Soybean-Based Ink Gaining Popularity
A soybean-based ink gaining popularity at newspapers throughout the country could help farmers and cut dependence on foreign oil. Approximately 500 of the nation's 1,600 daily newspapers are using, or have tested the ink, which was developed about a year ago.
Advocates of the new ink claim it produces greater yield, brighter printed images, and more vivid color. In addition, it is less likely to rub off and is environmentally superior to conventional inks. The ink also is reported to use less water and ink to get the same density, indicating it could be as economical as petroleum-based inks. Currently, color soy ink is comparably priced to traditional inks, but black soy ink costs about twice that of oilbased ink.
Cotton Production Shows Big Increase
Georgia's 1987 cotton production is 83 percent above the number of bales recorded in 1986, according to a report from the Georgia Agricultural Statistics Service. In 1987, Georgia's 338,000 bales (480 pounds net weight) of cotton produced is far above the 185,000 bales produced in 1986. The 245,000 acres harvested in 1987 is 26 percent more than the 1986 crop. Yield per acre averaged 662 pounds, 207 pounds per acre more than last year, the GASS reported.
Nationally, U.S. cotton production totaled 14.8 million bales in 1987 - a 52 percent increase over 1986 and the largest crop since 1981, when 15.6 million bales were produced. Upland accounted for 14.5 million bales of the total 1987

Georgia Tobacco Retains International Reputation

'^i?ism^s^^^^s^mi^^^^^^^i^i^^^lMM

If Georgia's excellent reputation for producing tobacco of the highest quality is to be preserved, the state's tobacco growers must take every possible precaution to see that unapproved chemicals are not used. Due to prompt action by Commissioner of Agriculture Tommy Irvin, coupled with the strong support of state tobacco growers and action by the Legislature in passing House Bill 1266 this past season, Japan recently announced that it has terminated its boycott and will again pursue the purchase of Georgia tobacco in 1988.
Increasing concerns about pesticide residue in tobacco are being expressed by the United Kingdom, Japan, West Germany and a number of other countries which import large quantities of Georgia-grown tobacco. Japan purchases about 7 percent of the state's annual crop, amounting to 5-6 million pounds.
Drought Conditions Allow Reserve Grazing Land Use
Farmers in Georgia counties suffering from drought will be allowed to graze livestock and harvest hay on land set aside under the Agricultural Conservation Reserve and Conservation Usage programs, according to Commissioner of Agriculture Tommy Irvin. Normally, land enrolled in these programs must be fallow May 31 - Sept. 30; however, the Secretary of Agriculture has discretionary authority to permit grazing and haying on set-aside land in the event of a major disaster.
Irvin requested the exemption for Georgia farmers last month in light of the droughts of the last two years, low hay reserves, current rainfall deficits in north Georgia and projections for a serious drought this summer.
"This additional pasture and hay should give our farmers some needed relief," Irvin said. "Our cattle numbers already are low, and without additional feed, farmers could be forced to sell off their herds, leading to a shortage of feeder cows later in the year."
According to the U.S. Department of Agriculture, under the exemption, haying and grazing will be allowed for any consecutive five-

Due to concerns over dicamba residues in 1987, Japan boycotted the Georgia tobacco market.
House Bill 1266 will insure the continuing high quality of Georgia tobacco and facilitate its movement through the international market. This bill specifically authorizes the Commissioner of Agriculture to sample and analyze any tobacco which he believes to contain a residue of any pesticide not registered by EPA for use on tobacco, or which he believes to contain a residue of a pesticide or any other substance at a level in excess of any standard established by ASCS.
The Commissioner is also authorized to detain such tobacco until the presence of any residues can be determined, and if such illegal residues are found, to secure condemnation and destruction of the tobacco by the Superior Court of the county in which tobacco is detained.
"This is a serious problem and the provisions of this bill will be vigorously enforced," noted Irvin. "All Georgia growers are urged to use only those pesticides currently registered for use on tobacco and to apply them in strict accordance with the label specified rate and timing. Otherwise, a grower may lose his entire season's production and more importantly, the excellent marketing position of Georgia tobacco could be very seriously impaired."
JUNE DAIRY MONTH
In celebration of June Dairy Month, this week's "Georgia Cooking" column includes two dairy recipes supplied by the Southeast United Dairy Industry Association. The recipes were tested by the SUDIA home economist, and are included in a leaflet offered free of charge by that organization.
The leaflet features recipes ranging from snacks

