Georgia, as well as the entire South,
Bisa place of perpetually unfolding prom-
ise. The facts reveal that we are be-
oming a land of grass, dairying, poul-
try, livestock and hogs. The old system
cultivated acreage in cotton is a thing
of the past. We have just begun to
learn and are rapidly moving toward a
development which will make our region
pulse with prosperity it never dreamed.
The production of 2 1/3 bales of cor-
ton per acre, and an average of 1 1/3
bales per acre on 5900 acres was not
of planting fifty per cent of our total

in a newa release from Washington as
desiring to pass a law to stop dealers
from selling commodities short on the
Exchanges, that is, selling something
they do not have.
This is a subject to which I have re-
red a number of times in the last few
ears in the columns of the Market Bul-
im. It is one of the most important
questions involved in futures trading,
_ Figures recently released by the Fed-
ara Government show that during a
twelve months period the sale of futures
amounted to many times as many bales
of cotton as the actual crop produced.
_ Whenthe farmer goes to town to sell
his cotton it is obvious that he cannot
sell unless there is some one to buy. It
fis equally obvious that when a contract
for one hundred bales of futures is
thrown on the market it cannot be sold
unless there #s a buyer.
Suppose that in July every cotton
armer in the United States went into
town and tried to contract to sell ten
times as much cotton as he is going to
make. Is it not obvious that the farmers
would themselves knock the bottom out
of the price of cotton by trying to sell
ten times as much cotton as they would
make?

price at which cotton is quoted deter-
mines the price that the farmer can get

United States. The effect of foreion
hedging on American Hxchanges is no
different from other short sales of cot-
ton on these Exchanges.
Livery time a foreign contract is hedg-
ed on an American Exchange it drives
the price of the farmers eotton lower
and lower. This is what Mr. Pace 1s
talking about. The law should prohibit
any man from selling a bale of cotton
unless he actually has the cotton, or un-
less he is a farmer and is growing cotton.
If a man has no cotton and does not
grow cotton, then he should not be per-
mitted to sell cotton on the Board. He
has no ligitimate-reason for selling eot-
ton. If he does sell cotton short, then
he is taking money out of the pocket of
the farmer who is growing cotton,
If a speculator wants to trade in
actual cotton he must buy eotton before
he can sell cotton. The same rule should
apply to a speculator who deals in fu-
tures. He should be required to buy a
contract before he is permitted to sell
a contract. If this were the law, and it
were enforced, there could be no bear-
raid on the market.
The price that the farmer receives per
pound for his cotton is his hourly wage.
There is no good reason why the farmer
should not have the same protection for
his hourly wage that any other group
of workers have for their hourly wage.
The Government would not permit one
labor group to go to a factory and un-
derbid another labor group by offering
to work at a lower wage. Can you think
of any good reason why people who have
no cotton and who do not intend to grow
or buy any cotton should: be permitted
to come in and underbid the farmer by
offering imaginary cotton at a lower
price ? This seems to me so simple that
I cannot imagine how any sane person
could argue against it.

dreamed possible years ago. It is a
reality, as that is the record established
by 1100 Georgia farmers in 1948.
Neither was the production. of 100
bushels of corn or more per acre thought
possible in the years past. That is now
a reality, as had been shown by official
records of 223 farmers who produced
100 bushels of corn per acre on one or
more acres,
On February 4, 1949, these 223 farm-
ers were guests of the Georgia Ferti-
lizer Manufacturers and the Georgia
Extension Service at a luncheon pre-
sided over by Hon. Walter S. Brown, at
which time a very appropriate program
was rendered. The records were re-
viewed and each farmer was awarded
a silver kev and a certificate of merit.
This program was started in 1946 under
the direction of the Georgia Extension
Service and under the direct supervision
of FE. D. Alexander, Extension Agron-
omist, and other extension workers
throughout the counties participating.
There were 1100 farmers participating
in 1946, 1200 in 1947, and in 1948, 1415.
In 1947, 24 farmers produced 100 or
more bushels on one or more acres.
Tn 1948, 223 farmers, of the 1415 partici-
pating, produced 100 or more bushels
per acre. The average vield of the 223
farmers was 120 bushels per acre on 2
total of 524 acres, or a total production
of 62,880 bushels.
The significant fact is that these 223
farmers were not satisfied with merely
producing 100 bushels of corn _per acre,
but 18 of them produe ed 3937 bushels.
or an average of 15742 bushels per acre
on 25 acres.
The highest yield made in1947 was 173
bushels on 1 aere. The 18 highest ia
1948 ran from a low of 151 bushels to
170. bushels.
This program has gained so much
momentum during these three vears, that
there is a possibility of its being extend-
ed to all sections of the State. This tyne
of demonstration does not only serve ifs
purpose in encouraging the indiyidual
farmer to inereas his per acre yield,
but it Serves as a demonstration to farm-
ers throughout the community, and it
definitely shows the potential possibili-
ties of our becoming self-
sustaining.
It was brought out at the meeting in
Athens that more than 1000 farmers
visited one of these farms to see for

There ate many
new insecticides and fungicides
coming on the market and only those tested and ap-
proved by State agencies for the control of insects and
plant diseases should be used by the farmers and other
citizens of the state. It is also essential to use them ag
recommended in the various spray and dust schedules,
For instance, if using benzene hexachloride for boll
weevil control, it should be in a mixture containing 3%
gamma isomer, as a 1% will not kill the boll weevil.
In using a ready prepared mixture, it should be fresh
and of the current seasons manufacture. Do not try to
hold it over and use the next year. However, standard
chemicals in the unmixed state, such as lead arsenate,
calcium arsenate, DDT, and many others, will keep ine
definitely and are good until used up.
It is a good plan to provide a special place that will
stay dry,
for all of your spray.and dust materials,
especially if you have to carry them over: Remember
you are dealing with poisons that will kill humans as
well as bugs.
Another good thing to do is-to buy insecticides and
fungicides in unbroken packages properly labelled by
the manufacturers. To be safe, use only those materiala
that are registered and approved annually by the Come
missioner of Agriculture for insect and plant disease
control and plant tolerance.
A new insecticide and fungicide bill has been pre-
pared for the consideration of the General Assembly
and if passed will greatly increase protection to farme
ers and others using economic poisons for control of
crop and structural pests.
