingham court sessions were to be held at the plantation house of James Wilson. In 1798, the commissioners proceeded to purchase land -- perhaps from Wilson -- for erection of a new courthouse and jail. In an act of Feb. 7, 1799, the General Assembly directed that Effingham's new county seat be named Springfield (though it is not clear why that name was chosen). The legislation also authorized the selling of the courthouse and jail at Ebenezer, with the proceeds to go toward construction of a new courthouse and jail at Springfield. On Dec. 31, 1838, the legislature incorporated Springfield. After the Civil War, some Effingham County residents petitioned the General Assembly to change the county seat from Springfield to Guyton, a depot on the railroad to Savannah. In 1872, lawmakers directed that a referendum be held on removal of Effingham's county seat. Supporters of removal lost, so Springfield remained county seat.","Courthouse Details: The historical record of Effingham County's different courthouses is sketchy to non-existent. In the county's history, four towns have served as county seat -- Tuckasee King (1784-87), Elberton (1787-97), Ebenezer (1797-99), and Springfield (1799-today). There is no record as to what served as courthouse in Tuckasee King and Elberton. All that is known about Ebenezer is that town officials apparently built a courthouse and jail there in 1797 or 1798. But this action was done without sanction of the General Assembly, which in 1797 provided that Effingham court session be held at the home of James Wilson until a new county seat could be selected. In 1799, the legislature named Springfield as county seat and directed the building of a courthouse there. In 1816, the General Assembly authorized Effingham County to levy a tax for building a new courthouse. If and when the tax was levied and a courthouse built is not known. Reportedly, a new courthouse was completed in 1849. That building served until 1908, when a new courthouse was constructed. In 2004, construction began on the present courthouse, which is officially designated the Effingham County Judicial Complex. Construction was completed in late 2006, and in January 2007 officials began moving in. Formal dedication of the new facility took place in March 2007. An act of Dec. 6, 1813 named new commissioners and continued the provision that Stephen Rich's house serve as temporary courthouse (Ga. Laws 1813, p. 32). In 1814, the commissioners chose the site that would become Swainsboro as the county seat and had a courthouse erected. After this courthouse burned in 1841, the Emanuel County inferior court purchased land in Swainsboro for a new courthouse. In an act of Dec. 10, 1841, the legislature directed that a new courthouse be built on this lot (Ga. Laws 1841, p. 70) -- but for unexplained reasons, the legislature repealed the law the following year (Ga. Laws 1842, p. 177). Laws 1870, p. 13). In the election, some voters chose a site near the center of the county, but a larger number voted for several different named sites (which may have been different names for the settlement known as \"Skinned Chestnut\" or \"Skin(t) Chestnut\" - the early name of Douglasville). Thinking that the majority of voters had intended Skinned Chestnut, the courthouse commissioners chose this site as county seat and proceeded to sell lots and build a courthouse. However, a group of citizens filed suit against the commissioners. The case ultimately went to the Georgia Supreme Court, which ruled against the commissioners. However, both sides agreed to postpone further action until the route of the Georgia Western Railroad through Douglas County was determined. To clear up the matter, the General Assembly enacted legislation on Feb. 28, 1874, directing that an election be held on Apr. 7, 1874, to determine the location of the county seat - but with the provision that the site be located on the Georgia Western Railroad (Ga. Laws 1874, p. 390). In the election, voters confirmed Douglasville as the county seat. On Feb. 25, 1875, the General Assembly incorporated Douglasville (Ga. Laws 1875, p. 162).","Courthouse Details: The legislation creating Douglas County provided that the site of the county seat by determined by election in November 1870 (Ga. Laws 1870, p. 13). Following that election, the newly elected county ordinary [today's probate judge] and John C. Bowden, W. N. Magouirk, J. H. Winn, and Ephraim Pray were designated as courthouse commissioners with responsibility for laying out the site into town lots and selling them, and using the proceeds to construct a courthouse and jail. Based on that election, the commissioners are believed to have selected a site known as \"Skinned Chestnut\" - which they thought was what a majority of voters wanted (though the decision resulted in a legal challenge). Here, in 1871, the courthouse commissioners began selling town lots and had a three-room wooden courthouse built. In March 1879, county officials voted to change the shape and size of the courthouse square. In 1880, construction began on a new two-story brick courthouse on the newly enlarged courthouse square. Because of faulty baking of the brick and poor quality mortar, the building began crumbling in a few years, and the courthouse was abandoned in 1884. What served as courthouse for the next twelve years is unclear, but in 1896 a large, two-story brick courthouse with clock tower was completed on the site of the former courthouse. Designed by architect Andrew J. Bruere \u0026 Co., this courthouse served the county for the next sixty years. On Jan. 11, 1956, the old courthouse was destroyed by fire. In a special bond election in June 1956, Douglas County voters approved construction of a new courthouse. The new courthouse was built on the site of the previous three courthouses. Designed by Southern