Careful Optimism Advised in 1989
At the beginning of each new year it is customary to reflect on the previous year and to make resolutions for the months ahead. As I look back at 1988, I remember the
desperation I felt as farmers, like mysnif, had to endure yet another summer of drought. But I | also recall the gratitude and joy I experienced when the late [summer rains fell and revived our thirsty corps and parched pastures. In mid-July, none of us could have imagined how well many of our plants and grasses would recover to provide us with favorable vields. As I look forward to 1989, I do so with careful optimism. The new administration in Washington is expected to leave the present farm programs temporarily intact. But as Congress begins work on the 1990 Farm Bill, T am concerned that program changes could be made which would adversely affect our farmers. There has been talk of tampering with the milk marketing order, and possibly even eliminating support payments. Rather than continuously altering the program, Congress needs to maintain a long-term dairy policy that will allow our dairymen to make plans for the future and provide some stability for our dairy industry. The peanut program has been one of the most successful farm programs ever, in that it has ensured our country with an adequate supply of peanuts for our domestic and export use while allowing producers a fair return for their investment. Other than some possible "fine tuning," Congress would do well to leave this program alone. The tobacco program also has been a success and it is working the best it has in years. Under this program our farmers have been able to produce enough quality tobacco to meet the increased demand by the export market and our do-

Legal Notice
Notice is hereby given that the Georgia Department of Agriculture will hold a public hearing at 10 a.m. on Tuesday, February 7, 1989, in Room 201 of the Georgia Department of Agriculture Building, 19 Martin Luther King Jr. Dr., Atlanta, Ga. 30334.
The purpose of this hearing will be to present &nd receive comments on proposed revisions, amendments and additions to rules of the Georgia Department of Agriculture, Animal Health Division, known as:
Chapter 40-13-1, entitled "Definitions" Chapter 40-13-3, entitled "Health; Transportation" Chapter 40-13-8, entitled "Contagious Diseases" Chapter 40-16-3, entitled "Equine Act of 1969"
These rules are proposed for adoption by the Georgia Department of Agriculture pursuant to the authority of O.C.G.A. 4-4-1 et seq., O.C.G.A. 4-4-110 et seq.
Anyone wishing to make a written response expressing an opinion or view on the proposed rules prior to the hearing may do so by writing to Dr. C.C. Black, Georgia Department of Agriculture, 101 Agriculture Building, Capitol Square, Atlanta, 30334 or by calling 404-656-3667.
At the hearing, anyone may present data, make a statement or comment or offer a viewpoint or argument either crally or in writing. Participants at the hearing are requested to register upon arrival and indicate their intent to give oral or written statements. Oral statements should be concise to permit everyone an opportunity to be heard. Written statements must be submitted to the Hearing Officer following the oral statements. Hearing participants will be subject to questioning from the audience, but may be questioned by the Hearing Officer for clarification of technical points or to develop better understanding of statements.

Agriculture Day Contest Announced
Prizes totaling $700 will be awarded to Georgia students who are declared winners in the 1989 Agriculture Day Contest, sponsored by the Market Bulletin, the Georgia Department of Agriculture, the Georgia Agribusiness Council, Gold Kist, Inc., and the Metro Atlanta Agriculture Communicators (MAAC). March 19-25, 1989, has been declared National Agriculture Week, with March 21 of that week designated as Agriculture Day in Georgia. And to celebrate, a contest emphasizing Georgia agriculture has been planned.
This year, the National Agriculture Week theme is "Honoring America's Providers." This theme has been modified for the state contest and changed to "Honoring Georgia's Providers." There are two contest divisions: grades 6-8; and grades 9-12. A first, second and third place winner will be announced in each age division. Contest judges reserve the right to award honorable mentions, but no prize money will be awarded in these categories.
First place prize money is $200, with $100 going to the second place winner and $50 going to the third place winner (for a total of $700 awarded, combining each age division.) The Georgia Agribusiness Council, Gold Kist Inc., and MAAC have graciously provided the prize money. Contestants may submit entries in two categories visual and written. The deadline for entries is Jan. 21, 1989, so get started now.

