The fifteenth day of the 2008 legislative session was called to order by President Pro Tempore Eric Johnson of the 1st.
Senator Don Balfour of the 9th stated that the journal had been read and was found to be correct.
Senate Bills 440-443 and House Bills 157, 941, 945, 989, 1099, 1109 and 1115 were read for the first time and assigned to committees. The clerk then read the reports of standing committees and second readers.
After the morning roll call, Sen. Kasim Reed of the 35th led the Senate in the Pledge of Allegiance. He then introduced the Chaplain of the Day, Bishop Lindsey Davis of the North Georgia Conference of the United Methodist Church in Norcross, who led the Senate in the daily devotional.
Sen. Chip Rogers of the 21st asked unanimous consent to read Senate Resolution 859. There was no objection.
SR 859 was read and assigned to committee.
Sen. Regina Thomas of the 2nd took the well on a Point of Personal Privilege to address the devastation caused by an explosion at a sugar refinery in Savannah last week.
SR 848-854 were read and adopted.
The clerk read SR 810, which recognizes the work of authors Tim Crimmins and Anne Farrisee for their book, Democracy Restored: A History of the Georgia State Capitol.
Sen. George Hooks of the 14th took the rostrum to introduce the authors to the Senate.

The clerk read SR 864, which recognizes today as 4-H Day at the Capitol. Sen. Joseph Carter of the 13th took the rostrum to speak to the resolution and introduce 4-H members to the Senate.
The clerk read SR 755, which commends Demetrice Tuttle for winning the Boys and Girls Clubs of America's 2007-2008 National Youth of the Year Title and Scholarship. Sen. Mitch Seabaugh of the 28th took the rostrum to present Mr. Tuttle with the resolution.
The clerk read SB 384, which allows airports to charge licensing fees to limousine carriers. Sen. Balfour took the well to present the bill.
SB 384 passed by a vote of 42 to 2.
The clerk read House Resolution 1225, which outlines the upcoming schedule for the General Assembly.
Majority Leader Tommie Williams of the 19th took the well to discuss the upcoming schedule of the Senate.
HR 1225 was unanimously adopted.
SR 750 was read, which urges the U.S. Department of Transportation (DOT) to make the funds collected under the federal motor fuel tax immediately available to individual states to fund their transportation needs and to cease collection of state motor fuel taxes in Georgia.
Sen. Chip Pearson of the 51st took the well to present the resolution.
Sen. Williams took the rostrum to preside over the Senate.
Sen. Steve Thompson of the 33rd took the well to address concerns with the resolution. He yielded to questions from Sens. Pearson and Steve Henson of the 41st.
The Committee Substitute was unanimously adopted.
SR 750 was adopted by substitute by a vote of 40 to 7.
Sen. Horacena Tate of the 38th took the rostrum to introduce the Doctor of the Day, Dr. Spencer Brewer of Atlanta.
The clerk read SR 781, which urges the Georgia DOT to develop a statewide strategic transportation plan, and asks the department to report its progress to the General Assembly by December 31, 2008.
Sen. Jeff Mullis of the 53rd took the well to speak to the bill.
SR 781 was adopted by a vote of 46 to 0.

Following the morning announcements, Sen. Balfour moved the Senate stand adjourned until 10:00 a.m., Tuesday, February 12.