Engineering of Atlanta, the contemporary-styled structure appeared to be a single story from the front - but because it was built on the top of a hill actually was two stories encompassing 52 rooms and over 36,000 square feet. By the mid-1990s, Douglas County had grown so large in population that county government offices were located in seven different buildings in downtown Douglasville. County voters subsequently approved a special-purpose local-option sales tax to fund construction of a new county government complex. As to its location, one possibility was to tear down the 1957 courthouse and build a new and larger building on the old courthouse square. However, the square was too small. Equally important, the old courthouse was located across the street from the railroad, and noise from passing trains frequently interrupted court sessions. So, county officials selected a 50-acre site about a half mile away to build the new complex. Construction began in 1997 and was completed in February 1998. On Dec. 20, 1834, the General Assembly designated Rome as county seat. It is not known what initially served as the county courthouse, but around 1840 a new courthouse and jail were built, as evidenced by the fact that in an act of Dec. 19, 1840, the General Assembly authorized the justices of Floyd County's inferior court to levy a special tax \"for the purpose of paying the debt already incurred by the erection of a Court-House and Jail in said county\" (Ga. Laws 1840, p. 184). It is not clear how long the 1840 courthouse was used, but apparently a third courthouse was built sometime prior to the Civil War (as indicated by war-time references to the \"old courthouse\" in Rome). Though Rome was occupied by Union troops for six months in 1864, the courthouse was spared -- despite Sherman's order that his troops burn all public property upon departing. What is believed to be Floyd County's fourth courthouse -- a new two-story brick courthouse with clock tower -- was built in 1892-93. Though no longer used as a courthouse, this building still stands as the most prominent structure in the Floyd County government complex in downtown Rome. Floyd County's fifth courthouse originally served as the U.S. Post Office for Rome. Construction began in 1895 and was completed in January 1896. Opened for business on Jan. 30, 1896. the facility was subsequently remodeled in 1904, 1911, and 1941. The post office moved to a new federal building constructed in 1974. The next year, Floyd County purchased the old post office building for use by county agencies and courts. Between 1975 and 1978, the building was renovated and modernized, finally opening as the new Floyd County Courthouse in June 1978. Lack of space forced Floyd County to construct its sixth and present courthouse in 1995. Built in conjunction with a new civic center, the multi-purpose county government building is located behind the old 1893 courthouse. Officially known as the Administrative Courthouse Building, this three-story brick structure houses the offices and courtrooms for Floyd County's superior court and other county courts, additionally serving as offices for various administrative agencies. Meanwhile, the 1893 courthouse continues in use, housing the tax commissioner and other county offices. Also, the old U.S. Post Office (which still bears the designation \"Floyd County Court House\" above the front entrance) continues to be used by county agencies, though it no longer serves as a court house. Reportedly, Cherokee County's first courthouse was a log cabin at a site known as \"Jack Wright's old place\" (subsequently named \"Etowa\" and then \"Etowah\" by the legislature, and then renamed \"Canton\" in 1834). At some date, a second courthouse was built in Canton - but this structure was burned by Union troops in 1865. In an act of Dec. 15, 1871, the legislature authorized Cherokee County to borrow up to $10,000 to build a new courthouse (Ga. Laws 1871-72, p. 215). Construction of a new courthouse began in 1873, but it became apparent that the courthouse could not be completed for $10,000. On March 2, 1874, the legislature authorized Cherokee County to borrow an extra $5,000 to finance completion of the courthouse (Ga. Laws 1874, p. 323). The new brick courthouse was constructed in 1874 on Main St. opposite S. Church St. Eventually, this building proved insufficient, for on Aug. 2, 1921, the legislature created a commission to construct a new courthouse, including authority to borrow the necessary funds (Ga. Laws 1921, p. 424). For whatever reason, the commission failed to approve construction of a new courthouse until 1927. A new site - one block north on North St. - was selected for the new courthouse. In 1928, while construction of the new courthouse was underway, the old courthouse burned. The new courthouse was completed in 1929.. In the 1970s, Cherokee County began experiencing rapid population growth - particularly in the southern end of the county, which became home to many residents who commuted to jobs in Atlanta. As a result, Cherokee County opened a government annex in Woodstock. By the late 1980s, the county's courthouse in Canton was so overcrowded that many county offices were moved to the nearby Jones Mercantile Building. This structure was subsequently remodeled and became the Cherokee County Administrative Offices Building. In the early 1990s, Cherokee County voters approved a special-purpose local option sales tax that included $16 million for building a new courthouse complex in Canton, plus $3 million for building a new county government annex near Woodstock. Construction of Cherokee County's current courthouse began in 1993 and was completed the following year. At that time, all courts moved into the new building, although a few administrative departments remained in the old courthouse.