THE MARKET BULLETIN

ag consumer line...
Q: How can I tell the difference between termites and flying ants? Some kind of insect is invading my house. If they are termites, does this mean they have begun eating it too?
A: Although termites and ants can be confused with each other, they can be distinguished by several dif ferences. Termites have: two pairs of opaque wings, both the same size; a straight body with no waist line; and, straight antennae. Winged termites are reproductive adults called kings and queens. They leave an established colony and swarm from early spring through fall. Ants have: two pairs of transparent wings, with the front ones larger than the rear ones; a pinched waistline; and, an tennae bent in the middle. Termite workers are white, wingless, and sometimes called "white ants." (If you'd like to send a sample of these insects, our entomologist will be glad to identify them for you.) After termites are spotted, the homeowner should try to find where they're coming from and contact a pest control company to inspect the dwelling properly. If you have additional questions, or wish to find out if a pest control company is licensed by our Depart ment, you may contact the Ento mology and Pesticides Office at 404-656-3641 in metro Atlanta, or statewide, toll-free 1-800-282-5852.

Food Preservation Correspondence Class
Are fresh fruits and vegetables plentiful - and time too short? Then an Extension Service food preserva tion home study course may be the answer. No need to worry about being at a program at a specific time on a certain day. Just go to the mailbox and the course information will be there. Read the lessons whenever it is convenient and share them with family and friends calling the Extension office with any questions.
The six lessons include: food safety; freezing fruits and vegeta bles; canning fruits and vegetables; jams and jellies; pickles and rel ishes; and drying fruits, vegetables and meats. Each lesson includes several pages of valuable informa tion, followed by a question sheet. After reading the lesson, complete the question sheet and mail it back into the Extension office.
The next lesson to work on will be sent when the questions are received. The cost of the six lessons is $6. That cost includes all printed materials and postage. For more information, contact: DeKalb Ex tension Service; 101 Court Square; Decatur, 30030; 404-371-2821.
Cotton Production
(Continued from page 1)
crop, according to the report, and American-Pima, accounted for 285,000 bales. The American-Pima crop set a new record high, 38 percent above the previous record of 1986. Planted area of all cotton, was at 10.4 million acres. Yields averaged a record high 706 pounds per har vested acre, up 154 pounds from 1986 and 76 pounds per acre above the previous record high established in 1985.

Bulletin Calendar Guidelines
To submit a notice for inclusion in the Market Bulletin 's Calendar of Events, follow these guidelines:
* Please mail notices at least 3 weeks prior to the date of the event. Items will be published 2 weeks prior to their occurance in the calendar.
* Livestock sales and auctions may be included in the calendar twice: other events, such as seminars, meet ings, shows, craft fairs, etc., are listed only once.
* Equine events should be included in the quarterly horse edition and should not be re-submitted for publica tion again in the calendar. If a change in the date, time, etc., is necessary, we will be happy to include the notice again as a correction.
* Calendar announcements should be as close to 20 words as possible and include the following information: date, time, name of the event, location, and name and phone number for further information.
* When submitting multiple listings, please submit events taking place on different dates on separate sheets of paper. (All sheets may be mailed in the same envelope, however.)
* Livestock sales and auctions, which occur on a regular basis, should be listed in the Livestock Clip & Save Calendar, published monthly, rather than the weekly calendar of events. A date must be listed on livestock sales and auctions in order for them to be published in the weekly Calendar of Events.

