If you have a $5 bill, this simply means
that the people of the United States,
through their government, owe you
those goods: which you choose to select
the money is not capital. The money is
not labor. If you have a $5 bill, it
means that the people of the United
States owe youas much labor at the pre-
vailing rate as $5 will pay for. Money will
buy labor. Money will buy capital:
Money is neither labor nor capital.
When a share eropper gathers his.
crop, he divides with the landlord on a
basis agreed upon or fixed by law on
the crops which he grows. For-conven-
ience, the landlord and the tenant may
sell the crop and divide the money.
_ This is simply a maatter of convenience,
- The share croppers pay is actually part
of the crop which he produces.
When the share cropper has produced
a crop and divided it, he also becomes
a capitalist to the extent of the corn,
hay, potatoes, syrup, cotton, hogs,
chickens or whatever he has produced.
If the share cropper uses the food pro-
duced one year inmaking a crop the fe xt
year then the share cropper is a capital-
ist and laborer, because he has furnisl-
ed part of the capital and all of | the
labor. If the coal miner saves up from
his wages one year so as to pay his own
expenses while he is digging coal, the
coal miner becomes a capitalist as well
as a laborer. To the extent that he is
a capitalist, his interest is identical
with that of the man who owns the
mine. His interest is also the same as
the mine owner, to the extent that both
of them depend for their return on the
amount of coal that is produced.
RAISING WAGES
If the share cropper is working on a
fitty-fitty basis, there are only. two
Ways in which ne share can be in-
creased. First, by producing more crops
to divide. Second, by making a new
trade with the: Jandlord to divide the
crop forty-sixty instead of fifty-fifty.
The same thing applies to the coal
miner. His wages can only be increased
by producing more coal or by getting a
larger share of the coal that is produced.
From the above simple examples, it
asy to see that it is impossible to in-
capital.
The goods which
. demands on the
crease wages beyond a certain point u un-
less production is increased. If the
landlord agrees to take forty per cent
instead of fifty per cent and latez
agrees to take thirty per cent, and stit
later, agrees to take twenty per cent, it
is obvious that there will come a time
when the landlord cannot agree to any
further reduction in the amount of the
crop that the landlord shall receive. The
same reasoning will apply to the coal
miner and all other industry. /
So long as labor unions limit their ac-
tivities to getting a fair share of the
things produced, they are logitimate.
So long as capital seeks only a just
return for the use of the capital, no one
has any right to criticize or object. It
is only when capital formsa combina-
tion and undertakes to foree an unfair
return on capital that either labor or
the general public is justly entitled to
criticize or interfere.
The anti-trust laws of the country
are designed to prevent capital from
forming combines whereby they will be-
come powerful enough to-foree unjust
general public or
against labor.
When labor undertakes, through the
formation of combines, to force unfair
demands against the general public or
against capital, then capital and the
general public have the same right to
expect protection from the laws. An un-
fair return to either capital or labor,
engaged in any line of industry, creates
a burden on the general public, includ-
ing all capital and labor engaged in oth-
er lines of industry and agriculture.
The present: agitation. against food
prices is due to the fact every house-
wife every day buys food and is con-
scious of the effect of prices on food.
The price or cost of eapital and labor
engaged in coal mining, in iron mining,
in processing and manutac turing plants,
in transportation and in public utilities:
are just as vital to the housewife as the
price of food. The housewife, however,
is not conscious of this because she is
not so intimately connected with oi!
wells, iron mines, steel mills, railroads,
ete., as she is with the bread and meat
that comes on her table. The food that
she buys is the tree that keeps her from
seeing the forest of all industry and
business. Every tree in the forest is of
vital concern to her, but, being human,
