For Food Supply
I recently heard someone observe that America has the world's chubbiest poor people. That thought is worth pondering.
In repeating the observation I
do not intend to make light of the poverty problem in America. We do have the poor and hungry. In the world's most affluent nation one retired person whose food money runs out before the end of the month is one too many. One malnourished child is one too many.

For most of the world, however, being poor means being hungry. Poor people are skinny in the rest of the world. But, in the United States reasonably priced food is so abundant and readily available that even our least affluent citizens are likely to be overweight. It is no secret that Americans spend the smallest proportion of their disposable income on food of any people on earth. How we got to this enviable position is a secret to many.
Much of the credit must go to farmers as well as to our government leaders of the last century. The LandGrant Act, making possible the establishment of a college of agriculture in every state, was passed in 1862 during the administration of Abraham Lincoln.
A generation later, in 1887, the Hatch Act paved the way for a network of state agricultural experiment stations most of them affiliated with the land-grant colleges of agriculture. The generation following saw the Smith-Lever Act passed in 1914. This legislation established our system of state extension services which have the responsibility of disseminating the

In 1982, cotton added $81,860,000 to Georgia's farm cash receipts, 2.5 percent of the total, according to the Georgia Crop Reporting Service.

Farm Land
In the early part of the century, cotton truly was "king" in Georgia. For example, 2.7 million bales were harvested in 1911. Yields were drastically reduced in the early 1930's due to the boll weevil. While the weevil was devastating it persuaded the state to diversify rather than depend on a one-crop economy.
Many cotton farmers experienced a good year in 1982. A record breaking 714 pounds of cotton per acre was produced the highest yield since records began in 1866. Despite a reduction in the number of acres harvested, these high yields boosted production to 235,000 bales, the largest crop since 1974.
Forecasts indicate a significant decrease in yield and total production for Georgia's 1983 crop. Yields are expected to average 501 pounds per acre with a total production of 120,000 bales, 49 percent below the 1982 record yielding crop. In addition, United States cotton production is forecast at 7.62 million bales, 36 percent below 1982 production.

Layered Nacho Dip Yield: 6 cups
1 (16 oz.) can refried beans V* (1.25 oz.) pkg. taco seasoning mix 1 (6 oz.) avocado dip 1 (8 oz.) carton sour cream g 1 (4'/2 oz.) can chopped ripe olives 2 large tomatoes, diced g 1 small onion, finely chopped 8 1 (4 oz.) can chopped green chilies 1 Vt cups (6 oz.) shredded Monterey Jack cheese
Combine beans and seasoning mix; spread evenly in 12x8x2 inch dish. Layer remaining ingredients in order listed. Serve with large corn chips.

COCONUT DELIGHT FIRST LAYER: 1 cup flour (self-rising) V* cup butter (room temperature) g '/2 cup chopped pecans g
Mix and spread in bottom of 9x2x13 baking dish, bake at 350 for 20 minutes. Let cool. SECOND LAYER: One 8 ounce pkg. cream cheese (room temperature) g 1 cup whipped topping 1 cup powdered sugar
Mix and spread over first layer, sprinkle with coconut. THIRD LAYER: One 5!/2 ounce pkg. instant vanilla pudding mix 3 cups cold milk g
Mix by package directions and spread over second layer. Top with one cup whipped topping, sprinkle with coconut and chopped pecans, let chill overnight before eating.

I know state inspectors check gasoline pumps for accuracy. But, do they also check to see if the price on the pump is the same as the price advertised on the outdoor signs? I have driven up to pumps on numerous occasions only to find the advertised prices refer to the less expensive self-service pumps.

service gasoline, this term need not be placed beside the price. However, if both full and self ser-
vice prices are available, the sign must indicate to which gasoline it