Tips for Safe Summer Picnics

Summertime is picnic time, there's no doubt of that. But sum mertime also means warmer weather and temperatures which can lead to food poisoning hazards. The U.S. Department of Agriculture has put together the following sum mer picnic tips to help keep outings safe and happy.
Plan for shopping. Before shop ping, decide on the number of guests invited and make a list of everything needed. Nothing ruins a picnic faster than not having enough food or forgetting a favorite condiment, like mustard. Pick up perishable items last, and take them home from the store immedi ately. At home, check to make sure none of the packages were torn in transit. If any are damaged, rewrap the products in plastic or aluminum wrap, and store them in the refrig erator for a couple of days before the picnic.
Pack smart. Pack non-perishable items like plates, bowls, cups, nap kins, utensils, cupcakes, potato chips, etc., the night before. Pack enough plates and utensils so that they will not have to be re-used for raw products like uncooked ham burger patties. This will help pre vent bacteria, such as Salmonella, from spreading from raw to cooked food. Also, take along soap and water to wash up; and pack extra plastic bags for leftovers and trash.
Pack the cooler on the day of the picnic. To keep food cold for a long period, start with a well-insulated cooler. Keep plenty of ice, or the appropriate number of freezer-pak inserts handy. Pack the cooler only with items that need to be kept cold -- perishable foods like ham, potato or macaroni salad, hamburger, hot dogs, lunch meat, cooked beef or chicken, deviled eggs etc. Make sure containers holding cold salads and deviled eggs are tightly closed, and that other cooked products are tightly wrapped.
Place uncooked hamburgers and other raw perishable foods in plastic bags to keep juices from leaking onto other products. And consider refrigerating bottled drinks before packing them in the cooler, so the cold bottles can help keep the food cold. After packing the cooler, make sure the lid closes tightly, so cool air cannot escape. If the lid won't shut, use a second cooler. When using two coolers, separate raw and

cooked products. At the picnic site, lengthen cold storage time by keeping the cooler in the shade. Keep the lid closed, and remove items only when ready to cook or serve them.
Make cooking a snap. When the group gets hungry, cooking on the grill can be a hurried job. To avoid the rush, you can thoroughly cook chicken, pork chops or ribs at home, and reheat them on the grill. To keep cooked foods safe, put them in small containers and place them in the refrigerator so they cool quickly. Then, tightly wrap the cooked items before packing them in the cooler.
When reheating on the grill, add barbecue or some other kind of sauce to keep cooked meat and poultry from drying out. Make sure these foods heat all the way through. Be sure to cook raw pork chops, ribs, hamburger and chicken thoroughly to kill bacteria. If cook ing steak rare, there may be a chance that food poisoning organ isms can survive such short cooking time. It is best to cook steak all the way through.
Serve food wisely. At picnics, it may be difficult to get everyone to eat at the same time. Don't start cooking until everyone is hungry. Don't leave cooked foods sitting out too long. Remember, the danger zone for bacteria growth is 40-140 degrees F. When foods are left at these temperatures for more than two hours, bacteria multiplies rap idly.
Keep leftovers safe. Keep left overs only if there is enough ice in the cooler to keep them cold until returning home. Otherwise, discard them. If there is enough ice, put cooked steaks and other leftovers into clean plastic bags before pack ing them in the cooler.
Call the USDA Hotline. For ques tions about food safety, either in the home or on a picnic, call the .USDA's Meat and Poultry Hotline at 1-800-535-4555. The hotline's home economist can answer ques tions on safe handling and storage of meat and poultry, and how to read product labels. The hotline is available 10 a.m. - 4 p.m., Eastern time, weekdays.

THE MARKET BULLETIN

Grandpa's
Garden
To get rid of aphids, some garden ers reported success by spraying nonfat dry milk, mixed according to package directions, on affected plants. As the milk dries, the aphids get stuck in the residue and die. This remedy is relatively inex pensive and will not harm plants.
Onion bags can be recycled in the garden. Place them over tomatoes just before the fruit turns red, to protect it from squirrels and chip munks.
When woody materials, such as sawdust, bark or woodchips, are used to mulch vegetables, be sure to add nitrogen to the soil. Soil micro organisms, which break down these materials, use nitrogen and may deplete the soil's supply.
Replace the bottom of a wooden box with chicken wire to make a garden-size colander. Before bring ing vegetables indoors, place them in the box and rinse away dirt and insects.
If you don't stake or trellis your tomatoes, place styrofoam meat trays underneath fruit which is in contact with the ground to keep it from rotting.
Vine crops can pose problems for those with small gardens since they seem to sprawl endlessly. You can solve this problem by pinching the fuzzy growth tips off the ends of the vines. Not only will this help con trol 'sprawling," but will also en courage the plant to devote more energy to developing fruit rather than vine and foliage.
You can trellis large vegetables if you work out a way to support each individual fruit to prevent vines and stems from breaking. Make a sling for this purpose from a long strip of cloth (discarded panty hose is an excellent material), at tach to the trellis and gently place each fruit in its cradle.
To locate the largest carrot in your garden without pulling up the entire crop, keep in mind that the darker the greens on top, the bigger the root below.

