A bill to amend Chapter 2 of Title 20 of the Official Code of Georgia Annotated, relating to elementary and secondary education, so as to enact the "Early HOPE Scholarship Act of 1999"; to provide for a short title; to provide for legislative intent; to define certain terms; to . provide that low-income students who are eligible to attend certain poorly performing public elementary and middle schools shall be eligible to receive scholarships to be applied toward the cost of tuition at participating private schools and adequate local schools.