Many advertisements sent to the FARMERS AND CONSUMERS MARKET BULLETIN are never published due to lack of information. Our regulations require that an advertiser's name, town and phone number or name and complete address be included in each notice appearing in the paper. sion for Cotton. "In my area, unless cotton was under irrigation, only about half a bale per acre (240 pounds) was harvested," he noted. "On the other hand, other counties in the state such as Brooks, had a little more rain and produced a better crop."
Most cotton farmers continue to face two major problems, according to Webster high input costs and low cotton prices. For example, Extension specialists emphasize that insect control can make the difference between the success or failure of a cotton crop.
"Insect control costs cotton farmers a tremendous amount of money each year and prices for insetticides continue to rise," Webster commented. "In addition, we need to receive a better price for the cotton we grow, but many factors affect the market."
Although cotton producers may face may obstacles, the crop has been a part of Georgia since its beginning and is expected to continue to play a vital role. Georgia was the first state to produce the crop commercially and at one time devoted nearly a third of its cropland to the commodity.
While 1983 production does not begin to compete with the all time record production of 2,718,000 bales produced in 1911, Webster contends that we will see more and more of the crop. "Interest in natural fibers, such as cotton, is making a tremendous comeback," he stressed. "New blends are available and people are becoming more aware of cotton.
"The demand for cotton goods overseas also remains high," Webster said. "Since wool production is down from last year, other countries are purchasing cotton from the U.S." Georgia alone exported $22 million of cotton and linters in 1982 along with $2.3 million of cottonseed and products.
Cotton continues to be an attractive crop in terms of potential cash returns. "Although it ultimately depends on the weather and the market, cotton has more profit potential year in and year out compared with corn and soybeans," Fulford explained. "We've seen a lot more cotton grown in the southern
part of the state. In the past four or five years 45,000 new acres hve been planted."
Changes in production practices have allowed south Georgia farmers to use additional rainfall received in that area to benefit the crop rather than harm it.
Fulford advised those interested in going into cotton production to counsel with their local county agent and to obtain a copy of the Cotton Production Guide, from the Extension office.
Most folks imagine a farmer riding a tractor when they think of an individual pursuing an agricultural career. But Kay Weisburg, director of the Smithsonian's Insect Zoo in Washington, D.C., certainly does not fit this stereotype.

nonleachable, paintable and odorfree and are recommended for use in and around buildings where human or sanitary considerations are important.
However, for poles, piling, retaining walls, docks, fence posts or similar uses creosote, penta and CCA are satisfactory with limitations. For example, penta should not be used in applications where the treated wood is to be in contact with salt water. While creosote can be used alone, Georgia law prohibits the use with creosote which has been diluted with petroleum oil, as a preservative.
Naturally, industry standards recommend that the products listed in the previous paragraph be preserved by a pressure treating process. As previously stated, building codes require pressure treatment where protection is required. Generally, agricultural buildings are exempt from these requirements.
Certain woods, such as all-heart redwood, cedar and cypress have some natural resistance to decay and termites, making them especially useful in some applications. However, wood that is to be used in contact with the ground or salt water to support permanent structures or in structural applications must be pressure treated.
Generally, where building codes require the use of pressure treated
wood, the following guidelines apply: wood in contact with earth; sill plates less than eight inches above exterior grade; plates and sleepers on concrete slab in contact with earth; joists and girders within 18 inches and 12 inches respectively of earth in a crawl space; stairs and porches, the same as joists and girders; wood siding within six inches of exposed earth; posts or columns in crawl spaces within eight inches of exposed earth; and posts or columns exposed to the weather and within six inches of the ground.
There are other areas that, due to location and hazard will require pressure treatment of wood, but the above eight requirements can be considered the basic protection needs in a building.
An average of thirty million dollars is spent each year for replacing wood that has deteriorated by decay and insect attack which should have been protected originally.
It is important to follow the guidelines of wood protection and to use pressure treated wood where necessary to insure longevity and problem-free use.

killed completely. Especially hard hit were stands already wet when temperatures dropped to freezing and below, he said.
Cattle producers should plan to have feed on hand to last until April, Stewart said, but it will be at a cost he predicts hay prices will be up as much as 25 percent from last year.
Initial estimates indicate that Georgia's popular Vidalia onion crop also was hard hit, and some believe that 75 percent of the crop has been destroyed. Seeded onions planted early in the fall appear to have suffered the most damage, while bulb onions grown in seed beds and replanted may have withstood the freezing temperatures better. Governor Joe Frank Harris has asked federal agriculture officials to declare disaster areas in 12 South Georgia counties in the sweet onion growing region.
In South Georgia, some young plants of greens were lost to the cold and supplies of Georgia-grown mustard and turnip greens may be limited in the next few weeks. Extension Horticulturist Dr. Butch Ferree said there also may be some damage
to young pecan and peach trees, but a determination on those crops will have to wait several months.
The container nursery industry also may have sustained some losses when tender roots and leaves were damaged by the cold. However, Extension horticulturist Gerald Smith says many plants will be able to produce new roots by late March if only the outer roots were damaged. Plants with leaf damage should have regenerated back to normal by the end of May. Smith does not recom-
mend any pruning of cold damaged plants now, since winter has just begun.