Horse Edition Planned in July
The Farmers and Consumers Market Bulletin's special horse edition is scheduled for July 6. This issue will include notices for horse shows in July, August and September, as well as notices for horses at stud, boarding facilities and miscellaneous equine equipment. A 30-word limit will be observed for these notices. Deadline for the edition is June 22.
Owners are reminded that notices included in the "horses, ponies and mules for sale" column must be accom panied by a copy of a valid, negative coggins test (made within the past 12 months). Ads submitted without this test will not be published.
In addition, under the new Georgia Animal Protection Act, boarding and breeding facilities must now be licensed. Your license number must be submitted with notices for the "at stud" categories in order for ads to be published. For licensing information and applications, call 404-656-3725.
If your organization has a show scheduled for July, August or September, submit your announcement, not to exceed 30 words, by June 22.

Farmers Home Administration Proposes New Lending Rules

Proposed rules which could assist hundreds of farmers who are behind on their Farmers Home Administra tion (FmHA) loans were recently issued, according to FmHA Georgia State Director Paul M. Herndon. The new regulations will make it possible to carry out portions of the Agricultural Credit Act passed by Congress last December.
"There will be a 30-day comment
Crop Improvement Day Set for Sunbelt Expo
Field demonstrations on tech niques and varieties will be featural at Crop Improvement Field Day, July 6, at the Sunbelt Agricul tural Exposition site near Moultrie. Farmers and agribusiness people from throughout Georgia can exam ine field plots on corn, soybeans, grain sorghum, silage sorghum, pearl millet, sorghum sudangrass, cotton, sunflowers, sunwheat and peanuts.
Field tests include: new varieties at various growing stages; dryland and irrigated cotton; an attempt to make 80-bushels-an-acre soybeans and 30- to 40-bushel beans for under $50 an acre cash cost; peanut row spacing and varieties; a new groundcover and pasture called per ennial peanuts; more corn varieties than ever before; and much more.
"This is a demonstration farm for Cooperative Extension Service spe cialists and Experiment Station re searchers as well as for commercial plots," explained Bill Farrington, coordinator of the Expo. "In all of the plots for both the field day and for the big show in October, we want to emphasize crop production from the net income standpoint rather than just production. We want to maximize profit as well as yield."
The program begins at 9 a.m., and includes tours of the plots and a sponsored lunch. The field day serves as a "progress report" for the Sunbelt Agricultural Exposition, scheduled Oct. 18-20. For more in formation about the field day, or the Expo, call your local County Exten sion agent, or 912-386-3459.

period and additional time for appropriate changes before the reg ulations become effective," ex plained Herndon. One of the changes would allow FmHA to re duce the delinquent debt of certain borrowers to help them stay in business. It is estimated that this rule could benefit as many as 800 in Georgia, and over 16,000 nation wide. This "writedown," could amount to $105 million in Georgia and as much as $2.1 billion nation ally.
In related action, the FmHA also issued proposed regulations and changes to: make it easier for farm ers or their families to lease or buy back homesteads that have been lost through foreclosure or convey ance; set up a program to help members of minority and socially disadvantaged groups to purchase farmland, and develop an outreach program to carry it out; establish a new administrative appeals unit distinct from the rest of the agency to handle borrower grievances; and certification and participation in state mediation programs.
To submit comments on the pro posed regulations, which appeared in the May 23, 1988 Federal Regis ter, contact: Chet Bailey; Depart ment of Agriculture; Farmers Home Administration; Farmer Program Division; 5019 South Bldg.; Wash ington D.C., 20250. For more infor mation locally, call 404-546-2162.

Makin' Do
Make lettuce or celery crisp by placing the vegetables in a pan of cold water with slices of raw potato.
To keep Cheddar or blue cheese from crumbling, try cutting it with dental floss or heavy thread.
Clean aluminum, vinyl or plastic patio furniture with the following solution: 1/4 cup of soda, mixed with 1 quart warm water. Apply with a brush or sponge. Sprinkle and scrub stubborn spots with soda straight from the box.
Keep watermelon cool for a picnic, by wrapping it in newspaper or burlap as soon as you remove it from the refrigerator.
Select shallow pans for cooking roasts, instead of deep containers, to allow heat to better circulate around the meat.
Make a yardstick duster to remove dust and debris from hard-to-reach corners and behind large appliances. Simply attach a sock or sponge to the end of the yardstick and secure with rubberbands or staples.
