THE STATE OF GEORGIA
EXECUTIVE ORDER

BY THE GOVERNOR:
WHEREAS: The State of Georgia recognizes that the provision of health and human services has changed in recent years and that the concept of institutionalized care has been evolving toward a philosophy of providing community-based services and programs designed to prevent early and unnecessary institutionalization and to allow persons with widely varying needs, such as children, the elderly, people with mental illness or impairment, people with developmental disabilities, and people with physical disabilities, to receive the support necessary to live independent and productive lives in the community; and
WHEREAS: This evolution of service delivery has been driven by a number of public and private factors, including changing attitudes toward the needs of individuals and the desire for self determination, changes in health care markets and the provision of health care services, changes in patterns of government spending at the national, state, and local levels, and consumer dissatisfaction with generalized governmental institutional programs; and
WHEREAS: It is desirable, whenever possible, to provide community-based services and to avoid institutionalization of individuals even though government funding for community-based programs has not kept pace with the rapid growth of, and demand for, such programs; and
WHEREAS: It is in the public interest to create a task force to serve in an advisory capacity to the Governor, the state's executive departments, and the General Assembly on the status of community-based programs for persons with physical and mental disabilities and the elderly;

NOW THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY
ORDERED: That there is created the Governor's Blue Ribbon Task Force on Community-Based Services composed of members appointed by, and serving at the pleasure of, the Governor. Members appointed shall be representative of the needs and interests of children, the elderly, persons with disabilities, family members, and providers of services.

IT IS FURTHER
ORDERED: That Ms. Annette Bowling and Mr. Hunter Hurst are hereby designated as Co-Chairs of the Task Force. The Chairs shall call meetings at such time and place as the Chairs ~eems advisable, and are authorized to designate such committee officers and organize such committees, subcommittees, advisory committees, and groups as are necessary to facilitate the work of the Task Force.
IT IS FURTHER
ORDERED: That to accomplish its purposes, the Task Force shall serve in a general advisory capacity to the Governor, the Executive Departments of the State, and the General Assembly on home and community-based services; the tasks of the Task Force may include advising about the current status of communitybased services, future community-based services that may be needed to meet the needs of persons with disabilities, and any barriers that may exist to prevent accessibility to existing community-based programs, taking into consideration actual funding and limited new funding.
Additionally, the Task Force shall serve in an advisory capacity to develop general funding recommendations, based on current actual funding and limited new funding, to effectively meet the needs of individuals through community-based services in Georgia; and shall advise on the prioritization of

services and possible criteria for waiting lists if funding is fixed or limited.
IT IS FURTHER
ORDERED: That the Task Force shall be established under the auspices of the Departments of Human Resources and Community Health, and in this effort the Departments may request the assistance and cooperation of the Office of Planning and Budget, the Legislative Budget Office, the Senate and House Research Offices, and various other agencies.
IT IS FURTHER
ORDERED: That the Task Force shall issue a final written report to the Governor of its conclusions and recommendations no later than June 30, 2000, and shall stand abolished on such date. During this period, the Task Force will provide interim reports as deemed necessary.
IT IS FURTHER
ORDERED: That this Executive Order supersedes the November 4, 1999 Executive Order regar~i~e establishment of this Task Force.