Vegetable Conference To Be Held in Albany
A major vegetable conference aimed -at commercial growers will be held Jan. 11-12 in Albany.
Growers can learn about Georgia's future in commercial vegetable production and can attend a variety of intensive workshops on peppers, snap beans, greens, cucurbits and sweet corn.
The meeting and trade show will be held at Albany's Heritage House, and is sponsored by the University of Georgia Cooperative Extension Service and the university's Coastal Plain Experiment Station. More than 30 exhibitors who cater to the commercial vegetable trade will be en hand.
More than 30 vegetab-ts are grown commercially on l7o,000 acres in Georgia, according to a recent survey. And there is tremen dous potential yet for the state.

ROCKY MOUNTAIN NUT CAKE
2 cups sugar 1 cup butter or margarine, softened g
4 eggs g 1 cup milk g 3 cups sifted, self-rising flour 1 teaspoon vanilla 1 cup coconut 1 cup chopped pecans g 1 cup chopped walnuts 3/4 cup seedless raisins 1/2 apple, chopped g 1/2 orange, chopped 1 cup sugar 1/2 cup milk g
2 cups milk g 2 cups sugar 2 tablespoons all-purpose flour 1/4 cup butter or margarine, softened g 1 cup pecans g 1 cup walnuts 1/2 cup coconut 1/2 apple, chopped g 1/2 orange, chopped
Cake Directions: Preheat oven to 325 degrees. Grease
and flour 4 cake baking pans and set aside. Using an electric mixer, cream together the butter (or margarine) and sugar. Add eggs one at a time. Add milk and flour
alternately to the mixture. Scrape the sides of the bowl often. Add vanilla. Add coconut, pecans, walnuts, raisins, apple and orange to the cake batter and mix well. Pour
batter into prepared cake pans and bake for 25-30 minutes
or until a toothpick inserted near the center of the pan comes out clean. In a small sauce pan, bring to a boil 1 cup sugar and 1/2 cup milk. Pour over cake layers while still
warm. This will keep the cake very moist. Icing Directions: Combine milk, sugar, flour and butter
(or margarine) and cook over a medium heat for 10 minutes. Add the remaining ingredients and bring mixture to a boil. Cook for 3-5 more minutes until mixture is thick. Cool

Reducing the federal deficit will be the greatest challenge facing the new administration, and it's certain some domestic program cuts will be made to accomplish this task. Since Bush is in favor of reducing farm subsidies, there is a good chance that some deep cuts might be made in the agriculture budget. But since he also opposes supply manage ment, Bush may find himself in conflict with efforts to try to reduce costs of farm programs.
Agriculture should not be ex pected to bear the brunt of these budget cuts. Through successful farm programs, our producers have provided sufficient food and fiber to meet our domestic needs and to provide goods for export. And with out those agricultural exports, our trade deficit would be much worse.
I pledge to do all I can do ensure the next farm legislation permits a suitable climate for our farmers to survive in the world market place. If they are not given this chance, we will all suffer.

Entries in both the written and the visual divisions will be separated according to the two grade divisions, then judged together. For instance, a photo may take first place, an essay, second place and a poem, third place in each grade division. All entries become the property of the Georgia Department of Agriculture and cannot be returned to the owner. Each entry submitted may at some point be used in the Market Bulletin. At that time, credit will be given to the individual who submitted the work. The contest is restricted to Georgia residents. Winners in each of the age divisions will be announced in the Bulletin. Written Category Guidelines (Poem and Essay)
The written category of the contest has two divisions: poetry and essay. All written entries must be double-spaced and hand printed in ink, or typed on typewriter or word processor. Lined or unlined paper may be used by those writing; typists should use unlined paper. Do not write on both sides of the page (use one side only.) All entries must be clear, neat and readable. Entries may run shorter than the 250-word limit, but must be within 10 words of the limit if they exceed it. Any entry not in compliance with the word limit will be disqualified. Any entry not following all of the specific requirements listed here will be disqualified automatically. Visual Category Guidelines (Photo and Artwork)
The visual category is divided into two divisions, photos and art. Photos may be black and white, or color. Art may be done in pencil, charcoal, pastels or ink -- or a combination of these materials. A combination of mediums (art and photo) is also acceptable, as long as the other requirements are met. Paper cutting, using silhouettes or other art forms may be submitted also. The minimum size photo acceptable is a 3x5-inch print. The maximum size photo acceptable is an 8.5x11-inch print. Smaller entries than the 8.5x11-inch print must be attached to an 8.5x11-inch sheet of paper or sturdier type of material.
