Georgia Authorized Central Storage (ACS) Program Update
https://gbi.georgia.gov/meth-container-program 2nd Quarter FY2020 (October 1 to December 31, 2019) During the 2nd quarter, local and state law enforcement agencies used the Georgia ACS program to store and dispose of hazardous waste from three clandestine drug labs discovered in Georgia. The processing and packaging of materials resulted in 17 hazardous waste containers with a total volume of 81 gallons. The total weight of the hazardous waste was 101 pounds. All nine Georgia ACS facilities were operational, and no facility "clean-outs" were necessary during the 2nd quarter. The facility at Savannah is almost full and will be emptied during January of 2020. The DEA program has provided nine new air monitors for the program. These are being distributed to each of the nine ACS sites for regional use. Each monitor includes two calibration stations one for the regional equipment trailer and one for the host agency. The original air monitors, supplied by DEA when the program began, are no longer supported by the manufacturer. An Authorized Central Storage course is scheduled to be presented at the Georgia Public Safety Training Center (GPSTC) on April 7, 8, and 9, 2020. The course is being sponsored by the GBI Training Unit and is open to any certified officer who has completed the 40-hour Basic Clandestine Lab course. This will be the only offering of this course in Georgia for 2020. As an option, the DEA will present this course at Quantico, Virginia on September 8, 9, and 10, 2020. A limited number of seats are available for Georgia officers for the course at Quantico. Clandestine Lab related training is being sponsored by the Atlanta Carolinas HIDTA in Norcross, Georgia. The course title is - Micro Labs: Fentanyl, One Pot, BHO & Synthetic Hazards and Handling. The course is scheduled for Wednesday, March 4 through Friday, March 6, 2020 from 8:30am - 5:00pm. The location will be the Atlanta Carolinas HIDTA Training Facility at 3587 Parkway Lane Norcross, GA 30092. Georgia ACS program participants have been encouraged to attend.

PLANS AND PROGRAM DEVELOPMENT
CHILD FATALITY SYSTEM REVIEW PROJECT Project Description The Child Fatality Review (CFR) unit requested an enhancement to their current process to capture Medical Examiners (ME) data for child related deaths in the State of Georgia and have asked for additional reporting capabilities. Monthly Update The developer continues coding for the application. The developer raised questions regarding size limits of printed images and the need for extensive firewall security for users' access outside GBI. Further discussions will take place concerning firewall security. CUSTOMER RELATIONSHIP MANAGEMENT (CRM) Project Description The CRM Application Project will provide a single source of historical interaction with GCIC external customers. The application will give GCIC end users the ability to search, track and report customer interactions throughout GCIC's business units. Monthly Update The UAT has been delayed until January/February. CUSTOMER SUPPORT & TRAINING Project Description The Customer Support Training group provides training in GCIC programs, GCIC applications, GCIC/FBI compliance to criminal justice agencies across the State of Georgia. The group extends the option to receive classroom training or training within an eLearning environment. Monthly Update Trainings completed online and within the classrooms are included in the charts. The Training Staff handled 138 phone calls, 592 emails, processed 10 crystal reports and managed LMS user account additions.

DEPARTMENT OF DRIVERS SERVICES (DDS) DRIVES PROJECT
Project Description The Georgia Driver Record and Integrated Vehicle Enterprise System (DRIVES) is a system upgrade to update and enhance the title and vehicle registration functions of the Department of Revenue. The system utilizes modern technology to streamline existing processes and enable more online services. The implementation date of Phase 2 is January 2021.
Monthly Update Monthly team meetings continue. Unisys will begin work in January to allow additional message exchanges with the Georgia Driver Record and Integrated Vehicle Enterprise System (DRIVES) using the existing LEMS web services interface with new DRIVES capabilities.
GEORGIA APPLICANT PROCESSING SERVICE (GAPS) PROJECT
Project Description The Georgia Crime Information Center Information Services is seeking to obtain the services of a qualified and experienced vendor to provide an applicant fingerprinting solution that will electronically capture and submit applicant fingerprints to the Automated Fingerprint Identification System (AFIS). In addition, the selected vendor shall handle receiving fingerprint search results and disseminate the results to the requestor.
Monthly Update The team began User Acceptance Testing (UAT).
HUMAN RESOURCE (HR) TIMESHEET PROJECT
Project Description Enhancement of the application used by non-sworn units of the GBI for tracking time.
Monthly Update There are no accomplishments for this reporting period.
NATIONAL INCIDENT-BASED REPORTING SYSTEM (NIBRS) PROJECT
Project Description The National Incident Based Reporting System (NIBRS) collects data on each single incident and arrest for each offense coming to the attention of law enforcement for which specific facts about each crime is collected. GBI is in the process of replacing the current UCR summary-based system with an application that will collect incident-based data.
Monthly Update The Georgia Publication and QAR Dashboard will deploy in January and the vendor will add the Help document to the Portal once it goes live.
RAP BACK PROJECT
Project Description The Rap Back project will provide the ability to receive ongoing status notifications of criminal history activity reported on individuals holding positions of trust. Georgia's Rap Back System will include the retention of applicant fingerprints, the implementation of an FBI Rap Back Subscription on such prints, and the creation of a validation process for authorized entities to manage such subscriptions.
Monthly Update Monthly team meetings continue. AFIS modifications and development are in progress; however, there is a delay due to environmental issues.