When you remove wood ashes from your fireplace, do not discard them. Add them to your compost pile. The ashes contain minerals, such as potassium, that will help nurture plants. If you add ashes to your compost on a regular basis, decrease the amount of lime you add. Never add coal ashes to your compost pile.
Cereal or cracker boxes can be recycled and used to help transport small potted plants. Use a box that is wider than the diameter of the plant and cut a hole in one side of it so that the pot can be placed in the hole. The box will keep the pot from tipping over and the width of the box will protect the leaves from damage.
It also is possible to carry more than one small plant in a large box by cutting several holes. In cold weather spread a piece of plastic wrap over the plants to protect them from exposure.

knowledge residing in and developed in the agriculture colleges to the farmers, agribusinesses, and rural citizens who need it. Incidentally, the Smith in the Smith-Lever Act was Hoke Smith, a United States Senator from Georgia.
No other country in the world has a system like this. It has served us well over the years. In large measure it accounts for this country's superiority in agriculture. A national network of teachers, researchers, and extension specialists is working diligently to increase the efficiency of American agriculture and to enhance our citizens' quality of life.
And it all meshes together. The research conducted at Auburn and Clemson benefits Georgians, as our research benefits Alabama and South Carolina.
The people of Georgia, along with the federal government, have generously supported the teaching, research, and extension programs of their college of agriculture. We intend to be worthy of this support until all Georgians have adequate diets and all of our farmers are able to realize a decent return on their efforts.
The next time you express thanks, how about adding a word for our farmers who work so hard for so little? Say a word of thanks for the wisdom of our forefathers who created the land-grant system. Say a word for the teachers, extension workers, and agriculture scientists who continue to make the discoveries that support our abundance. And say a word for the people who go to bed hungry most nights.

Protect Cdnned FOOdS Conference Focuses
From Freezing Weather
The severe cold weather which recently blanketed much of Georgia, caused a multitude of problems for many homeowners. For example, not only did unprotected water pipes freeze and break, but canned food items stored in unheated areas also froze. Many individuals now are wondering if these previously frozen canned goods are safe to consume.
The danger that freezing imposes on canned items results from expanding food which can place stress on containers. This stress may cause containers to break and allow bacteria to enter making the food unsafe.
According to the Cooperative Extension Service, it is safe to eat previously frozen canned goods as long as there is no sign of the following problems:
Leakage from seams. Bulging ends on cans or jars. Cracks in jars. Broken seals on home canned foods. No spurting liquid, mold or off odor when opened.
On Goat Nutrition
Anyone who is raising goats or is interested in raising goats would benefit from a conference on goat nutrition and health at the East Georgia Extension Center in Statesboro, January 25.
Georgia Extension veterinarians will lead the program which will include sessions on goat breeds, vaccination programs, parasites and diseases. The manager of Mill Creek farm also will lead a session on basic goat nutrition.
The conference is scheduled to begin with a 9:30 a.m. registration and will continue through 3 p.m. with a noon break for lunch. A $4 conference fee covers all costs. Registration forms and further information are available by calling the East Georgia Extension Center at 912-681-5101. Registration forms should be returned to the Center by January 18.

Buffy Tullis has her hands full with this eight pound sweet potato. The unusually large vegetable was grown by her grandparents, Mr. and Mrs. W. B. Tullis of Augusta.
Check your stored canned food and discard items exhibiting any of these characteristics. While food escaping container damage is safe to consume, specialists warn that accidently frozen canned food may not have the same texture as when originally purchased or canned.
Since we more than likely have not seen the end of cold weather in the state, make sure that your canned goods are stored in a cool, dry, dark place that is protected from freezing temperatures.

For Treatment of Wood Products
The treatment of wood products for protection against decay and termite attack, and sometimes fire, is an important consideration of the agricultural community.
Recognizing this, the Georgia Department of Agriculture promulgated the Georgia Treated Timber Products Act. The purpose is to assure that wood, when required to be treated, would be done so in accordance with the proper industry standards and be identified.
The Treated Timber Products Act provides industry standards for all manufacturers in producing pressure treated wood. These standards also are referred to in the Georgia Act. They are adopted by building codes by reference and thus, any treated wood used in and around buildings must be pressure treated and comply with standards of the American Wood Preservers Association (AWPA) or the American Wood Preservers Bureau (AWPB).
For the Georgia 4-H Club, 13 proved to be a lucky number. The youth organization boasted 13 national 4-H winners during the annual National 4-H Congress held recently Chicago. In addition, four Georgia 4-H'ers won sectional honors.

In addition, building codes require installation of a quality mark on each piece of pressure treated wood to prove conformance with quality control standards of the AWPB. The quality mark contains an indication of use by incorporating on the mark the words, "above ground" or "ground contact." So, it is not necessary for the building inspector or the consumer to be totally familiar with industry treating standards in order to inspect or buy for proper use.
There are three basic types of preservative treatments creosote, pentachlorophenol, and waterborne arsenical preservatives. For the most part, creosote and penta seldom are used in close proximity with buildings used for human habitation or where painting or odor may be a consideration. Waterborne treatments, such as CCA, are clean
